Lets begin with the ongoing toll the coronavirus has taken here in the United States, which now has more than 5 million reported cases, about a quarter. Hundreds of thousands of bikers will ride into a small town for the annual motorcycle rally where this year masks are not required. Good morning. Reporter willie, good morning. We are on day three of the rally. Despite being in the middle of a pandemic, the turnout has been on par with last year. While coronavirus cases here in south dakota have remained low compared to other states, all across the country, there are more signs of the virus isnt slowing down. This morning, the u. S. Hitting another grim milestone, surpassing 5 million reported indications of covid19. Here, the city of 7,000, they are hosting the largest motorcycle rally in the world. Possibly becoming one of the biggest public gatherings since the pandemic picked up in march. Hundreds of thousands are expected to roll through during tenday rally. Masks are encouraged but not required, keeping with state guidelines. We provided them all with ci safety measures. Each night, crews disinfect the streets and sidewalks. When you invite hundreds of thousands of people, it changes everything. Reporter many other states are seeing some people boldly ignore safety regulations. Police in florida arrested a gym owner for the third time after they say he failed to enforce a mask ordinance. This is something we cant subscribe to anymore. Reporter a california pastor says he will defy orders and hold Church Services indoors. We will be open. Reporter schools across the country are learning hard lessons as students head back to class. More than 250 students and eight teachers are in quarantine after 11 students and ten Staff Members in georgia tested positive for the virus. In new york state, all School Districts are preparing to reopen after the governor gave the okay. Some College Sports will have to wait. The midamerican conference became the first major conference to postpone all fall sports, including football. A big blow being blamed on the pandemic. Despite the race for a Coronavirus Vaccine that could be out by early 2021, according to a new poll, 35 of americans say that they would not get a free fda approved vaccine if it were ready today. Willie . Thanks so much. On saturday, President Trump signed a series of m he hopes will provide Economic Relief for tens of millions of americans struggling through the economic crisis set off by the coronavirus pandemic. Does the president have the Legal Authority to do that . Nbcs Kelly Odonnell is traveling with the president near his new jersey golf club. Kelly, good morning. Reporter good morning, willie. The president could not say how quickly americans would feel the benefits of his actions, except to say he hopes its very soon. There are limitations on what a president can do without congress. He said he hopes negotiations with democrats will continue. The president clearly wanted to make a political statement by not waiting for congress to reach its own deal. Going it alone. Im taking executive action. We have had it. Reporter at his private club, the president brought out the pen. Signing a series of actions that bypass congress, after two weeks of talks for covid relief failed. Democrats are actively blocking the things that we want. And what we want is good for people. Reporter he called for a new round of enhanced unemployment at a lower figure than the benefits that expired. Why did you decide on 400 when previously families were receiving 600 . That will be a hard isshship fo. This is the money they need. This is the money they want. This gives them an incentive to go back to work. Reporter a payroll tax holiday fork workers earning less than 100,000. This will mean bigger paychecks. Reporter the president provided some eviction protection and deferred student loans. It could lead to legal challenges since only congress has the authority to control taxes and spending. Maybe they will bring legal action. Maybe they wont. They wont win. Reporter nancy pelosi and Chuck Schumer criticized the president for choosing to stay on his luxury golf course to announce unworkable, weak and narrow policy announcements. While the president invited Friendly Club members to watch his News Conference and jeer the media, a cycling joe biden turned up running mate speculation when asked if he had decided. You picked a running mate . I have. You have . Who is it . You. Reporter his campaign called that a joke. For tea leaf readers, michigans leader met with biden, susan rice and Kamala Harris are said to be top contenders. You know more than i do. Reporter of course, the anticipation is building. Joe biden is expected to announce his decision as early as tomorrow. He has passed his own selfimposed deadline. Its a big campaign weekend for President Trump as well. Doing fundraising, bringing in 15 million just last night at two fundraisers in the hamptons. Willie . Kelly odonnell traveling with the president in new jersey. Thanks so much. Chuck todd is nbcs political director and moderator of meet the press. Good morning. What a surreal scene with the president of the United States in front of the golf Club Membership jeering the media, cheering him as he talked about the executive actions he is taking. I guess bottom line, chuck, does he have the authority to do this . Even some republicans have come out publically and said, you cant do this. We control the purse strings. Is this money going to get out the door to people who need it . That was a bizarre moment of sorts at the golf club there. Thats the question is whether he does have this Legal Authority. It doesnt look like it in the constitution. A president does not have taxing authority on his own. The president does not have appropriation on his own. Look, we have seen, he can have in an emergency, he does have some power to move money around a little bit. But even if he is successful not clear is how that money actually gets into the pockets of those that need it, because he is asking states to pick up the first 100. If we read this correctly, if the state doesnt do the first 100, then the federal government might not match the other 300. Look, i do think yesterday was more Public Relations than anything else. At the end of the day, they have to come together. There is too many theres too many folks on capitol hill, whether its democrats in vulnerable districts or republicans in the senate who feel vulnerable, that need a bi. This feels like theres too many holes in it, willie, for it to stick. Those conversations on capitol hill have been completely stalled. Thats why the president felt the need to take that action yesterday. Chuck, lets talk as kelly laid it out about the speculation for bidens pick for vice president. The governor of michigan in the conversation after we learned she visited delaware last weekend. Who is the odds on favorite here . Who is your wild card . Well, look, i guess you still have to say Kamala Harris feels like the odds on favorite because she checked a lot of conventional boxes, being a u. S. Senator, having a little more of a national persona. There was something that president obamas friend tweeted, who is behind the research dumps . Is it supporters of Kamala Harris . Shes not involved in it, are people helping her in a way that actually is hurting her in the biden inner circle . Thats the open question. I am surprised. I think there is some concern on susan rice, even some obama folks are worried what kind of attack she could come under. I think theres concern about not picking a woman of color. I still wonder if we have overlooked val demmings who was hot a couple months ago. I wonder if we have overlooked her a little bit. I wonder if she will get a second look. Shes very impressive. We could know this week maybe by tomorrow. Chuck, thanks so much. We will look for more on meet the press perfewhere the topic politics and plague. This morning, we begin a special weeklong nbc news series on coronavirus and the classroom. Some schools in the United States already have begun the complicated and potentially dangerous process of opening their doors to children in the middle of a Public Health crisis. Teachers unions across the country are expressing concern about the welfare of educators being asked to do their jobs in person even as covid19 continues to flare in many places. What does a return to the classroom look like for teachers in this strange, Unprecedented School year . Anne thompson has our sunday focus. Reporter are you excited . Are you nervous . Are you worried . All of the above. All of them. Reporter the unknown, covid19. Making teachers like these two nervous, even in a district like theirs, connecticut, where the Positivity Rate is just over 1 . The fear is real. It is. Its a real am i going to get infected . But this is what we do. To go back into the classroom is what we need. I would Say Something im working towards, im excited to go back, the acceptance is still there and its a work in progress. If we had a high incident rate, we would be talking about a very different structure. Reporter the superintendent has been on the job for just over a month. We dont have the space to bring everybody back at the same time. All Elementary School students will be in person while our middle and secondary students will be in a hybrid model. Reporter some days in person, others online. The cdc recommends schools practice social distancing, face coverings when thats not possible and frequent cleaning of hands, desks and other surfaces. Practices that are not enough to restore florida teacher, caroline palinas confidence. The spanish teacher let her guard down and got the virus that sent this mother of two to the e. R. Twice. I literally thought in my mind, i said, i really hope i dont die tonight. Reporter with the positive rate over 10 , shes pleaded with the school board to keep buildings closed. Its not safe right now. Reporter despite a full court press from President Trump. We want our schools open. We want our buildings open. Reporter do you feel teachers are being caught in a Political Economic fight to get the country back to normal . I absolutely do. I dont think it is the schools place to do what the government should have done. Thats to take care of their people. Reporter the board last week decided to start online only, like most of the nations ten largest districts. Further north, where the rate is 7 , teachers are preparing for a game of chance. Theres over 1,000 kids that go to my school. Thats a lot of people to put faith in. Not everybody has the same views when it comes to masks and safety protocols. Reporter what unites all the teachers is dedication to their students. Virus or not. Is it too much for teachers . Its always been too much. But we do it because thats what we signed up for. We want whats best for the kids. Boy, that line, the fear is real, but this is what we do, that captures the greatness of teachers. This is a tough decision for them. Are most of them you spoke to ready to get back into the classroom . They absolutely are. They are driven by their love for the children. But there are lots of other educators who are thinking about retiring. In fact, the American Federation of teachers unions says its members in florida, 39 considered retiring early. In michigan they say that number is 32 . Wow. Thats a big number. Schools may need to add teachers. Thats in addition to new technology. They have to create more space in the classroom, provide masks. What affect will this have on budgets . Its going to blow a hole in them. All the additions because of the coronavirus will cost a district 21 million this year. That is more than 10 of its school budget. The superintendent is hoping the state and federal government will pick up that 21 million. If they dont, that money will have to come from somewhere. Thats the problem. We are grateful for our teachers. Maybe now more than ever. Anne thompson, thanks so much. Our series, coronavirus in the classroom continues all week on the networks of nbc news.
