This rally has been underway since 3 00 this afternoon and its still in full swing. We want to get to some breaking news now in San Francisco. A firefighter is in Critical Condition after getting hurt while battling a fire there in the city. Nbc bay areas jean elle is in the financial district with details. Jean, what do we know . Reporter this is a very emotional scene and investigation unfolding right now here on speer street just off market. Let me get out of the way, and you can see there are several firefighters standing in the street, and there is crime tape surrounding a fire rig and a muni bus. The Fire Department says a fire crew was here at 3 30 at 55 speer responding to a high rise fire on the it 19th floor. So there was a lot of activity here on the ground and up in the building itself. And while that was happening, a muni bus drove through the area, and as that muni bus drove through the area, im told a very large hose snapped up into the air and hit a firefighter, launching him into the air. When he landed, he was injured. He had a head injury and possibly other injuries. Im told he was unconscious and not breathing here at the scene but was taken to General Hospital where im told now he has critical injuries but is still alive. But he is critically injured. Were told he has lifethreatening injuries. So right now the San Francisco Police Department is here investigating what exactly happened. Its not exactly clear what happened. All were being told is that a muni bus drove through the scene here as firefighters were busy fighting this fire, and when that bus drove through, a hose moved quickly and injured that firefighter. The district says its possible because Santa Clara County is now in the orange tier for risk. We are told what has to happen to make this happen long term. Reporter its been a quiet campus here for a long time, and district people we talked to says limited reopening is a logical next step. They also understand how quickly they might have to step back. Many instructors in the San Jose Unified School district have been teaching from empty classrooms with its 28,000 students following online from home. Today the district announced it will offer inperson instruction as an option starting january 5th next year. Most families we talked to expressed excitement at the chance but acknowledged some concerns. My biggest scary feeling is how are they going to make sure that the kids are practicing not only distance, but also when its time to wipe the desks down or go to the locker or to the restroom or things like that. Reporter the district says it is developing training for students and staff and updating its already rigorous safety measures. I mean, i worry with the cold weather coming up and flu season and everything else, but if were able to maintain this and stay in orange or yellow, its very logical to say to our families, if you want inperson, we should be able to provide it for you. Raj, because of the pandemic, states have adopted different ways to make sure people feel safe voting. For example, here in california, officials sent every registered voter in california a mailin ballot whether they requested one or not. In Harris County, texas, which includes the city of houston, Election Officials came up with drivethru voting. About 127,000 people have voted that way. A group of republicans filed a lawsuit saying its unconstitutional to vote like that, and those ballots in a very heavily democratic area should be thrown out. But both the conservative Texas Supreme Court and a federal judge said those votes will be counted. The u. S. Supreme court has also seen similar cases in recent weeks, and it appears the courts are consistently giving deference to the state. One principle thats come into play in a lot of these cases is this idea that has been around for a couple decades now that the courts should stay out of reshaping elections as the time for the election gets closer and closer. So that may be part of the reason why the texas court today, even though it decided other grounds, decided not to cast out the ballots from drivethru voting, because it would have required Harris County to call up 120,000 people and try to get them back to the polls tomorrow. Its not that surprising, because in general this election is hotly contested, and the Trump Administration has made clear that theyre planning to bring lots and lots of lawsuits. The city is making sure each of its 588 polling places is stocked up with everything people need so they can vote safely tomorrow. A few changes as we head into the morning hours, but all in all, i think we have a nice fall day coming in for election day. Lets get you outside of my satellite and radar picture, and youll be able to see across the west were beginning to see the pattern starting to shift. Its beginning to change in the opposite direction of where weve been with those really hot, early fall temperatures. Youll see there is quite a bit of cloud cover out here in the pacific, and were going to start to see some of that cloud cover beginning to move our way tomorrow. Now, theres no rainfall in the forecast for tomorrow or really for the next few days, but eventually were going to get some of those changes in here. Lets focus right in on those clouds as you move through the morning hours, and i really wanted to show you this, because those cloud covers will be a lot more widespread than weve seen lately. Are pollsters underestimating the outcome of this election . They finetuned their polls, they feel pretty good about their polls, but nothing can account for lastminute changes. We havent seen any to speak of, but there may be some. When you ask about President Trumps supporters, no doubt they are the most involved, enthusiastic supporters of all. And they will be out there. The question is will their enthusiasm be matched or more so by the votes of the Biden Campaign . And right now it looks like it could be, but well just have to find out. As a professor, as an author, as someone who has watched so many elections, what are you going to be watching tomorrow night specifically . What are you going to be watching for . We want to see turnout. We already had nearly 100 million voters come out. We expected originally around 140, 145 million. Now were looking at 155, maybe 160 million. It will be records turnout, i think, over the last election. We want to watch voter suppression. Yes, that still occurs, and mostly it occurs because voting booths, people manning them, ask for certain types of identification that people sometimes dont have, or there arent enough booths for the voters that are there. We want to watch voter suppression. We want to watch for the weather and we want to watch to what extent covid actually keeps people from coming out. So there are a lot of things. A lot of balls in the air as tomorrow begins to unfold in just a few hours. For those of us who arent experts in all of this, if were just tuning in tomorrow night, what are a couple states people should look for that might indicate who the next president might be . Well, florida, florida, florida. If you remember tim russert, he said that before and its still true today. One part shuts down at 6 00, the other part of the state will shut down at 7 00, so any time after that, well watch for the votes there. North carolina is another one. That will be a harbinger much like florida, maybe more so. As to how other states go, particularly for biden, hes hoping to get georgia as well as north carolina. If the president wins florida and the president wins north carolina, you can look for a long night. But if somehow biden manages to win both of those states, it may be a very short night. Will we know tomorrow night, based on what you just said, who the president will be . It just depends on how the states behave, you know. We cant say right now. Fitts if its a runaway, the only way its going to be a runaway is if its for biden. President trump needs all the breaks he had in 2016, and thats hard to imagine, but it could happen. It happened once, it could happen twice. Otherwise it will be biden picking up ohio, biden picking up iowa, biden picking up georgia. If that happens, well know sooner. Here locally in california, we could talk about this for two hours, but for time purposes here, we have 12 statewide ballot issues here. Which one stands out to you . 15, of course, is the first major attempt in a long time to redo proposition 15, new ways of setting up property taxes. Thats a big one. 16, i think, is one a lot of people are surprised about. Thats the one to get rid of a ban on affirmative action passed in 1996. People thought it was a nobrainer and it may not pass given what we see in the polling statistics. 21 is another one. That deals with rent control. It was on the ballot a couple years ago. It failed, and it may fail again. 45 of the states dwellers are renters, and 22 is interesting because it deals with the rideshare drivers and whether they will carve out part of a new law to make sure that they are not covered like minimum wage, benefits and whatnot. For the rideshare proposition 22, the Rideshare Companies and their friends put more than 200 million into that. Overall, raj, those 12 ballot propositions have drawn more than threequarters of a billion dollars. Let me tell you, thats big money even for california.
