Sky seven shows the traffic jam on 280 in burlingame. And investigators are looking into this. This was a truesdale drive. Drivers were backed up to larkspur drive and lanes were closed for about half an hour, reopening around 630 this evening. The chp says they think the shooting happened on 280 near the Crystal Springs off ramp, but theyre still working to try to figure out the exact location. The injured driver was able to drive to burlingame. Officers spoke about the case about a half an hour ago, saying they have yet to talk to the victim. Hes at the hospital right now. Im not sure if hes finished being treated by the medical staff. Obviously, the First Priority is his wellbeing. So we want to make sure that hes tended to before we start speaking with him. The wounded driver is expected to survive. Investigators are still searching for the driver who opened fire in oakland. Community groups are coming up with their own proposals to try to improve Public Safety. Abc7 News Reporter tim jonze spoke to local leaders and neighbors who say they have had enough. Folks at home might remember several weeks ago, the group called on city leaders to declare a state of emergency over rising violence. Today they released a list of ten points they want to see enacted to make oakland safer. Crime is continuing to spike in oakland on monday, a gun battle near lake merritt resulted in one woman getting shot. Very busy day. Lots of people out, lots of lots of shots. Obviously no regard for Public Safety. And on tuesday, for were detained and two arrested after gunfire rang out at Skyline High School. My kids are not coming to school for the rest of this week and if i dont find out what really happened, they wont be here next week either. These incidents, just two more examples of soaring crime in the east bay city and growing sense of unease among many of its residents. Oakland is by many accounts, worse than we have been in a long time. Lauren taylor is a former Oakland City Council member who ran for mayor last year. On saturday, hell be taking part in a rally to demand city leaders do more to combat crime, which he says disproportionately impacts people of color. As we talk about equity and progressive values, it is not progressive for us to saddle the black community. On tuesday, the Oakland Branch of the naacp released a ten point plan they believe will make the city safer. Among other things, theyre calling for increasing the number of police officers, creating job training and mentorship programs for young people, and installing license plate readers throughout the city. The ten point plan is not really a difficult plan. Its just one that needs to be in place so we can at least do our best to make Public Safety a priority. Bishop bob jackson is a member of the local naacp branch. He says many people in the community are scared to be out in their own neighborhoods. Jackson believes city leaders are disconnected from the public. It seems like the priority of our elected leaders is not the same priority of the voters and the taxpayers and something thats just into our newsroom in the past few hours, the superintendent of the Oakland Unified School district said in a statement that Skyline High School will be closed tomorrow. A federal Appeals Court has weighed in on the clearing of San Francisco homeless encampments. The court upheld an injunction that blocked the city from clearing those encampments when the number of Homeless Individuals is greater than the number of available shelter beds. San francisco officials were trying to get that injunction removed, but according to the chronicle, the City Attorney believes todays ruling does give them a little bit more leeway for sweeps. The legal battle began with a lawsuit filed by the coalition on on homelessness, the Investment Firm that bought nearly 1 billion worth of Solano County farmland to create a utopian city met again with members of congress and they spoke to the abc7 news iteam. As long as this organization will not commit to protecting Travis Air Force base with the existing zone and development requirements. I remain very, very concerned. Federal Officials Say there are now even more questions after years of secrecy, the billionaire backed Investment Firm thats behind a massive land grab in Solano County is now in the hot seat facing the second round of questions from congressional leaders. For the first time in five years, congressman John Garamendi sat down with the ceo of flannery associates, former Goldman Sachs trader jan sramek, to discuss his vision for a socalled utopia, a new city in eastern Solano County focused on affordable housing, clean energy and sustainable infrastructure. But garamendi says their proposed plans could hurt Travis Air Force base. Its very, very clear that they intend to go to an initiative to change the zoning requirements for that entire 55,000 acres. In doing so, they may very well diminish or eliminate the protections that Travis Air Force base presently has. So i remain very, very concerned. Did they specify to you specific plans they wanted to do with that land surrounding the base, why they bought it in the first place . No specific Development Plans were given to us, and i dont believe they have any specific Development Plans. I think they had a pie in the sky, a fairy tale. Congressman Mike Thompson shared similar concerns. The iteams spoke with him last week. If the intent here is to build a city, why do you think the land surrounding Travis Air Force base was a priority years ago . Well, i asked them about that because there city plans there. There new city plans are considerably distanced from some of the properties that they were purchasing. And they had, i guess, an explanation for why they bought some of those properties. And it ranged from anywhere there from housing that they want to be able to build to an area that would be maybe suitable for housing, flannery told the iteam. There are currently no plans to build any homes within one mile of travis, but both congressmen say its unclear what that land would be used for , especially given its an area thats already restricted. Supervisor Mitch Mashburn represents the area. Its all zoned agriculture and now it has an overlay that makes it even more restrict with regard to agriculture and any industry that can be put in there related to that. So i do not see an investment purpose in that. Last year, Solano County implemented whats called the travis reserve overlay, which adds more restrictions for Development Near the base. In an email obtained by the iteam, flannery expressed interest in using some of the parcels near travis for olive orchards, but didnt specify details or any permits pulled to signal any change of land use or new developments. Since we last talked. No, nothing in the meantime, there are other concerns surrounding the lack of infrastructure and the price tag attached to it.
