The streets of america have seen protests every night since the killing of george floyd nearly three weeks ago, in cities large and small, from new york to beverly hills, and overnight, a new Police Shooting has drawn outrage in atlanta. I do not believe that this was a justified use of deadly force. The chief of police has resigned. A Police Officer fired. After shooting and killing a black man. Authorities are now reviewing this video of the violent struggle. The shooting sadly not new. Such a Swift Response certainly is. Under pressure society changing fast. The big question, will it last . In new york, in new jersey, Police Chokeholds banned. This is the moment to put forth a real federal reform justice agenda. Louisville, kentucky, passed breonnas law to stop the use of noknock warrants. And those first Police Reforms just one sign of a striking cultural shift. Firriamwebster revising the the oscars have added a diversity requirement for eligibility. White fragility and so you want to talk about race top the New York Times bestseller lists. And the nfl. We the National Football league admit we were wrong for not listening to nfl players earlier and encourage all to speak out and peacefully protest. And now the protest movement have gone global. Thousands marching in france. In south korea, this black lives matter banner at the u. S. Embassy, and in england, protesters toppled this statue of a slave trader. As confederate statues are torn down here at home. With the election just five months away, President Trump is struggling for a consistent response, promising reforms at public forums, threatening to send troops into the streets. Attacking protesters with inflammatory tweets. And on friday, this startling claim. I think ive done more for the black community than any other president and lets take a pass on abraham lincoln, because he did good, although its always questionable. And were joined now by the president s secretary of housing and urban development, dr. Ben carson. Dr. Carson, thank you for joining us this morning. Quite a claim there from President Trump, done for more black americans than any president since lincoln, do you stand by that claim . I will say, rather than get into an argument about who has done the most, what has in fact been done. The opportunity zones were designed in order to bring money into areas that are traditionally neglected and thats been quite successful. Prison reform has been quite successful. Its just the first step. There are other things need to be done. Making funding for the hbcus regular than done on an annual basis. And increasing the amount of money for that. Thats been very useful. There are other things that have been useful. So to get into an argument about whos done the most probably is not productive, but its good to acknowledge the things that have been done. Thats a fair point. Should the president stop making that comparison . Its hard to compare that to Ulysses Grant sending in troops to take on the ku klux klan. President eisenhower sending in troops to enforce brown v board of education. All of which is a significant part of our history, and thats an important thing for us to acknowledge, what has happened in the past, and you know, we should be willing to look at what we have done together collectively to make progress. And the question is, what should be done now . Times over the last several weeks, the president has seem out of step with this Movement Across the country. The tweets about saying, when the looting starts, the shooting starts. Attacking the protesters. Hes Standing Firm against renaming any military bases. As the president s only black cabinet member, how have you counseled him to address these issues . We obviously should look at things from multiple perspectives because were a diverse country. We have diverse opinions. And, you know, his opinion is one of them as well. So, i dont have any problem with him experiencing his opinion. As long as hes willing to listen to other opinions. As long as were all willing to listen to other opinions, because, as i have said before, the United States of america, is a place other people want to come and not to leave. Were the only ones who can destroy ourselves and we have to stop, you know, putting everything into the arena of combat. And lets see if we can find a way to Work Together, because if we dont were doomed. Thats an interesting point you make there. Stop putting everything in the arena of combat. The president s tweets talk about dominating the streets, saying we have to send troops into the streets, is that the appropriate response right now . There are a lot of different ways to express things. I believe whats being said there is obviously we cannot submit to anarchy. I think we would all agree with that. We might not express it the same way. Weve got to begin to look at the big picture. What is the thing that were aiming to do, not what someone said this day or that day. And that leads to the next question then, what are we aiming to do right now . So americans look at whats happening and see systemic racism across the board, weve seen those sweeping changes starting to take place in the country in response to these protests, what more needs to be done right now . Well, i think we obviously need to acknowledge that theres a reason that the protests are going on. Theres no question about that. Also, it means we need to open the discussion. We need to listen to the police as well as to the protesters. We need to look at what is happening in these communities where protests are going on. Peaceful protests, no problem whatsoever. Destroying the livelihood, the businesses of people who live in those neighborhoods who have worked hard in many cases all their lives to establish them, thats very, very bad. And, you know, we need to talk about that also and talk about, you know, what makes sense, does it make sense to allow, you know, anarchists to just take over things and destroy things at will . Of course it doesnt. And we all need to talk about that. Does it make sense to, you know, allow rogue police to move from one precinct to another . Of course it doesnt. Does it make sense not to use the technology that we have to help us to be able to investigate . No, it doesnt. These are all things we need to do and we need to make them regular and pervasive throughout our society. Coming up is juneteenth, the National Holiday celebrating the frees of the slaves in the United States. The president moved his tulsa rally from june 19th to june 20th, still real questions about whether that rally should take place. The director of tulsas Health Department said he wishes it would be postponed because of the spread of covid. Youre a medical doctor. Should the president be following that advice . Well, first of all, i did talk to the president about the juneteenth event. I was pleasantly surprised about how much he knew about it already, the black wall street and the whole history of it, thinking about making some remarks to acknowledge what has happened there and why we dont want that kind of situation to ever occur in this country again, but, you know, it is what it is. Its probably good to have moved it. In terms of whether a rally can be done, whether people can get together, i think if its done in conjunction with the Public Health experts, which it is being done in conjunction with them, thats quite acceptable. We do need to always, all of us need to do what we can to prevent the spread of covid19. But, it is very important that we utilize what we have learned about the disease so that we can live with it rather than allow it to dominate us and determine how were going to live. And finally, sir, the president s Convention Acceptance Speech is scheduled for jacksonville on august 27th, which is the 60th anniversary of when a kkk mob attacked mostly black civil rights protesters. Is it appropriate to have a Convention Speech on that anniversary in that city . You know, weve reached a point in our society where we dissect everything and try to ascribe some nefarious notion to it. We really need to move away from that. We need to move away from being offended about everything. Going through history. Of renaming everything. I mean, think about the fact that some of our universities, some of our prestigious universities have a relationship with the slave trade. Should we go and rename those universities . You know, it really gets to a point of being ridiculous after a while and you know, well have to grow up as a society. Dr. Carson, thanks for your time this morning. Carson right there, he said we have to grow up. I think thats a fairly infantile response, actually, to say that words dont have meanings, that dates dont have meanings, that dates dont have power. But this is from the administration on the fourth anniversary of the pulse murders of the lgbtq community, stripped Health Protections from that community, this is the same administration having a rally that would attract people who dont care about black lives they were going to have this rally at the site of a black massacre. So lets be very clear, its isnt about growing up. Its about taking responsibility and having accountability for the actions that have been taken by this country and by people acting on behalf of this country and we do have a day of reckoning and that day of reckoning is going to continue until we actually make change. Taking responsibility last night in atlanta. I want to ask you about that incident over the weekend, the killing of 27yearold Rayshard Brooks. The mayor did speak out on this yesterday. Lets listen. While we have a police force full of men and women who work alongside our communities with honor, respect and dignity, there has been a disconnect with what our expectations are and should be as it relates to interactions with our officers and the communities in which they are entrusted to protect. What a disconnect that is. She mentioned that this is the third time in the last two weeks shes had to review police video. And thats why you saw the reaction from protesters, that is why the virulence of anger remains. Activists are calling into question whats actually being done and what i would say is, that there is theres legitimacy to this anger and to this outrage. A man was murdered because he was asleep in a drivethrough and we know that this is not an isolated occurrence. We also know that a man taking a taser from a Police Officer in pennsylvania resulted in his arrest, but because this person was black, it resulted in his death. Those are conversations that have to be had not only through speeches but through the decisions made by budget allocations and i think thats next conversation that we have to have in atlanta. A conversation happening right now, this whole debate over defunding the police. The democratic nominee joe biden said hes against defunding the police but for investing more in social services and other programs. What does defunding the police mean to you and is it necessary . I think were being drawn into this false choice idea. The reality is, we need two things we need reformation of how Police Officers do their jobs. How Law Enforcement does its job. What happened yesterday to Rayshard Brooks was a function of Excessive Force and the decision that the fact that they were either embarrassed or panicked led them to murder a man they knew only had a taser in his hand. We know that the murder of Breonna Taylor means that we have to reform noknock warrants. We also know that in georgia, we have to look at the larger judicial issue that citizens law and ahmaud arbery. I served in the state legislature for 11 years. I took action to increase police accountability. I took action to address the issues of criminal Justice Reform. But i also know that we have to have a transformation of how we view the world of Law Enforcement and how we view the construct of Public Safety and how we invest in the work that we need them to do to protect and build our communities. Fundamentally, we must have reformation and transformation. Georgia had a primary election this week, we saw some chaotic sights across the state, including in the atlanta area, Fulton County, long lines, Voting Machines that werent working properly. I know that you talked about the responsibility of the secretary of state for this. Also problems in the county itself, Fulton County controlled by democrats, what must be done to fix it . Will georgia be ready by november . Again, this is an attempt by the secretary of state to deflect from his responsibility. Fulton countys the largest county in the state. But right next door the second and Third Largest counties, one run by republican and the other run by democrats had the same issues. We had 20 counties that had to get judicial orders to extend their elections because of inoperable machines, because of lack of training for their staff, because of the challenges posed by the failures of the secretary of state. Cobb county led by republicans have called on him to resign. Because they know hes refusing to take responsibility. Of course, youll have to more concentrated problems in the single largest county in the state. But the larger responsibility with 20 counties, democrat, republican, urban and rural, all facing the same challenges the buck has to stop with the person whos constitutionally obligated to solve this problem. And lets be clear my Organization Fair fight and freedom works, all warned against the approach the second of state was taking, he did it anyway, and now he has to be accountable for it.
