San jose police now investigating a pair of unrelated crashes, one involving a man who drove right into a crowd of diners. Abc 7 News Reporter chris nguyen has the story. Reporter this video shows the aftermath of what San Jose Police are calling a tragic accident in which a 69yearold man plowed into diners gathered for dim sum on saturday afternoon. Right now all eindications talking to witnesses is he thought he was using his brake but accelerated. Reporter the driver crashed into this Outdoor Dining space operated by the dynasty seafood chinese restaurant. Eight people taken to the hospital. Two remain in critical condition. At last check, its still unclear whether police say the driver was suffering from a medical emergency. The driver stayed there. Hes cooperating with the investigation. Obviously we have some things we still need to put together. Reporter this afternoon abc 7 news learned that the restaurant had not applied for a permit for the program which provides city support and approval for proper setup. Theres no guarantee that a prior review would have prevented this incident from happening, but city officials are urging Restaurant Owners to play by the rules. The registration process is very, very easy. And then well work with you directly, work with the businesses directly to make sure those activations are as safe as possible. Reporter just hours after the Outdoor Dining crash at the mall, another driver hit a food cart and killed a man at a nearby shopping center. Police are asking the public to treat shes highpedestrian parking lots as they would when driving through an active school zone. In a recent survey of 1,600 Small Business owners, 90 said that outdoor space is whats kept them from closing permanently. Reporter far east cafe in San Franciscos chinatown has benefitted from the temporary curbside dining structure that they are allowed to put up only on weekends. Now they are asking the city for a grant to build a more permanent one so that they can operate outside seven days a week. Recently with the weather and everything, it brings up a lot of business coming back to chinatown now. Reporter the city is putting up 1. 6 million in grant funds to help businesses like his build those outdoor shared spaces. Local nonprofits are helping Small Businesses apply for these grants. With the shared spaces opportunity and now that the citys offering us a grant, which allows a lot of the restaurant heres, hey, we can expand our business outside. Reporter the grants range from 2,000 to 5,000. Lily lo is a local community advocate. Any amount has helped because any amount helping the Small Business because, you know, all the Small Businesses are struggling. Reporter far east cafe has been in chinatown for 100 years. Police identified the man who was killed as 21yearold cesar vargas of fairfield. He was shot and killed saturday night after leading police on a chase through the city. Investigators say vargas crashed his vehicle at market and goff and took off running. He was shot by at least one officer a short distance away and died at the scene. In the north bay, the glass fire is now 95 contained. 67,484 acres have burned. Most evacuation orders have been lifted but there is a chance the north bay could see some Public Safety power shutoffs this week because of warmer weather and higher winds. Morgan best known for his time with the Cincinnati Reds but he also played for both the as and the giants. Shoe strings is a program that is providing structure by giving families something as simple as visual schedules. Each part of the schedule has circle time. Maybe work with teacher time. The child has a visual schedule to know when you wake up and have breakfast or you get dressed. And now you can go check the schedule to see that now its time to get on the computer and have school with your teacher and your friends. Reporter so as youve heard, many parents and teachers say they cant wait for students to return to the classroom for inperson learning if its safe. Now, whats it going to take . Whats the process . In San Francisco, the department of Public Health sends out a team of four to five inspectors to assess each school that is requesting a waiver. So far only private schools have asked to reopen. Desks are measured to make sure they are six feet apart. We have way over seven feet. So thats definitely safe. Reporter the principal here has to answer a series of safety questions from the proper ventilation in each classroom to the amount of personal Protection Equipment at the school. San francisco unified with 114 schools has yet to fill out an application to reopen for inperson instruction. Neither has oakland. Its unlikely students there will return before january. But, like, how soon do you get the results . Can they give you the results right away . Do you have to go into quarantine go two days until you get the results . I dont know what the answer is. Someone needs to figure this out because people need to travel. Spencer, i have to say, i want to know how long this quarantine period is because even though its not going to be 14 days, if youre there for lets say three or four days, do you have enough vacation to tack on an additional few days .
