Governor newsom said he could shut down more areas if the cases continue to rise. You can see the new additions that have beens anded to pause reopenings. 19 counties are now considered high risk in the state, and in need of closer monitoring. Three bay area counties are on the list, solano, contra costa and santa clara counties. The governor said is that 3 4 of californians live in counties facing troubling virus trends and the number of people testing positives is concerning. The reason we started to reopen, we saw the Positivity Rate staying stable and just in the last few weeks you are starting to see when you take a closer look at the Positivity Rate an increase. Reporter now despite the increase in hospitalizations and the positive tests, the state is issuing new guidelines to allow some Nursing Homes to allow visitors again. Contra costa county is putting reopening on pause. That includes indoor dining, bars, gyms, indoor museums and hotels. They will now not reopen on wednesday. That comes after a spike . Cases there. And the county is on the governors watch list in that county, we are in walnut creek where people are reacting to the new developments. Many of the Restaurant Owners we talk with here in walnut creek said they were looking forward to finally serving customers indoors starting wednesday. Now, they say they have no idea when they will be able to do that again. Burma2 restaurant in walnut creek is serving customers outdoors and was planning to open up Indoor Seating later this week. But today, Contra Costa County leaders put those plans on hold. And while the general manager is disappointed, he supports the decision. I just have been watching people in the err i canarea, so dont care, not respecting social distancing rules. I feel its safer keeping people outside of the restaurants. Reporter the county halted the planned reopening of gyms, bars and hotels. All due to a spike in covid19 cases. The cases that are positive have increased to 4. 7 of all of those tested and the hospitalizations have been increasing. Reporter the move comes after Governor Newsom asked the county not to reopen bars. Most people we spoke with support the decision to press pause. I would rather have the gyms and bars and restaurants be closed than having more death rates in walnut creek. Reporter the county has not announced a new day when the next wave of businesses can reopen. In walnut creek, nbc bay area news. Alameda county is punishesing the brakes on reopening. Their case rate per 100,000 people has increased from 63 to 71 . That is over the past seven days. Okay, so one of the reasons that the bay area is pausing its reopenings is as you heard that hospitalization rate. I want to get in more detail about it. The graph shows the number of people hospitalized with the virus, thats the overall graph. That is since april 1st. The yellow, we are talking icu patients and the blue are patients in the hospital but not in intensive care. Now hospitalization rates are climbing again after reaching an alltime low earlier this month. Okay. They came down as you can see here, and then all of a sudden, they went back up. Still below the levels we saw in early april. Now, lets take a look at the statewide numbers. This is the blue graph, the number of californians, okay, in the hospital. Hit a peak around the end of april, went up here and then started to go down and then went back up in the last two weeks. 43 up, an alltime high. Now the number of patients in the icu, again, thats the yellow graph is also up. You can see it was pretty steady, took a bit of a dip. Up again june 24th. Up by 37 . And the problem jessica, its getting worse behind bars. The number of inmates at a san quinton exploded over the weekend that are positive. Now at over a thousand. The prison is running out of space to safely isolate prisoners this video was captured of the prison, setting up air conditioned tents in the yard to help deal with the surge in patients. The tents will be used for triaging inmates and accommodate physical distancing. Raj is with us with more on the situation there. Jay, the numbers are startling. You mentioned it, more than a thousand inmates are infected that works out to be 1 out of 3 inmates are infected. So, a couple of issues here to addresses the problem. Treat those inmates on site like we saw those tri age tents or bring them down to the peninsula. That is what is happening. A lot of options are being discussed. Heres what we know, the numbers have doubled in the past few days in terms of the cases of san quinton, and that prompted immediate attention from Governor Newsom. We are working to work through the medical screening and move people as quickly asy e can. Reporter so what about moving some of the inmates like we talked about . Part of the governors strategy is to use Seton Medical Center in daly city, now that would house some of the sick inmates. Bussing the inmates down to daly city, and to make matters worse, 42 of the inmates at san winton have Underlying Health conditions that make them more vulnerable to all of this. We are talking about the up coming fourth of july holiday. A lot of people wondering what we can do, maybe take a short road trip. Just in, l. A. County said its shutting down most or all of their beaches for this coming weekend. That news we are just hearing about. Also, here in the bay area, some cities dont want any visitors. The mayors of Half Moon Bay and pacifica, some of our favorite beach cities want you to stay away. We will have more on the story coming up on the 6 00 news cast. Back to you. Yeah, wind and humidity really a driving factor for the fire danger we are seeing today and at the top of the list in terms of the driest and warmest temperatures we are seeing right now, that is in the north bay, that is where the red flag warning will continue until about 8 00 tonight. You may have noticed no matter where you were, its warm and dry inland. Notice the humidity numbers from santa rosa in to fairfield. Some of the driest conditions and yeah, wind is a factor, wind speeds 1530 Miles Per Hour on top of a drought parched bay area northern california. This was a lot different than the same time last year. Its the reason we are seeing an earlier start to this years fire season, its abnormally dry throughout the region. Which means your fire season starts earlier and odds are, its going to last longer as we head toward fall. Through 8 00 tonight, elevations above a thousand feet in the north bay, and after that, we are tracking two Warming Trends ahead. Yeah, hi there, good to see you yeah, a bit of a roller coaster, temperatures warmed up from yesterday and right now, the reason why we are under the micro climate weather alert through 8 00 is specificall ra a thousand feel up towards mount tam and the higher peaks of the north bay. They are seeing lowering humidity numbers and its breezy and the temperatures have soared in to the low 80s and 90s. In the meantime, San Francisco, strong sea breeze, temperatures in the 60s and summer micro climate is under way. Winds at 21 miles an hour through San Francisco in to walnut creek. You are seeing 85, winds at 14 and humidity levels low. We are in the 20 range around walnut creek. As we get in to san jose, you see numbers in the 80s and its windy. Look at the wind speed up to 21 miles an hour. For now, the wind is good news, you see there at the clear skies in terms of air quality, we are green across the board from north to south this time of year. And that is nice, if you are maintaining your social distancing and getting outside to walk around your neighborhood and that sort of thing. The air quality is just fine. We are not seeing smoke pollution either. For tonight, not much in the way of low clouds. Maybe patchy low clouds, temperatures in the mid 50s and the highs will trend just a bit warmer. You saw san jose close to 80 right now, should see mid to upper 80s around downtown tomorrow and closer to 90 degrees for morgan hill and east san jose. Tri valley up to concord and antioch, low 90s and still seeing the 70s bay side from oakland to hayward. And fremont in the 80s and mid 70s for san matteo and San Francisco, and still the on shore wind, keeping temperatures in the upper 60s and for the north bay, here is good news. The winds across the hill tops this should not be as strong out of the the north. We are not expecting a red flag warning tomorrow. And temperatures for the most part in the 80s, except as you head north to clear lake, numbers closer to 90. Lets look at the extended outlook, we get closer to the fourth of july. You will see the temperatures dip, you have a bit of a cooling trend for the second half of the week. Rebounding in the weekend, and likely the warmest temperatures we will see will be climbing back towards the 70s in time for the holiday weekend. So, notice how high pressure, the orange kind of fades just a bit towards thursday. That is going to lead to another round of breezy conditions that we will watch for fire danger issues around the hills. As we go to the weekend, the area of red, coming up out of southern california, that is a area of strengthening high pressure, and thats why you will see the temperatures on the rise as we enjoy this fourth of july, likely from home, as you will notice, San Francisco, 70s. And not getting too warm as we head toward the weekend. Watching two periods of wind. Thursday, breezy at time and more wind as we go through the locations, trending warmer tomorrow. Cooler, thursday in to friday, and saturday in to sunday, temperatures the warmest we will see over the next seven days arriving just in time for the fourth of july. So, besides the wind, which will have to watch for fire danger issues at times in the hills. Temperatures are comfortable. No signs of big heat.
