Reporter trust, thats what state Health Officials hope will power their new travel advisory. Asking anyone coming into california to quarantine for 14 days. The other hope that all travelers are as ideal as julie coming from michigan and staying in the bay area for two months with her daughter. I stayed home and i take my temperature every morning and pack my clothes and came. We follow all the advisories and, you know, do everything all the recommendations. Reporter so there are no covid19 check points. As a traveler, you can come and go as you please. They do enforce masks, rely on education and over the next few weeks, they plan to roll out a set of new strategies to keep everyone safe. Were launching air bubbles or travel corridors, by lateral agreements between sfo and a specific location. We pressed dr. Mark galley how the state plans to keep people accountable when california is sure rourounded b covid19 hot spots. Look at the arrivals board. L. A. County is high risk tier. Chicago issued a stay at home advisory and new jersey and new york are facing new restrictions. If there is any indication that the travel advisory needs to be strengthened, we will consider that in the days and weeks to come. The travelers we talked to say they are being responsible but many said they are gaurn teeni quarantining give or take 14 days. If we dont have travel advisory its easy to forget covid exists. Reporter kris reyes for abc 7 apparently lots of you out there are being responsible. Looks like the pomost of you, t majority, my house only 55 and then no one will be joining you for thanksgiving coming in second at about a quarter of you. Onto the controversy, gloven gavin newsom responding to reports he diened at French Laundry with more than a dozen people despite advising californians not to gather in large groups. Melanie woodro has the story. Reporter as california is in the middle of a covid19 surge, californias governor is in the middle of cricriticism. He attended a Birthday Dinner party at the French Laundry in napa county last week. The party had 12 or more people from different households. Its the type of Governor Newsom asked people to avoid. He didnt practice what he preached with he went to a restaurant patio with people from more than 12 different families and the restaurant patio was the French Laundry, one of the most expensive in the bay area. Not an afternoon at applebees. Reporter the governor said quote while our family followed the Health Protocols and took safety precautions, we should have modelled better behavior and not joined the dinner. Reporters asked California Health and Human Services secretary dr. Mark galley about the recent outing. My focus is on ensuring that we deal with the reality of surging cases, that the guidance i provided today and weve been working on with local Health Partners around activities where you might gather indoors to reduce risk is really the message that we want to get out. Reporter republicans took the opportunity to point out the governors hypocrisy including california rnc Committee Woman and civil rights attorney dhillon. She tweeted adding but no thanksgiving for you. By phone she told abc 7 news the governors decision was poor judgement and a slap in the phase to californians suffering. Melanie woodro, abc 7 news. All right. To talk more about this. Joining me once again, abc 7 news special contributor dr. Patel. Lets talk about what happened with the governor today. How dangerous was it for hill to go to the party and what does this say about the messaging to the public here . Dion, to the former how dangerous it was. I think, unfortunately, a lot of that is based on speculation, like we heard, there were 12 people there. We dont know how many families these people have come from and their level of exposure before coming to the dinner. We can only take their word for it everything was followed according to plan outside at the French Laundry. There seems to be a lack after transparency. As for as what this event says, thats another whole larger concern is Governor Newsom and a lot of people need to Practice Model behavior. It would have spoke volumes if he opted out and show hes able to make the same type of sacrifices hes asking other californians to make. If he skipped this Birthday Dinner at a wildly expensive restaurant, maybe others would say ill cistay away from this thanksgiving or pot luck because my governor did the same thing. Thats what a huge issue is. We spoke about this at the 3 00 show, the fear of missing out but still setting a good example so crucial during these times. When it comes to the travel advisory, what is your advice . You know, do you have suggests for people that want to ignore it and spend thanksgiving with their family . I have nothing to say but if you ignore it, youre adding to the reason were still in the situation were in seven months later, why california has hit 1 million cases, why the test Positivity Rate is going up, why the United States seen 150,000 diagnoses and 1,000 deaths a day in this country. Were so tired and sick of this. There is mistrust out there. There is an epidemic of misinformation. We sincerely know were not in a good situation. Were heading into the Holiday Season with terrible numbers. Pe people have to take this seriously. The mere fact there is a travel advisory now, people are paying atinge to ttention to the numbe. I can say all day what the case rights are. When people hear travel advisory, quarantine, i hope people Pay Attention to the numbers. Why is this coming out now . Strong message from dr. Galley today and strong message from you. As always, many thanks for joining us dr. Patel. Stay safe and sane beyond. Thats a great saying. Larry, to you. All right. Good morning america investigates how the type of structure you choose to dine in, a park let or out in the open at a park could impact your level of exposure. Abc News Reporter kaley takes a look at the options and as we run the story, take a look and listen to what your family is saying about Outdoor Dining, as well. Tents dont have ventilation the way an indoor restaurant would. These outdoor settings arent outdoors. Reporter in a gma investigates exclusive, teaming up with lindsey marr new 3 d animations show how the virus can travel from table to table depending on the type of dining structure you choose. So if someone is infected and sitting outdoors in one of these tents, as they are breathing and talking they are releasing virus into the air and like cigarette smoke, the air can flow in any direction because there are no walls and once you add walls, you block that wind. Once you add four walls, you lose the benefit of being outdoors. Reporter while dining igloos do isolate you from other diners, there is a downside. If youre with someone that is infected, there is a high potential for virus to build up in the air and everyone in that little bubble to be exposed. I feel like its only prudent to go in there with people in your own household or people in your own pod. Reporter also make sure there is enough time between seatings, at least 20 minutes to give the igloo a chance to air out. Her most ideal scenario, dining under the great open sky because that outdoor air die lutlutes t virus. The wind carrying it away in all directions. Follow the guidelines that you do indoors, meaning the tables should be far apart, ideally ten feet between people at the nearest tables. People should be Wearing Masks when not eating. Minimize contact with the waiter and practice good hiygienehygie reporter here they turned their parking lot into a dine r room under the open sky ensuring tables are six feet apart but Infectious Disease expert ann says there is no zero risk scenario when it comes to dining. If open air dining like this isnt available, whats the second best option . The for air circulating, the better it is. So someplace that that that tha and side walls front is definitely better than a place thats completely closed in. Reporter she has a recommendation for restaurants, turn down the music. Loud music means you have to speak more loudly and we know that that creates an opportunity to expel more virus. Reporter Something Else youll often see in Outdoor Dining spaces now, heat lamps. Our experts say while the heat from the lamps might prompt more movement in the air, it wont die lu dilute the virus. Well, the city of San Francisco is rolling back openings forcing restaurants to close Indoor Dining starting at midnight. Joining me is laurie thomas, the executive director with the golden gate restaurant asociation. What impact will this have on local businesses . Well, thank you for having me. Unfortunately, its going to be pretty devastating. Ive spoken to numerous people over the past three days and everybody is, you know, really upset about it. For sure. At the start of the pandemic, there was an estimate that 50 of restaurants in San Francisco might close for good. That was like seven, eight months ago. What does it look like now . You know, unfortunately, its hard to get to the numbers because everybody hasnt made final decisions. You guys have seen a lot of the higher profile decisions. Some people are still choosing to hibernate and hope we can still make it through but i would expect that that number is going to be at least 50 and will go higher as, you know, certainly if more restrictions or these restrictions are kept in place. I saw a quote from one owner of a restaurant that says nobody in the Restaurant Business right now is making money, at least in San Francisco. Is that accurate, based on what your seeing . Is that pretty much on target. That is accurate. October was a better month because, you know, there was such great weather and people able to do Outdoor Dining certainly saw more business, but those of us who were closed for months and year to date if you look at the numbers, its hundreds of thousands of dollars of losses. The only reason folks are able to operate at all, they got some sort of ppp funneling or loan or Something Like that. There is you know, the business doesnt pencil financially for sure. How long can this last until we see really a whole slew of restaurants closed for good . Well, not very long. I mean, i think we have a problem because we didnt get a federal relief package, right . So there wasnt any additional funding thats come in and my understanding is that there doesnt look to be a high probability that will happen before the new administration gets in and the Senate Control and run off elections. I would say that without any federal relief for another 90 days and certainly this city is struggling to try to help us out but theyre in a world of hurt from a budget perspective that were going to have a world of hurt. Well, hopefully these places can hold on and get back into business and the vaccine will help us, as well, when that does arrive. Laurie thomas, yeah, thank you for joining us, yeah, yeah, executive director with the golden gate restaurant association. Have a great weekend, laurie. You, too, thank you. Once again, lets get to weather anchor Spencer Christian standing by. Spencer, you promised or teased ahead to possible sun. Its pretty soupy out there. We need the rays. The soupy will go away and the suns rays will delight us over the weekend. Here is what is happening now deon and a dion and all of you. There are a couple isolated sprinkles but showers and light rain over parts of the pa innocence will a peninsula. Wet roadways out there for sure. Here is a view 56 degrees in San Francisco right now, oakland 60, 62 Mountain View and san jose 6 1 and looking northward, lots of clouds in the sky but the rain has pretty much ended there. 55 at santa rosa and 57 navado and napa and the view from the abc 7 roofer top camera, these are forecast features, rain will taper off until later this evening when it pretty much ends before midnight. Sunny and warmer pattern this weekend. Arent we happy about that . I guess. The rain will return tuesday and wednesday, which is a good thing. We need beneficial rains. The current storm as it winds down still ranks one on the abc 7 storm impact scale. Light rain and showers mainly south bay, wet everyone commute and wind could be breezy to gusty at times. Hear is the forecast animation. Taking us into the evening hours. Notice after about 8 00 or 8 30, it looks like the rain will be pretty much over except for spotty sprinkles and rainfall totals additional rainfall totals from now into late tonight only a couple of hundredths of an inch in most locations.
