While we need the rain, it is creating problems for victims of the north bay wildfires. Today in the bays pete suratos is live in santa rosa. Thats one of the areas affected. What is a thing they are doing to make sure toxic ash doesnt end up in the storm drain . Reporter we have moved to the coffey park area. To answer your question, marcus, what crews are doing is hauling off the debris as fast as possible as a result of the rain coming in. They dont want what could be toxic ash getting into the storm drain and affecting the folks here. We have video of the crews hauling off that debris. Its an effort they are trying to cover in a short amount of time because of the rain coming in. Theres 173 square miles of burn area, which is a lot of ground for crews to cover in a short amount of time. Can you imagine having to go into, you know, the entire city of San Francisco times three and a half and make sure it was secure for a rainfall event . Thats what we are dealing with. Reporter those affected by the wildfires are going to Hardware Stores near the coffey park area buying plastic containers, tarps and gloves in preparation. We know 300 cal firefighters are in the burn areas working on erosion control. That just means putting straw waddles in place to prevent that debris heading toward the area which would affect the water supply. Im going to continue to monitor the situation here. He escaped from a Mental Hospital in hawaii, then managed to board a flight to san jose. Today in the bays kris sanchez is live in San Jose International airport to explain why Authorities Say he is a dangerous man. Reporter well, not only, as you said, a violent psycho path, but fits the profile of a serial killer based on a murder of a woman in hawaii for which he was sent to a mental institution. Lets start with the most recent picture. We dont know if Randall Saito is still in san jose where he landed sunday night. He is a 59yearold japanese man, six fetal weighing 220 pounds, heavy set with black hair and black eyes. This is the last known video of him in a taxi in honolulu not far from the hospital where he walked away sunday morning. An anonymous source said it was 11 hours before staff called police. That was long enough for him to take that taxi, charter a plane to maui. In 1979, saito was tried for the gruesome murder of a woman, found not guilty by reason of insanity. Authorities say he is a violent psychopath, a sexual saytist. Prosecutors who dealt with saito said once a killer, always a killer. Because he committed a murder, no matter how long ago it was, he still has that ability or inherent ability to commit another murder or another violent crime. M. , when neil went to a house, he knew the woman there, she had a restraining order against him from january, he opened fire and killed her. Killed a neighbor, stole a truck, drove down the street, shooting out the window, gets into a crash, carjacks a vehicle, killing again. Goes to an elementary school, cant get in because teachers heard the gunshot and they had that school on lockdown. The school officials, theres no doubt in my mind based on the video that i saw saves countless lives and children. Reporter he then went into town, killed again, led police on a highspeed chase. It was a shootout as they drove along. Law enforcement knocked his car off the road, killing him. Are there more victims out there and investigators havent found yet . They returned fire. This morning, the suspect is recovering from surgery. It happened about 6 00. The Sheriffs Office said deputies went to the home for felony compliance check. The man is facing attempted murder. Three deputies are on emergency leave after the shooting. A rally for undocumented immigrants on san joses campus. The Group Students advocates for Higher Education say they formed a human chain to fight for immigration reform. More details about 2. 5 million undocumented immigrants live in california. Then we have this storm system, the actual cold front and that center of low pressure thats now moving into parts of the pacific northwest. Now, we are dealing with this. There will be a break in between but we are already getting pockets of heavier rain moving into the north bay. Once again, extending to the delta as well. As we get a closer look at San Francisco, some light showers, mostly sprinkles at this point, then it gets heavier as we see the yellows and reds there on the radar. This is moving just to the east of navato, north of san rafael. Sonoma getting heavier rain toward napa. We have to watch this, especially for those burn scar areas where well have the rain rolling for several hours. Over toward frazier, concord and clayton, seeing the rain moving in. It gets lighter toward the trivalley. As we get a look at what else to expect as we go through the day, a wind advisory in effect starting later this afternoon and the winds may pick up to 30 miles per hour. So, as we look at what we are expecting, especially for those hills, winds increasing in the north bay up to 2030 miles per hour, by early afternoon, the rest of the bay area will have winds picking up in advance of the cold front rushing in. A southerly wind, increasing, then the rain starts to pick up as we go into this evening. Well start to see that rain moving into San Francisco as well, moving to the east baby 1 00. Three years ago, she set up a dish tv account for her daughter, who had no credit. Francine paid the bill every month, at times making them directly from her checking account. When she closed the dish account, there was a 77 overpayment, due to her. But, when dish cut the refund check, it made it payable to francines daughter. This is when francine finds out, even though she opened the account and made the payments, her daughter was the account holder. She tried to get dish to reissue the check without luck. We contacted dish and it cut a new 77 check made payable to francine. Now, francine probably should have made sure the account was in her name to have complete control over it. Dish agreed saying standard policy is to send refunds only to the account holder and considered this a special case.
