Numbers. The confirmed cases in the bay area. Santa clara county has the most cases. Sadly, late this afternoon we learned of another death, a man in his 50s. Thats the fifth death in Santa Clara County. A lot of news coming from governor newsoms News Conference. Another thing he called for, more hospital beds during this crisis. The governor signed emergency legislation today for 1 billion in funding. It would make way for tens of thousands of beds. He also talked about a conversation he had with President Trump this afternoon. I had the privilege of a conversation quite literally an hour ago with the president of the United States. The president assured me not only assured me, he was aware of where those swabs are being procured before i even offered my own insight. So this new funding bill passed in one day by the state legislature. More than 1 billion. Besiding increasing hospital bed capacity by the thousands, it would also provide money to purchase a lot more medical equipment. The money will also help protect hospitals and Nursing Homes where people are most vulnerable, sport local governments to reduce the spread of covid19 among the homeless. One of the testing sites is at Santa Clara County fairgrounds. This is what the governor highlighted in his News Conference as well. He said there was a lot of people affiliated with google here and the spread of these testing sites is happening in california. Lets bring in nbc bay areas robert handa, who joins us from the fairgrounds where one of those test sites is up and running. Robert, what are you seeing . Reporter well, it has been a very lowkey operation here, but before this rain started, a representative did tell me that testing has begun for coronavirus. Now, as weve been saying, the fairgrounds here on actusigns a set up indicating that some type of testing is going on. Santa clara board president cindy chavez took a tour and told us it was set up like a drivethrough service. She and others also said the testing was overdue. Overall, the testing has been abysmal, and we have been pushing on the federal government in particular to make tests available to us for weeks and weeks and weeks. What i really appreciate is a company like verily that wasnt planning on doing this, that now is playing a leadership role in getting these tests done. I think most americans, even if theyre not experts, even if theyre not in government, are a little suspect about whats been taking so long. Why has it been taking so long . We had our first discussion at the board of supervisors on january 28th. Reporter both chavez and cortese praised verily for stepping in to conduct this program. Verily said it will be announcing more details about this program tomorrow. Weve been trying to emphasize that this site, this pilot program, you cannot just walk up to the program and get tested. You have to go through the verily website, get screened, and then be accepted in order to come here and get tested or be accepted through your doctor. One of the bay areas highest Profile Companies is still open for business, but that might change. At least its going to be changed in terms of how many people can show up. Alameda county says tesla is not essential. Now, tesla in theory qualifies under the National Critical infrastructure designation. Founder elon musk told workers they could stay home if they wanted. But today the Sheriffs Department tweeted that tesla is not an essential business as defined by the health department. Tesla will be allowed to maintain minimum basic operations. Many people have been asking are police going to enforce the new shelter in place order . The answer, gently. San jose police were patrolling the streets as usual today but the citys police chief tells us theyre not looking to pull people over or stop pedestrians for not staying at home. In fact, most departments in the bay area hinted they are relying on people to do the right thing, staying at home. But also say they will enforce the order if they have to. San jose police say they will visit bars and restaurants that might be in violation of the order, but only to remind them of the rules. I want to make clear to our community that we are not instituting martial law here. We are not stopping people solely based on this curfew, on this ordinance. And we want to make sure everyone takes a deep breath. We spoke with Law Enforcement in oakland. San francisco and on the peninsula as well. They all said the same thing. They also urge people not to dial 911 unless its really an emergency. Dont call because you saw your neighbor bending the rules a bit. San Francisco Mayor london breed announcing a moratorium on commercial evictions for small to medium size businesses. This is a live look in San Francisco. Heres the details. This is designed for all those businesses that are losing income and are simply unable to pay their rent. It will be in effect for 30 days. This follows a moratorium on residential evictions that mayor breed announced just last week. As people in the bay area are ordered to stay home, the homeless are among the highest at risk during this crisis. Tonight work is being done to protect them. Next bay areas Jodi Hernandez is in oakland where the first of two hotels are gearing up to take members of the Homeless Community. Reporter thats right. Its unclear when members of the Homeless Community will start showing up but we have learned the Radisson Hotel as well as the neighboring comfort inn have been cleared out. 393 rooms are ready to start housing the homeless during this health scare. Confused and scared. Reporter thats how cesar and his friend leonardo are feeling as they face the coronavirus scare while homeless. I can do nothing, just wait. Reporter the two are sheltering in place in their makeshift house in east oakland. The encampment is filled with folks doing what they can to stay virusfree in very unsanitary conditions. Theres a bunch of rats. Reporter the city is placing new handwashing stations and porta potties with Hand Sanitizer at the encampments to try to protect folks. Definitely a big help for the whole community over here and people down here with the virus going on. Reporter homeless advocates worry about what will happen if the virus starts sweeping through the homeless population. Already one homeless man in Santa Clara County has died from covid19. People who are homeless often dont get the medical care they need. Reporter but the state is taking action. Theyve already earmarked two open hotels to house the homeless. Nearly 400 rooms are ready for checkin for up to a threemonth stay. The homeless we talked to today said theyll gladly move in. Si, si. A clean, hot shower, something we dont get out here on a daily basis. Definitely would be something i know everybody out here would take. Reporter we are back here live. The rooms are ready here but its unclear when the homeless are going to start showing up. The governor did say that seniors will be prioritized. And while these two hotels will be the first two in the state to start housing the homeless, the governor says that california is right now negotiating with 900 other hotels to follow suit. Restaurants really have two primary options here, shut down temporarily or bolster their takeout and delivery service. For now, business is slow. In downtown walnut creek, take a look here. One positive note here, it seems those long lines at the Grocery Stores have calmed down. This was the local safeway today. Yes, short lines but still a lot of empty shelves. With these bare shelves becoming a common sight in our local stores, some stores have called for special hours just for seniors to shop. This is a great idea. That way the seniors dont have to deal with those hectic crowds, the long waits, and broad exposure to germs. One store thats listening to all of this is donatos in san jose. It has designated 8 00 to 9 00 a. M. As senior hour. Its asking its younger customers to respect this new schedule. Dr. Rodney daniels says he doesnt believe he got the virus at work. Instead he thinks he was infected at a medical conference in new york earlier this month. He says the symptoms are mild and hes treating them with tylenol, motrin, and some gatorade. He says he first got a slight fever and immediately selfquarantined. Hes concerned, though, that other doctors at that medical conference in new york didnt act as quickly and may have infected others before they figured it out. All business and tourist sites with posted closure notices. Even at the south End Swim Club where the normal group swims are now barred, just like gyms and other nonessential activities. We kind of got to take care of ourselves physically and spiritually and on a day like today, we can do that. Reporter for susan lee, that means a bike ride around Thornton Beach state park in vista. Usually on a weekday morning, theres nobody out. Reporter we found people out doing everything from biking, hiking, fishing and paddling to stay fit. But some wonder if their activities are allowed. Not quite sure just because i know that they want everybody to keep their distance. Reporter a spokesperson for San Francisco parks and rec tells us Brian Danforth is right. He cant teach his dragon boat classes at harding park lake because theres multiple people in each boat. But he and others can boat by themselves. She says all of these activities are still okay, and the parks remain open as long as people arent in groups and practice safe distancing. And that parks and rec spokesperson also told us this could all change.
