And breezy though so do put the jackets on and keep them on well into the afternoon as you plan out your friday and your saturday, 50s and 60s for your current temperatures now after yesterdays heat today, definitely no shortage of differences from 90s for a peek inland temperatures yesterday to our warmest temperatures today only in the 70s as much as 20 degrees cooler for many of us, im talking more about what to expect for the weekend still to come daria. Thanks a lot john its 8 oh one of the east bay there are renewed calls for the city of oakland to defund the Police Department in response to protest over George Floyds death mayor libby shaft held a town hall last night to talk about some of those reforms kron fours reyna harvey standing by in oakland with more on what we heard reyna. Good morning. James and darya well you know the mayor usually take that town hall time to talk about the pandemic but last night she switched years and she focused on. Police reform also Structural Racism will he might remember this comes after protests, we saw thousands of people taking to the streets here in oakland and they also wednesday night made theirway to her neighborhood they were demanding that she be fun. The oakland Police Department now mayor schaaf said she does not believe we have to defund in order to invest in oakland she gave a budget breakdown on how much is actually invested in the oakland Police Department schaaf said opd makes up about 20 of the citys budget historically she said its been around that same percentage. She also set the current proposed budget for the city. Cuts roughly 5 million out of opies budget that proposed budget also adds 22 million to services, including Affordable HousingHomelessness Services along with job training and also addresses Illegal Dumping in east and west oakland. Now several other see leaves or leaders lent their voices during that town hall including representatives from the Police Department and some other agencies they talked about non Law Enforcement interventions and some of the work thats being done here at home. Air shaft talked more indepth about this moment. And we have a low meant. Where we. Can continue to see this to bite. Or choose a 3rd story. The place that we can move to together. Where people have such a sense of safety. Government intervention that arms response is no longer necessary. Now mayor chef also encourage people to tune in to the Police Commission meetings those taking place on the second and 4th thursday. Now again that town hall last night there were a number of other issues that they addressed it went over an hour inland. So if you want to see any of that or you missed it, its still up on the mayors Facebook Page right now, but for now reporting near oakland raider harvey kron 4 news. Thanks for in effect right now lets get more details on oaklands plans joined by skype we have mayor libby shaft good morning. Good morning. So what is the number one thing that you want to get done immediately. Listen ive got 4 things i want to get done immediately and that starts with reform every place police and when i say to replace i mean to start transition. Things that dont require a gun and a badge to communitybased response and oakland is made for this mall. We have already spent the last year designing with community input, something called a macro which is a mobile Response Unit from the community to respond to mental crisis crises that dont require a gun and a bash. We also lifted up last night in the town hall, the work of our department of violence prevention. This is the work that people are demanding a more holistic compassionate response to crises and conflict. But theyre part of the work, im also excited about is the restore and repair part of the work and that is really taking on the issues of Structural Racism restoring the wealth that has been take it from black and brown and indigenous communities through exclusionary land use policies through the foreclosure crisis that well must be restored and we must repair the institutionalized racism that is embedded in our major institutions in our government itself. That is the work that is being led by what we believe is the countrys only department of race and equity right here in oakland, whats whats a way you would do that how would you restore that wealth has been taken away in practical terms. Well were going to have some exciting announcements in the days ahead. But it starts with its top being uncomfortable to talk about race. We need to have targeted programs that invest in black owned businesses we need to recognize that lending are designed to exclude black owned businesses and we must change that or create alternatives and as far as Structural Racism. It is time that we really examine our zoning policies and oakland has already done a for example race Equity Analysis to decide were going to be replacing our roads and lord knows oakland has a lot of roads that need to be replaced. Our race Equity Analysis was what led us to abolish library flights. There are many many ways that we can look at the disproportionate impact of Structural Racism on particularly the black community and change those structures change those policies and reduce those disparities we cannot do that unless we talk about race. It seems as though demonstrators are calling to defund the police and yourself youre basically talking about the same thing just using different language because people are calling to define the police are calling for police stations to be shut down and police to be fired there calling for what youre talking about the analysis of how much money is going to a citys budget for police force and maybe redirecting some of that to other programs and other projects that can help lift communities out of this spiral of systemic racism and crime and get people on their feet so the crime goes down in general. Well lets be clear there is a group of people that absolutely want to abolish the police now. So defund the police means Different Things to different people that its far yes showing where our priorities the budget that is in front of the city council which i proposed a few weeks ago, actually does cut 5 million from the oakland Police Department and it at 22 million to Homeless ServicesAffordable Housing job training addressing Illegal Dumping in east and west oakland and improving appearance and cleanliness of our parks that is i believe reflective of what people are demanding right now and that is all in an atmosphere where i just had to cut a million out of our budget because of the Economic Impact of covid19. People all have also been demanding safety for their kids. So at the same time that youre talking about changing the Police System the way you respond to things how will you handle security with schools. Well, i know that that is a decision that is coming to our school board and i trust those leaders to do what is right for our children. And that includes my children who attend public you know, i grew up in oakland when i went to Skyline High School we did not have School Police we had security guards and we also enjoyed the beginnings of a movement of here lead conflict resolution, im a huge fan of restorative justice. And so this evolution towards more holistic safety creating the conditions where we dont have conflict to begin with that is our work and certainly oakland is ready to be a partner to the School District in a way that is protective of our children and also honors their voices, one of the big challenges that city leaders face when theyre trying to. Reinvent a police force in committee policing as they get pushed back from the Police Officers association when you have nearly the chef across the bay talking about wanting to demilitarize the police force monday night one degree im sorry they push back the Officers Association because they think that takes away things to protect them when theyre out there doing their job how do you work with the Police Officers themselves and their association to get some of these things done. You know each association is i want to recognize that the Oakland PoliceOfficers Association of the media lee condemned the death of george floyd and the tactics that they they immediately condemned the misconduct scandal that we had in oakland a few years ago. They have absolutely supported banning the chokehold fully implementing the 8 cant wait so different organizations are different in different parts of the country. The over all influence blockage that Police Unions cause is absolutely real and that really require statewide for. We need more statewide standards i was surprised to find out that the state chp have not yet fully implemented bodyworn cameras talk about wanting to get to the truth and being able to hold Police Officers accountable for their actions that is in a critical first step every department should be required to use bodyworn cameras and i encourage every city to also have a citizen Police Commission. Oakland has the strongest most independent commission in the country and they are critical partners right now in this moment. Okay thank you so much mayor chef those plans sound good and they do sound concrete already and this is just the beginning to appreciate this. Thank you. Discover whats possible for summer. At lowes. Thanks for staying with us on this friday, 8. 14 right now and looking outside theres a mix of cloud cover and sunshine right now over to brian actually brightened up a lot. Towards the coast over these past few minutes. You do have fog hanging out just to the west of the Golden Gate Bridge though, and some coastal drizzle at times right along our coastal areas most notably up in northern Sonoma County at this moment. We are seeing some clearing at times but dont expect it to remain that way today were going to see passing clouds through the day this low pressure area helping to drag in some cooler air and in the process of harry strong coastal breeze, so thats going to make the cool temferatures feel that much more brisk if youre planning anything outside today. Jackets are going to be coming in handy even into the afternoon. Now heres a look at future cast a couple spots out there where you may see a popup shower mostly up in the lake and mendocino counties bay area remains pretty dry. You will see some showers in the form of rain evening, thunderstorms and even some snow in the Sierra Nevada tonight if youre heading up that direction. Tomorrow a bit of sunshine at times but also some cloud cover other times also tomorrow your coolest and windy a stay of the forecast. Then come sunday, we warm back up, but you could see a couple of sprinkles mixed in there and definitely holding on to that same cloud cover that will see today and tomorrow into the close of the weekend. Today we are just going to be colder also going to be windy look at how winds pick up this afternoon. Peak gust at times up to 45 Miles Per Hour regularly gusting up to 20 to 30 Miles Per Hour, especially up into the north bay. So if youre traveling up in hilly areas, especially mountain passes. Do watch out for the stronger winds and its just going to make things feel a little bit cooler were already going to be chilly by the coast. You add in those winds and you definitely need that jacket today and tomorrow, 50s and 60s for your highs in San Francisco as well as along highway one at the coast today while elsewhere in the bay, your daytime highs will be in the 60s and 70s. Now this is still comfortable for most of us, but again youve got to factor in the winds when looking at these temperatures. Its going to make it feel a bit cooler than it looks on the map. Low 70s for inland east bay areas like the tri valley as for areas like conquered which were in the low 90s yesterday today only mid 70s, a big drop in temperatures. Same for you up in the north bay and out towards the coast in Sonoma County where temperatures are also cooling down. Tomorrow will be our coolest day of the forecast sunday, your warmest of the weekend as we do achieve the 80s again inland as for next week, its back to the heat we go so if youre a heat lover, we do have that in the forecast, but if you need a break from it will enjoy today and tomorrow as much as possible. You know theres been stuff in the media that because we were concerned about him taking a knee or whatever that never even came up in our conversations that was never even an issue for us that wasnt true and so up but in that regard to that when it was just things didnt work out and we moved on it was at the time i dont know what i cae more Arrests Health was all about that thats what would have been one of the issues i was you know i always feel like like apples to kind of get it was the starting quarterback like us and were back then that and we had that opportunity would have been a great many of us to be a great fit with us you know that that situation never we never got that. Well while the rest of are not part of that the league is sensitive to. And to giving us the space that were going to need. Kerr is confident that one way or another his team will be ready to go when they finally are able to get back in action.
