Cal fire says theyre not letting their guard down yet. We still have over 400 people out here working on these fire lines to reenforce the containment, to really esure any hot is found is put out. Firefighters not just keeping an eye on the conditions in the north bay but throughout the area. And firefighters continue to work towards full containment of all the fires in the north bay. Reporter good morning to you, marcus and laura. A very long process. Could take months for that debris careenup. Youve got the epa essentially surveying the area. Where were standing is the department of Health Services here in santa rosa and folks are turning in whats called these right of entry forms. Thats where theyre going right inside here. Thats basically giving the Government Agencies permission to let the u. S. Army corps of engineers eventually remove any debris from their home. So thats what youre seeing here. The department of Health Service building. There are a lot of questions about what this right of entry form means. First and foremost, if youre doing it on your own and want to get your own contractor, the county is still working on the protocol where you can go back safely to do so. If youre turning in one of these forms and you dont have insurance, you dont have to pay for attention. Thats what the county supervisors are telling me. The federal and state agencies in charge of this cleanup will foot the bill. If your insurance has a debris removal provision in it, the money you receive from that will be paid to the Government Agency taking care of the cleanup. Received around 300 to 400 applications. If you come to the center, advised to bring a right of entry form, your insurance information. You can still come if you dont have those documents. So thats someone who is bringing in their right of entry form. Now, that center will remain open for the next two weeks daily from 9 00 a. M. To 6 00 p. M. Universitys department of Public Safety reports the alleged rape took place on the east side of campus sometime after midnight in the early hours of monday morning. Law enforcement says the victim and suspect knew each other but didnt divulge the circumstances surrounding the attack. Its not clear if officers have arrested the suspect. Were still waiting to find out the identity of the driver who died in a fiery crash while driving on the wrong way on 880 in in fremont. This is the scene that was left behind. The chp says the wrong way driver crashed into the Center Divide and thats when the car burst into flames killing the driver. It happened a little after 2 00 a. M. In northbound lanes. Police in san jose are looking for the driver and passenger jeras of a toyota camry that crashed no a semi. Everyone in the camry took off running. The truck driver stayed and cooperated with police. An Oakland Police officer is in a hospital and the search is on for the woman who hit him. Police say that driver of that car actually investigators say theyre looking for that evidence. The police say the two officers were running after a suspect when that woman hit one of the officers and her car, and drove away. Theyre saying theyre not sure if she was involved with the original suspect or just happened to be going by. Police say theyre looking for a black lexus with a broken windshield. The officer is in stable condition. The estranged brother of the las vegas shooter has been arrested in a child pornography investigation. 358yearold bruce paddock was detained at a los angeles assisted living facility where he was awaiting surgery for a spinal stenosis. No other details were available. At the time of the shooting, paddock told nbc news that he had not been in touch with his brother stephen for over a decade. So as we look out the window today and youre heading out, our temperatures are starting to warm up in a few spots, but noticeably much cooler in San Francisco. It is 68 degrees. And then you head down towards morgan hill and its 80 degrees, while its 77 in san jose. Livermore is now at 72 degrees. We have some low to mid70s in the north bay. It feels much better than it did yesterday at this time, but its going to heat up quickly again today. Were going to be the in the upper 80s for the south bay. Los gatos up to 83 degrees. Parts of the east bay, antioch, 90 degrees, also 90 in pleasanton and heyward expect a high of 81 degrees. Mid08s in the peninsula and upper 80s in palo alto. The the little girls mother says a jury will now see what happened to her daughter. I feel very bad for the jury thats going to have to look at all of those awful photographs of what he did to my daughter. We were spared the photographs this time. We heard the details. The jurys going to have to see it all and you cant unsee things. If gonzalez remained in the juvenile system, he would have gotten out before his 23rd birthday. If convicted as an adult, he will likely face life in prison. And an east bay Catholic School is under foyer for the way it handled a disturbing hate incident on campus. Last week the school expelled two students for creating a list of racial slurs and reading them out at school. As nbc bay area Jodi Hernandez says, some parents say the school hasnt done enough. She was upset, she was confused, she was emotional, she was hurt. Reporter thats how she says her 16 daughter felt after a classmate at ma row Catholic High School wrote an a to z list of racial slurs aimed primarily at africanamericans and another student read the list out loud. We were lived. Reporter avery said what made them even angrier, the schools slow response. She said the boys werent expelled and parents werent notified until late last week. We know that people have these feelings, but we were thoroughly disappointed in the fact that the school is almost complicit in it because they allowed this to go unchecked for so many days. Reporter while the administration would not talk on camera, they say the students involved no longer attend the school. They say they put the curriculum on hold last friday to give students a chance to express themselves and held a unity day yesterday. In a statement they said, quote, this is the only the beginning as we will be partnering with an outside organization with specific programs to help build cultural awareness for our entire school community. But avery says its too little, too late. It sends the message that this is not a culturally sensitive administration right now. Jodi hernandez reporting there. Coming up, a story youll only see on nbc bay area. Our Investigative Unit takes a closer look at how bay area schools are preparing for transgender students. Openly identify as transgender is rising. In part, because of n welcome back. Well, a number of School Children who openly identify as transgender is actually rising in part because of new medical guidelines that allow trans kids to begin chaining their bodies at younger ages. We first broke that story back in may and now we look into which schools are preparing their schools for trans issues and which schools are not. Here is Investigative Reporter bigad shaban. Jeopardier clinic here tell us they provide counselling to at least 550 transgender kids. The total number of trans stupids in the area is likely higher. We spent months collecting data from School District as cross the bay area to learn how teachers are now adapting to a changing student body. Cals life has been filled with long and difficult journeys, but running was one way to fit in. Cross country was one of the only sports the girls and the boys practiced at the same time and there was the same season. Reporter cal is transgender and identifies as a mix of male and female, but didnt know how to tell friends or teachers in high school. You felt alone . Yes. I felt alone. I felt scared. I felt i was in a really dark place. I would just cut myself upped the desk because as weird as it sounds, cutting gave me a sense of control. What made it so challenging . A lot of times teachers didnt know how to treat me respectfully, like, oh, man, are you going to, you know, change your genitals . Thats not something you ask a high schooler. So as a student, you felt like you had to educate your educators . There was no training. Teachers didnt have any training on how to deal with trans people. When you dont really have anyone at school respecting and reassuring a really basic part of who you are, its horrible. Reporter our investigation revealed gender training for educators varies widely. We surveyed the 20 largest School Districts in the bay area. Each told us they provide training on transgender issues to at least some of their staff. But only 13 districts offer that education to all of their teachers. At Cupertino Union and vacaville unified, training is only held if a transgender student is enrolled at school. By giving educators the language to understand the diversity of gender, it creates better conditions for our trans kids, but it also creates better conditions for every kid. Joel has travelled the country over the past decade teaching close to 30,000 educators about agendaer. I know im going to say the wrong thing. Anyone ever have that experiencer and. Reporter hes a former teacher in the bay area and lead instructor with the group jeopardier spectrum. You would thing the only people who have gender are trans. And apparently they spend a lot of time going to the bathroom. Reporter his sessions shed light on an evolving issue from vocabulary to stereotypes. Which color is the, quote, unquote, boy color . Reporter the teacher training here at fremont unified is a first for the district and in part thanks to cal who spent high school advocated for it. I was bullied in elementary school, called a he she by piers and harassed in bathrooms by the time i was very, very young. Whats at stake here. Reporter this is the districts superintendant and started the new training. Is there a danger on just staying silent on the issue . I think there is always a defense of marriage a danger is in staying silent. I really do stand by my belief that we are an Educational Institution and were educating people about an issue that hasnt really been talked about. Reporter four of the bay areas largest School Districts told us training courses on transgender issues are not offered to teachers. The livermore district was the only one to agree to an interview. Its new to us and i will be the first one to say that this is an area in which im not an expect. Reporter chris is deputy superintendant. He says teachers can rely on administrators who are trained each year to support trans students throughout the district. Gender biases and pronoun usages are issues need to become more comfortable with. Should that be taken as a sign the district is in need of more education . Yeah, i mean, i wouldnt if you asked me that question about anything, is the district in need of more training on anything . I would say yes. I think we havent done that yet. Do you think thats something you might consider in the future . Absolutely, yeah. Reporter even as cal packs for college, the 18yearold is sill trying to unpack the emotional baggage of high school. Cal says educators need to stop running away and join others in moving forward with more training. All it really takes is a couple of people in your life to say weve got you. To not feel so alone. Two witnesses yesterday took the stand to describe what they saw from a hotel window across the street from pier 14. Each said they heard a gun shot and then a scream. They testified the suspect, jose garcia czar to was clearly the only one walking away from the scene. Each witness describing zarates appearance difficulty, which public defenders say may create doubt about the testimony. One witness says he was walking slowly and casually. Another witness that had the same Vantage Point talks about briskly and, you know, being in a hurry and things like that. Kate was shot and killed in july of 2015. The shooting drew naegs National Attention because zarate is an undocumented immigrant who had just been released from custody. We turn to Investigative Reporter chris chmura for help. Boycotting the streets of oakland for 30 years. Never had an accident until this past june. Joe says he was stopped at a red light. I saw her coming at the last ins assistant a instant and dove to the right as she plowed into my bicycle and pinned it under the back end of her car. The driver was working for lyft. She told joe she had a customer waiting, so she gave him her insurance card and left. According to that card, her policy had expired. Joe then asked lyft to pay to fix his bike, but he said the only response he got was automated emails. So we weeched out to lyft. A claims adjuster called joe right away and days later he got a check for 1,600. That was the cost to fix his bike. Lyft says it was in the process of handling joes claim before we got involved. Even though the company paid up, lyft says it does require drivers to carry their own insurance. Whose insurance protects you, the drivers or lyfts . Well, that depends. It will go to a family left homeless by the wildfires. The idea came as he and his wife temporarily fled their santa rosa home. Because we are okay, we just felt this great need to give that comfort to somebody else. Reporter now they want to find just the right family. People who werent insured, renters who were kind of left with nothing. Reporter their phone is ringing off the hook because the need is so great. There are thousands of homes destroyed and families left homeless. The water Agency Reporter Sonoma County supervisors approved an interim housing plan designed to help. It allows rvs and travel trailers to be used at temporary housing. We lost 5 of the houses in santa rosa. And its already an area that is scarce. And we need we need help. Reporter the plan also includes opening up resorts and camps for temporary homes and the countys looking for transitional housing.
