President trump is spending the night at the white house after three nights at Walter Reed Medical Center for coronavirus treatment. Within minutes of his arrival, at the executive mansion, the president removed his mask and posed on the balcony for cameras. The president s medical team says his condition is improving, but hes not in the clear just yet. Cbs correspondent skyler henry has the latest developments from washington. Things are going to improve by a category across the board on tuesday. Good air quality around central bay and into the Santa Clara Valley. Moderate category for the tri valley and unhealthy for at least sensitive groups for much of the north bay and Solano County and the worst air quality will be immediately downwind of the glass fire itself. Then we have rain chances in the forecast late this week and even into the first half of the weekend. Well talk about that coming up in just a few minutes. Thank you. Reporter Governor Newsom raised the issue of a second wave of covid19 cases today citing new york city where theyve had to shutdown businesses and schools in nine of the citys zip codes. So far californias numbers are relatively stable but the governor says hes worried that could change in the next couple of weeks. Thats why we have to be very vigilant, and we have to be sober about what is going on. This pandemic is like a bowling ball on marbles. Its ever shifting. Reporter supervisor david canepa says hes concerned the president s determination to minimize the virus will make it harder to keep the numbers flat. I think it does hurt us. It appeals to people who already have this notion that masks dont save lives and masks dont help. People need to wear their masks. When the influenza pandemic hit in 1918, you werent around. I wasnt around. Thats hard to believe. San francisco did well on the first wave, but then the second wave was really devastating. Reporter they took that first wave very seriously. It was still brutal but for some reason, when the second wave came along, Health Officials said they didnt want to panic the public. Sound familiar . And they got slammed. We can learn some lessons from that history and, by the way, we have a vaccine for the flu. Officials are saying youve got to take that if you can so that we can avoid what they are calling a twindemic. You can avoid the flu, and if those covid cases rise, we wont be flooding the hospitals. Including outside San Francisco city hall. Voting machines are spaced out under a tent to help with physical distancing. People can also drop off their ballots and register to vote. One measure you will see on the ballot, prop 22. It will help decide whether or not rideshare and delivery drivers should be considered contractors or employees. Uber and lyft want you to vote yes. As kpix 5s andria borba shows us, some new ads are raising some questions. Reporter the motto of Silicon Valley has been to move fast and break things. It now appears some companies are taking that same approach to proposition 22 advertising as well. If you thought you could escape the constant onslaught of political ads in your uber or lyft, think again. When you hail a car, this advertisement pops up. We wanted to know if this is legal. An election professor at uc berkeley says this is a case of California Law and not catching up to technology. California legislature and Political Practices Commission have not anticipated this particular issue. Reporter its not just customers getting ads. Drivers are getting them too and there, and says drivers would get guaranteed earnings and a Health Care Stipend if prop 22 passes but there are only two options. Clicking yes, or clicking okay to keep driving. There is not an option for drivers to click no. Hector castellanos drives for uber and lyft. He says the ad appeared a few weeks ago. In order to keep working, you have to click yes. Reporter uber, lyft and doordash, who have spent 180 million on the yes on 22 campaign are treating these ads as nonmonetary contributions and filings with the secretary of states office. There is no state limit on contributions to propositions. In a statement, yes on 22 said, these are enormous stakes and brokers should make informed decisions as important, drivers strongly support by a six to one margin and do not want to be employees. It is unknown whether the data for that six to one number comes from the ad drivers are forced to click on to continue driving. Theres no further requirement that limits this sort of selfdealing. Reporter addressed to an employer listed at the couples address who tried to verify her dead husbands employment. I started getting really worried. Reporter many of the documents had her husbands Social Security number in plain sight. These claims were just submitted last month. And they are that anxious to start paying a dead person . When living people with real needs are not getting their claims addressed . We have seen a 3500 increase in the number of cases of this type. Reporter Eva Velasquez is with the Identity Theft resource center, a support group for victims of i. D. Theft. The saddest and most tragic experience that we are hearing about is the people who have a legitimate need. Because it is taking so long for people to get their applications through and processed. When its denied, because they are a victim of a crime, they have to go through the process of unwinding that. Reporter federal and state governments are losing billions in fraud because in an effort to make it easier for desperate people to apply, states including california did not use timetested security measures. The law of unintended consequences took shape here. Reporter this is the chief identity officer at email security firm. The actual Identity Verification process was minimal. It was create an account, use whatever email address you want, they werent even verifying whether the same e mail address or versions of that email address were being used for multiple accounts. Reporter criminals of all shapes and sizes jumped on the money wagon. But most of the fraud is orchestrated by organized cybercrime groups. Identified at least one highly organized group that has exploited the pandemic and Funds Available through the c. A. R. E. S. Act and through statelevel edd programs. Better air quality, cooler temperatures, and maybe a chance of rain. Last one is a thing we are not as certain about, but its something that gives us some hope. Tonight, just fog around the coast and near the bay, thats not going to spread too far inland through the day on tuesday. Another spare the air alert on tuesday, for the north bay. We showed you that, one more day of warm temperatures and temperatures start dropping on wednesday, and not only cooler, but rain chances at least returned to the forecast. We will have the actual rain returning to the forecast, compare our forecast models, that far down the line, and theres only two of them that are reliable to any extent at all. The american forecast model and european model, we will put them sidebyside and start thursday, wind the clock forward and european model has been consistently pointing at a good chance of rain heading our way in the sunrise hours of friday morning. American model is still just bone dry, and this is the latest one of this. It had some rain, and now its really backed off. We head through the rest of the day and the first round of rain moves off to the east but then another round on the european forecast model heads in by saturday. The american model pushes that up to the north and keeps us dry once again so it looks like an all or nothing scenario. We look at dozens of versions of these, and we call them ensembles because it lets us zero in on the likely scenario and a lot of those behind the scenes numbers point at a decent chance of rain. 50 on friday with a slightly lower chance on saturday. The first chance since those get us excited about the potential for rain, and we have to tamp down our enthusiasm, and well keep you updated. Temperatures are in the 50s and 60s, cooling off nicely, 54 in the city, 52 in santa rosa, 40s early tomorrow morning, everybody else starts off in the 50s with another day of warm temperatures including benicia for gracie and bernie. So enthusiastic about a walk tomorrow. Upper 70s by 1 00, low 80s and the air quality is going to be a bit of an issue downwind of the glass fire, but at least not producing as much smoke as it was last week, we would like to see those rain chances tamp down the fire conditions entirely. Temperatures around the bay are going to top out in the 70s, 60s near the coast with a. B. S further inland, still low and mid90s along and east of the trivalley, temperatures are going to back off on wednesday, and back off even more by thursday, friday. The cooler weather is going to happen while the rain chances happen. There is a chance, and thats the first time weve been able to say that in the past couple months. Well keep you updated.
