We want to start off with some breaking news. Were going to take you to southern california, where the coast guard is responding to a possible oil spill off the coast of huntington beach. This is a live look from the helicopter overhead. You can see the sheen there on the water. Were told it extends for miles. The coast guard says it is evaluating areas further off the coastline. So far the cause of this oil spill is unclear. Breaking news here in the bay area, take a look at this. A water main break in San Francisco. Now, this is happening right now near stern grove and street. You can see a lot of water coming out of the ground. San francisco crews are telling people to stay away, as they assess risks to both structures as well as residents there. Well continue to follow this breaking news and bring updates. New at 11 00, a car crashed into a gas station in alameda at aisle 1 near blanding avenue. There is a lot of damage to the store front. But its not clear how that crash happened. We have reached out to Alameda Police to get more information. When they give it to us, well let you know. Federal investigators are trying to find out what led to a wheel on a united plane flying off during takeoff. You have to look at your screen here at the surprising video. The landing gear was retracting when the wheel came off and fell to the ground. No one was hurt, but the planes wheel did cause a lot of damage to two cars and fencing. The plane was originally heading to japan but was diverted to l. A. X. , when it landed safely. The passengers were put on a different flight to japan last night. United says it is working with customers as well as the owners of those damaged cars. This has been a big talker today. The San Francisco Public Utilities commission, the latest organization to condemn yet another rate hike for all pg e customers. Green light to raise rates an average of 5 a month starting next month. Those same regulators just granted a 13 increase in january, raising the average bill then by 34. And theres another rate increase in the works, amounting to an average of 10 a month. Thats to pay for last years storm damage, pg e says. Consumer advocates are among those criticizing this hike. Why should pg e get another rate increase when they reported profits of over 2 billion for last year . We did request comment from pg e. We got a written statement that reads in part, delaying the recovery of costs could negatively impact our ability to secure competitive finance rates and increase the costs for capital investments. Authorities are looking for a gunman who fired shots on a bay area freeway. It happened yesterday around 1 40 in the morning on westbound interstate 980 at the 11th street exit. It started when the suspect rear ended the driver first and then stopped alongside them. Thats when the suspect fired four rounds at the car and then fled. The victim was not injured. But if you have information about this shooting, youre asked to call the chp. President biden and First Lady Jill Biden are now on the campaign trail today, fresh off that state of the union speech last night. And it was a speech our scott mcgrew says was more political and even more contentious than he expected. Ive heard all kinds of adjectives about the speech. Fiery is the one i think were seeing most often, and that makes sense. President biden knew he had to come across as vibrant and in command. But i was surprised by how often bidens speech either directly or indirectly referred to the upcoming president ial race. All states of the union are in some way or another campaign speeches. The president gets to praise his own accomplishments, after all. But rarely, if ever, do president s refer to their opponents in upcoming elections, which biden did many times, though never by name, always as my opponent. And the president was very direct in addressing the justices of the Supreme Court, who had their traditional seat front and center, directly in front of the president. Many of you in this chamber and my predecessor are promising to pass a national ban on reproductive freedom. My god, what freedom else would you take away . Look, its a decision to overturn roe v. Wade, the Supreme Court majority wrote the following and with all due respect, justices, women are not without electoral power. Excuse me, electoral or political power. Youre about to realize just how much about that. [ cheers and applause ] clearly [ cheers and applause ] clearly, those bragging about overturning roe v. Wade have no clue about the power of women. But they found out when reproductive freedom was on the ballot. We won in 2022 and 2020, and well win again in 2024. Members of the Supreme Court tried to remain apolitical, which is why even those justices who support abortion rights are sitting stone faced and why president s rarely address them from the podium. What has become more common is heckling of the president during whats supposed to be a formal and dignified american ceremony. It started in 2009, when congressman joe wilson shouted, you lie, to president obama. Even his own party was mortified. And wilson apologized. Georgias Marjorie Taylor greene has been a regular heckler. She did so again last night, demanding the president say the name of the laken riley, who prosecutors say was murdered by an immigrant here illegally. She passed out pins, and the president has one of those pins, held it up, and said rileys name, and pushed for new, stronger laws to control the border. Thats a law green opposes. Democrats have tarnished the solemnity of the state of the union, most notably nancy pelosi tearing up the president s speech in 2020. Each speech since 1966 also includes a response from the opposing party. Heres a clip from this years from republican katie britt. What we saw was the performance of a permanent politician, who has actually been in office for longer than ive been alive. One thing was quite clear, though, President Biden just doesnt get it. Hes out of touch. Under his administration, families are worse off. Our communities are less safe, and our country is less secure. They say customers in the surrounding area might experience low or no water pressure and that repairs may take several hours due to the size of that pipe. That is quite the geyser. San francisco will be welcoming yet another major sporting event a year from now. And as we reported earlier this week, the labor cup is coming to this city. Ginger, you chatted with the tennis great, Roger Federer, whos staying in the city for the first time. Thats right. We wanted to welcome him to the city by the bay. Tennis great Roger Federer couldnt be more excited to be in San Francisco and make this big announcement, put a face to this big announcement. Hes a basketball fan, which is why sports fans and Golden State Warriors fans, to be specific, he says have put San Francisco on the map as a destination for sports. Now, hes hoping to reignite this love and this passion for tennis that he says is here in the bay area, here in the city of San Francisco, because it has been over a decade since the best coast lost the Pacific Coast championships, which was its annual atp tournament. Federer says its time to usher in a new generation of players and fans for the sport. I think theres a lot of tennis fans in this area. I think San Francisco, with what the Golden State Warriors did, is a big sports town, i believe, you know . And weve had great tournaments in san jose down the street for a very long time. Now, federer is retired. He says he is enjoying his retirement and watching tennis as a fan. We did chat about the popularity of pickleball. Hes interested in it. He says he will play. Bob ri dell just found the smoothest stretch of roadway in all of the bay area. Reporter youre looking at 23 years of wear and tear. This is some of the old asphalt that used to be the bedrock, the foundation for the racetrack here at the sonoma raceway. Awas come out and look, after two months of work, theyve got a brandnew pavement that you at home can come test out this upcoming monday. Well have more on that in a minute. First of all, were going to see what kind of difference this new asphalt has made for professional race car drivers like jeff. Good morning to you, jeff. Let me buckle up before we hit speeds of what are we going to hit . Around 100 miles an hour. I like it. So, you got new asphalt. You ready . Im ready. First talk about what were the benefits of the old asphalt. You had it over 2001. The old asphalt did a great job for us, over 20 years of use over that period. There was definitely some wear and tear that we could kind of use to our benefit, from a coaching standpoint, having some cracks and asphalt replacement patches allowed us to use those for point of reference for braking zones, where we want to position the car. Having this new blanket of fresh asphalt i can already tell is a much smoother driving experience. Woah. Definitely the asphalt definitely brakes well. The car brakes well on this asphalt. What are the First Impressions being on the track . Definitely a lot smoother. When you talk about how teams and drivers want to set the ride up. You want the carlo to the ground. And when the racetrack is bumpy, that forces you to run the heights a little bit higher. With this smooth asphalt, the cars are going to be able to extract a little bit more performance out of it. What about grip and speed . Are these things you can already tell a difference . Absolutely. You know, until you get in a proper race car on a proper racing slick tire and some kind of backtoback comparison, its kind of hard to tell. But initial impression, step in the right direction for sure. The racetrack has good grip. Its going to be a great starting point. And theres going to be an evolution that this racetrack goes through over the course of the next few months, as cars get on it and start to wear it in. People can get on it. You can bring your car out here this monday for charity. Its the sonoma charity Speedway Sonoma Childrens Charity speedway benefit. This is the charitable arm of the smoe ma raceway. You can go to sonomaraceway. Com to book a time and take your car out here, take it for a spin on the 2 1 2 mile track, brandnew asphalt. Unfortunately, this is nothing like our commute home. In terms of smoothness. Theres been no potholes and were Just Cruising here. Thats right. And the speeds are a little different than your commute home too hopefully. Were going to see temperatures in the mid to upper 50s as we go into the next hour or so. And were headed for the mid 60s for later today. So, its going to be a really nice one, a welldeserved break. But we are also going to see temperatures coming down a few degrees by tomorrow, as we get more clouds in. Were only up to about 60 in napa as well as San Francisco and some mid 60s for the south bay. Also still pretty cool on sunday. So, this is the change that were going to see, the clouds and all of the rain thats been moving into the pacific northwest.
