As will playgrounds all due to covid19. The San Francisco unified school board met tuesday to discuss what schools will look like a combination of print base learning kits and actual online instruction. But with the virtual doors opening up in less than 3 weeks parents remain in the dark about numerous things for working if youre looking 2 and a half weeks out if i have to request a schedule change from my employer. If you or me and privilege enough to work from home and make your own schedule you still have to plan around whatever yours your childs schedule is and so today we just know that School Starts in 2 and a half weeks we dont know what time it starts. We dont know how much time theyre going to have to be in front of a screen. We dont know when assignments are ready the School District says theyre still working out details with the Teachers Union and hope to share specific soon in the meantime the district is also looking ahead to when students will be able to return to the classroom. Even then things will be different of the districts 54,000 students only 15,000 will be able to attend safely each day priority will likely be given to the youngest students prek through second and those with disabilities. Still parents hope there is a way everyone can get some time in the classroom. Perhaps theres an opportunity for all students to return even just a little bit. Im under the hybrid model so that not nobodys really in Distance Learning completely as and when schools can open. And the social distancing and health and safety the number one priority when students do go back to the classroom. How do you group them because you cant take them all at once you have some go in the morning and some of the afternoon you alternate days or do have some go for a week or a month and then you have others go for a week or a month. Again that 2 still has to be decided. Dan kerman kron 4 news. How that plays out meanwhile, california is changing the way its collecting covid19 data the states focusing more on how the there a viral. The virus affects race and ethnicity and orientation and gender to in fact 4 months lgbtq groups have urged the state to provide data on how exactly the coronavirus is affecting their community. Growing concerns also over the virus is impact on minorities in fact so far the Latin Community accounts for more than half of californias coronavirus cases and nearly half of all state deaths. Proving arcadia its like getting a new pair of glasses that helps us see more clearly. Using binoculars help us see a little further out we expect over the course of the next month. We will see improvements in the use of these fields and our ability to report out to you. As california improves the data it collects from tests Officials Say theyre also working to get more people tested across the state. Heres a closer look at the numbers and where they stand today across the state we have more than 470,000 infections with more than 8700 deaths and across the bay area were seeing more than 48,000 cases with deaths now up at 758. In the east bay people in Contra Costa County can now get a hit with a stiff fine if theyre caught not wearing a mask kron 4 Sarah Stinson is live with the details sarah. Daria people ignore the local health order here in Contra Costa County they could see a find that includes you ignore not wearing a mask and you get caught you could be fined anywhere from 100 up to a 1000 depending on if its an individual or a business and depends on how severe you ignoring that local order. Fines again will range on tuesday afternoon. The Contra Costa County supervisors voted unanimously on fines for businesses and individuals, the consensus among those supervisors was that an alternative to criminal enforcement of Public Health orders will ultimately help combat the spread know if theres a a fine maybe people actually start wearing their masks actually start following the local health orders. Supervisors say if they dont crack down now then they would they would have to shut down communities later if it does spread in our numbers continue to rise a violation would amount to an infraction rather than a misdemeanor or felony the offender would have to would have to 2 days to correct their air. Now for individuals, a 100 for your first violation 200 for the second violation. 500 for each violation was in the year after that first offense, no for businesses it gets a bit steeper because obviously theyre impacting the public a greater scale to 50 for the first violation in going up to the max would be a 1000 for each violation within one year of that first offense, no Contra Costa County is the 3rd county in the bay area to actually put this in place other counties that have done so are in and napa counties as well i wouldnt be surprised if more counties make this. We will put this type of thing into effect as well because were seeing people you know in or this for the most part i will say in the bay area were really a lot better than other parts of the state and certainly better than other parts of the country. For now im live in Contra Costa County Sarah Stinson kron 4 news. All right, thanks a lot of sarah in oakland, the zoo is welcoming guests back they got the go ahead. For the First Time Since the pandemic shut them down because they got reclassified as an Outdoor Museum just like San Francisco zoo did heres video of the zoo on opening day yesterday there was a special event for members only. And as you can see theres all kinds of safety protocols you have to wear a mask. The zoo was allowed to reopen. So now they have their reserve tickets system. You have to have an appointment you can see theyre doing lots of cleaning but its something to do outside. Yeah. Something for the kids to finally do too several businesses in Santa Cruz County have had to stop all indoor operations in this comes after the county was placed on the States Coronavirus watch list which means that personal Care Services like hair and nail salons have to close up operations for now anyway. Gyms indoor malls places of worship they have to do the same. However those businesses are allowed to continue operating outdoors if they can do it safely while observing the latest state health guidelines, beaches and Outdoor Retail Stores will also remain open as well. As cases are surging Public Health officials all over stanislaw county are noticing a big increase in infections among School Age Children Jessica Mensch has more on that. They asked me is this pier is a bear and i just say yes, yes, yes, its there. Its everywhere doctor julie way, shun pie and says covid19 is spreading all over stanislas county with the highest rate of new infections in the state last week but as the Public Health officer she was still surprised to see the spike in cases among children ages 5 to 18. Because we do know that kids get infected less and that they spread last the receptor that the virus binds to in the respiratory tract isnt as well developed in children. But kids are far from a new across the county 204 children ages 5 to 18 were diagnosed with the virus over a nineday period thats nearly a 3rd of the 670 children who have tested positive since the pandemic began its just kind of mirror. The cases that are being diagnosed in adults so were seeing a quite a few cases. And we average about 235 a day right now and were staying pretty steady of about 14 of those being children the virus is less severe in children making up just 2 of hospitalizations in the county. Kids dont live in a bubble and they have parents who care for them parents to teach them. She says this data just reaffirms their decision to hold school from a distance just really validated that with this amount of spread isnt the appropriate time to open schools for in Person Learning has said is that losses for the community it the spread is just too much. And were going to see it at through much of the morning before we finally get some clearing closer to the lunchtime hour you can see it on future cast for by noontime the entire east they should be under lots of sunshine and the south bay and some of the north bay that then just right along the coast. Thats where that fog and clouds well be sticking around through much of the entire day today temperature wise so pretty much the same as what we woke up to yesterday. 50s 60s on the board right now 59 if youre just now waking up with us in oakland 55 here in San Francisco, 62 degrees for the current temperature in downtown san jose things though definitely going to change into the afternoon once again its going to be really nice at the coast, mild conditions mid to upper 60s and thats what were expecting today 65 in Half Moon Bay 67 in San Francisco and then those 70s popping up along the bay so 75 for the high in hayward with a lot of sunshine 71 in oakland, its going to be really nice and comfortable their mill valley youll be at a high of 73 today and then as we get to further inland, those upper 80s to low 90s start to pop up like in concord youll be at 88. All in all its not a bad drive from oakland in the San Francisco if youre coming in to San Francisco from the north bay. The right southbound 1, 1, here across the Golden Gate Bridge is also moving swiftly albeit a little more foggy as you can see here in the shot, but again nothing too much thats slowing you down and the chp lock again still relatively clear this morning of anything major that will gum up the works aside from a few fender benders here and there. Traffic is moving smoothly. Now back to the news. Today the ceos of google apple facebook and amazon will Face Congress lawmakers are considering whether these tech giants should be broken up because of antitrust concerns Clare Sebastian has more. When these foresee years come before congress will be at remotely. It will be hard to know who is the most powerful in the room. Google controls nearly all of the Search Market in the United States amazon controls nearly half of all online course the United States facebook has approximately 2. 7 billion monthly active users across platforms and funny apple is under increasing scrutiny for abusing its role as both a player and a referee. And the app store a year on congressional investigation is looking for ways to check that power in what experts say will require a new understanding of us competition, no major point of these hearings is to move away from a conception of competition law is focusing on the wellbeing of citizens as purchasers of goods and services. And to adopt a broader conception looks at the citizen as an employee. As a resident of the community as a consumer of news the phone companies have all denied anti competitive behavior. We do not use seller data. For to compete with them apple even commissioning a study last week that found its up still Commission Rates were in line with others. Several have also voiced concerns that regulation might make them less competitive globally i worry that if you regulate for the sake of regulating at it as a lot of unintended consequences. If you take a Technology Like artificial intelligence. You know. You know it will have implications far our National Security and now and how are for you know other important areas of society and yet even as the covid19 pandemic has made these Companies Ever more essential and more valuable. Theyve been facing growing backlash. Protests Service Safety at amazon. An advertiser boycott of facebook over hate speech i think that come into the hearing not with a halo. But was great concerns about exactly whose side theyre on and that should be a matter of concern again you look at the mood of the congress. You look at how republicans joined democrats today and scolding these companies. Thats a combustible environment for the leading enterprises the house investigation is expected to lead to a recommendation for new legislation, perhaps bringing greater scrutiny of tech acquisitions deals like facebooks patches of whatsapp and instagram. And google buying youtube and fitbit it could also ramp up the pressure on other ongoing investigations. The delicate moment for these titans of tech thats the best in cnn new york. Well 5. 17 another big story this morning. We have the Oakland City Council passing a plan that rejects any federal agents being sent in to oakland in response to the protests. This comes after protests over the weekend ended with vandalism to the Alameda County courthouse and the Oakland Police station. The protests started out peacefully with hundreds of demonstrators. But once it got dark, there was a small group that broke off and smashed windows and vandalized property. Last night the Oakland City Council passed a special resolution rejecting any plans by the Trump Administration to send in federal agents. The resolution also gives the City Attorney ernie and the administrator, lawful necessary steps to protect the rights of the people city leaders believe that federal agents will only escalate the violence.
