The white house is trying to contain political fallout on two fronts impeachment and syria after a pair of announcements drew major, major backlash. Acting white house chief of staff Mick Mulvaney now denies that he confirmed an apparent quid pro quo over u. S. Aid to ukraine. There is also heavy criticism of Vice President mike pences deal to stop turkeys attack on Kurdish Forces in northern syria. New video shows evidence of gunfire and shelling in one syrian city along the Turkish Border just hours after the ceasefire agreement was announced. The kurds blame turkey for the violation. Charlie dagata is in the region and filed this report. Reporter good morning. Welcome, a shaky ceasefire and a shaky deal. Not everybody here is happy about it. As for the role of the u. S. Military, theres some serious questions about exactly how the terms of that ceasefire will be implemented. The newest evidence in the impeachment inquiry comes straight from the president s own acting chief of staff, thats Mick Mulvaney, who tried walking back comments yesterday that the president withheld nearly 4 hm in military 400 million in military aid to ukraine while demanding that ukraine investigate democrats. Reporter democrats see it as an admission of wrongdoing while republicans see them as a headache at best. Even the president s own lawyers were told were blind sided by what he said. Mulvaney is now insisting that this is all the medias fault and that his words were misconstrued. Things have just gone from very, very bad to much, much worse. Reporter after rejecting the notion of a quid pro quo for weeks, the white house appeared to suddenly switch gears. I have news for everybody get over it. Reporter acting chief of staff Mick Mulvaney said the president did withhold millions in military aid to extract a promise from the ukrainians. This is a corrupt place. Every single witness, every single fact has not supported any aid pause or holdup in foreign aid being attached to any conditions. Reporter mulvaney also suggested the president wanted ukraine to cooperate with a u. S. Investigation, but a Senior Justice Department official pushed back in a statement saying, if the white house was withholding aid in regards to any investigation at the doj, that is news to us. By nightfall, mulvaney was walking back his comments, saying in a statement, there was absolutely no quid pro quo. And that the president never told him to withhold any money over a server. Impeachment investigators were already focused on his earlier admission. Mick mulvaney basically confirmed to us the heart of the matter here which is the Trump Administration held up by the president s order vitally needed Security Assistance to ukraine for political help from the ukrainian government. Reporter mulvaney did insist the aid was not conditioned on an investigation into the president s potential campaign rival. The money held up had absolutely nothing to do with biden. More fallout from this whole controversy this morning, weve now learned that Energy Secretary rick perry who is under scrutiny for his actions in ukraine has now told the president he will resign from his post. Mick mulvaney held that briefing yesterday to make an unprecedentd announcement and triggered even more controversy. He said the g7 summit, an important gathering of world leaders, will be held next june at the president s florida resort prompting new criticism that the president is using his office to enrich himself. [ gunfire ] Security Forces traded gunfire with heavily armed members of the Sinaloa Drug Cartel yesterday before taking Ovidio Guzman lopez into custody. That is the son of the notorious drug kingpin Joaquin El Chapo guzman. Under heavy fire, Mexican Forces let the younger guzman go. They say they had to to protect lives. Errol barnnet here. This unfolded raply rapidly and violently. Reporter this demonstrates how powerful the Sinaloa Cartel still is despite its kingpin being behind bars. Offices in mexico on patrol when all of a sudden they were fired upon. And it would ignite a deadly longrunning gun battle that police find themselves outnumbered and bloodshed in the streets. It was a battle zone thursday in the city of culiacan, mexico. Xi. The historic homeland to the violent Sinaloa Drug Cartel. Police confirmed they were once they fought back and entered the house, they captured and arrested Ovidio Guzman lopez, a key figure in the cartel after his father, Joaquin El Chapo guzman, began a life sentence in the u. S. Back this july. Washington post Mexican Bureau chief once word gets out that el chapos son has been detained by the mexican Security Forces, like all hell breaks loose. Reporter police appear to be outgunned by drug cartel forces. Civilians ran for safety. Cartel members setting cars on fire to block roads, preventing Security Forces from maneuvering as men with heavy machine guns opened fire. I dont think weve seen anything like this on there scale in mexico maybe ever. Mexicos own Security Forces dont have the ability to defeat a cartel with, you know, all the gun power that the mexican military has, the mexican police. Reporter to stem the violence, Mexican Security officials were forced to release guzman. His father eluded capture for years twice escaping from mexican prisons in mexico before being brought to justice and imprisoned in the United States. Now his son is free after being captured, as well. Its just such a remarkable embarrassment for the mexican government. El chapo has escaped from prison would probably go at the top of the list. This is obviously just after that. Reporter look, mexican authorities arent the only ones who have been trying to apprehend Ovidio Guzman lopez. He and his brother joaquin were indicted on charges of Drug Trafficking here in the u. S. Two years ago, and it demonstrates just how elusive the entire family and this cartel is even for mexicans how powerful dad still is in jail. You set it up by saying they let him go to protect lives yeah, their own. They were totally outgunned there. Part of the reason el chapo was able to escape so many times was corruption. The cartel being so wealthy they can pay off people inside government. On the inside. All the more impressive he was brought to justice in america and is in jail here now. Thank you so much. Four million americans are in the path of a powerful weather system churning in the gulf of mexico. Tropical storm watches and warnings are in effect for parts of the gulf coast. Chief weathercaster lonnie quinn of wcbstv is here. Wheres the storm going to hit . It looks like the big bend area of florida. Lets talk about the storm. Take a look at the picture, and its already pushed east of new orleans. I would say new orleans, youre out of that area of concern. The winds are blowing at 40 miles per hour. This is possibly Tropical Storm nester. We cannot find the organization for it to be called the Tropical Storm, but it could be so in the next 24 hours. Moving to the northeast at 14 miles per hour. Its going to bring winds maybe 40, 50 mileperhour on shore. Rain, as well. But come this way. I want to talk about the rain. There are portions of our country that need rain more than anything else, and it happens to be right where the storm is headed. Take a look, okay, at the deficits you have right now in a place like dothan, alabama. Dothan needs 17 inches of rain. The rain bucket is bone dry. Tallahassee needs 17 inches. Orange burg, 20 inches below where they should be since january 1. If you look at the track, remember those towns, watch this it is going to move almost right on top of the towns that need the water the most. And the amount of rain that were talking about here, the rain totals are coming in from about two to five inches, that big bend area could see two to foo five feet. A commercial plane carrying dozens of passengers skidded off the runway after crash landing in alaska. Louisiana could become the first state in the country without access to abortion as soon as next year. The Supreme Court will consider a challenge to louisianas socalled unsafe abortion protection act. The decision could end Abortion Services at louisianas last remaining clinics. Cbs News Reporters kate smith has been covering the abortion fight in louisiana and joins us at the table. Welcome back. So if abortion is federally protectsed, how is this possible . So, roe v. Wade legalizes abortion, but it leaves a lot of room for states to regulate the procedure. And how far a state can go is exactly what the Supreme Court will be considering next year. In louisiana, the law would require doctors to get permission from hospitals to admit their patients in case of an emergency in orders to perform abortions. Local clinics, they told us that most hospitals dont grant abortion doctors that permission. In fact, only two doctors in the entire state have ever been succ
