The democratic nominee is expected to take questions from voters and there have been rumors that President Trump now is trying to book a town hall of his own the same night on nbc news as of this evening, though that is unconfirmed. President trump is returning to the campaign trail after planning to gather another large crowd outside the white house this weekend according to white house officials tomorrow. The president will hold his first in person event since testing positive for the coronavirus last thursday now this comes. Despite the ongoing white house covid outbreak. Ella sogomonian kron 4 news. Thank you ellen other big story House Speaker nancy pelosi unveiled legislation today that would allow congress to intervene under the 25th amendment to the constitution to remove the president. The speaker insists is not about trump but inspired by the need for greater congressional oversight of his white house. Joe khalil has more on how this would work and the political fallout from her announcement on capitol hill. President s fitness for office must be determined by science and facts House Speaker nancy pelosi rolled out a plan establishing a commission to determine if a sitting president is healthy enough and mentally capable for the office this is not about President Trump. He will face the judgment of the voters. But pay shows the need for us to create a process for future president s democrat jamie raskin introduced the bill he says the duty to establish such a commission on the president s fitness for office is clear in the 25th Amendment Congress in house and the senate could direct the commission to conduct a medical exam of the president while pelosi and raskin say the Commission Sets up a process for future presidencies they both directly referenced President Trump medical professionals who say that certain medications can impair judgment i dont now in the age of covid19. Where a lot of government actors have been afflicted by it. We need to act White House Press secretary Kayleigh Mcenany called the move a stunt we think that that is absolutely unfounded and its a stunt ahead of an election back in any says despite the president s recent diagnosis, he is feeling well and fit for the duties of the office he was making great decisions going back and forth and different issue so its a ridiculous the search and President Trump also weighed in on the 25th amendment talked this morning going after his opponent joes condition to be a candidate 25th amendment. I think they put it in so they can get camilla in replay exactly white house collar Barbara Perry says the 25th amendment technically calls for the commission to exist under every presidency leases to start the ball rolling to indicate that they are aware of whats going on in the white house curry says historically the 25th amendment has been invoked when past president s were physically incapacitated the speaker is probably concern over the incumbent and his health, but also the state of mind. Perry says given the ages and medical histories of both President Trump and joe biden their health is irrelevant concern. And it was joe khalil reporting for us tonight there are still many questions surrounding this proposal could it actually take shape and if so is it a good idea our kron fours dan kerman spoke to legal and political experts today. He has that part of the story from San Francisco. The 25th amendment allows for a president to voluntarily transfer power to the Vice President. But it also provides 2 options to have power transferred without the president say. The one thats always been followed is the Vice President in a majority of the cabinet could deem the president cant fulfill the duties of office but professor Erwin Chemerinsky who is dean of the U C Berkeley School of law. Says the 25th amendment does provide another option. Congress could designated a body and if the Vice President and majority of that body. The president can fulfill the judges office. The president then will be relieved of those duties political experts believe theres a very good reason for congress to create this alternate commission no president would want to hear from the cabinet. That they can no longer discharge their duties because it would be reluctant to do that because of all the political consequences. So weve got to find a mechanism that really gets outside of politics at least to some extent. U c berkeley Political Science professor henry brady is the dean of the Goldman School of public policy. He says good idea or not the votes to create this commission arent there with the Republican Controlled Senate and President Trump in the white house still he understands why Speaker Pelosi is proposing this now its obviously attempt to point out that. At least the democrats think mister trump is in trouble and not really capable of governing and so its a political stunt in that regard. Now if this proposal goes nowhere as expected this year the question is will it be proposed again next year depending on who is elected president s. In San Francisco. Dan kerman kron 4 news. Now 25 days from the november election crown for of course your local election headquarters. State lawmakers are responding to a memo from secretary of state alex padilla addressed to local Elections Officials about potential disruptions and threats at polls, the memo discusses resources and laws relating to the consequences for people who try to intimidate threaten or block voters from casting ballots, including the felony charge associated with bringing a gun in or near the vicinity of a pole reactions to the memo are split along party lines. I think theres more interest theres more emotion theres more passion around this election. And its really important that we make sure that every california and have an opportunity to vote free and fear of intimidation thats honestly i think a lot of this is being perpetuated by democrats to scare people into you know into voting for their candidates of choice. Confirmation hearings for President Trumps Supreme Court nominee Amy Coney Barrett are set to begin on monday. Some members are expected to participate remotely after 2 republican members of the Committee Utah senator mike lee and North Carolina senator thom tillis tested positive for the coronavirus last week our political consultant David Mckeown explains why it will ultimately have little effect on her confirmation. It does place their plans and in a more tenuous position but the senate rules that democrats can influence are quite minimal and on the margins they can slow go this they can slow it down but ultimately if youve got a wheel someone like mike lee replace him in in a protective bubble that have come in and vote that could happen if its Mitch Mcconnell wanted to go to that part terms of the political theater so its its not clear that democrats can really do much that this it would seem that republicans have the vote Mitch Mcconnell is going to bring that the votes forward it looks pretty certain that shes going to confirmed the question is how did democrats handle going after her policy positions and not her character she is a poster mom in terms of of apple pie and all that is right and good at this and so democrats have to be careful about that because what they want to talk about and target are suburban women their best hope is to slow going, but ultimately not changed the trajectory of this nomination. Some republicans believe the senate will confirm barrett before election day democrats oppose barrett because of her legal views and the manner in which she was nominated for the high court. Turning now to wildfire coverage tonight, the glass fire burning in the north bay is now 78 contained. The fire scorched more than 67,000 acres in napa and sonoma counties just roy more than 600 homes. More than 2000 structures are still threatened tonight. Bringing powerful winds and heavy rain across southern louisiana and beyond and that storm has since weakened fortunately to a category one, but it still is just as dangerous. Like brown joins us now live from lake charles louisiana with the latest on the conditions there. Like getting any better. A lot better, ill tell you that much take a live look here behind us this is a much different scene that were seeing here at this hour compared to maybe 3 to 3 hours ago even earlier tonight we were dealing 8091 8090 Miles Per Hour wind gust that what were dealing with here in the lake charles area because we were getting the northwest corner of that eye as it made landfall just to our south east again is a very bad situation here for these folks i mean just dealing with a hurricane laura rather a category 4 storm just 6 weeks ago that made landfall in same area so there are still a lot of homes here with blue tarps on those roofs they still have a lot of cleanup to do here businesses and just we were full into town yesterday for instance there are thousands of debris piles scattered around these communities and that is not an exaggeration theyre literally are thousands of debris piles stacked up with wood metal even breaks i mean its crazy to think about but this was a powerful system that moved through just 6 weeks ago and earlier today they dealt with a category 2 storm so it will be interesting see what things look like at the light of day tomorrow. Im like brown lake charles louisiana. Blake a have you heard anecdotally or otherwise any sort of damage or flooding tonight, i know its dark in the storm just blew through but any local. Media reporting yet Storm Chasers that sometimes go around her, does it seem like we may got away with this one so to speak. I hate to say that or speculate at this point but i do know their worst there was some flooding just to our south where we are here at the Golden Nugget casino were protected we are fine from storm surge and that sort of thing but i would have to assume that a lot of these homes that have those blue tarps things like securing those roofs from hurricane laura from a month ago. I cant imagine that they would have with state withstood some of these wind gusts that we received here earlier tonight. Yeah like it we still hurricane harveys what was at some 3 years ago and a port houston was just a flooded out there so. It looks like may have dodged a bullet here tonight. Blake, you take it easy out thanks for reporting in forest is blake brown reporting from lake charles louisiana. A good one. Want to turn it over now to chief meteorologist Lawrence Karnow hes been tracking the path of this storm and has the latest tonight, i guess the worst of it is over but still a huge storm there inland. Yes still very dangerous. Its moving at a pretty good clip and thats really kind of the saving grace so far. With this storm system member weve had some of them just meandering the 2 Miles Per Hour. So as they make landfall the storm moving at 16 to 17 Miles Per Hour. So certainly coming on shore as a powerful category 2 hurricane sustained winds of a 115 Miles Per Hour when it made landfall. Right near cameron we can also expect in the 7 to maybe 11 foot storm surge happened just to the right of that or the east of that as it made landfall 2 but this storm system has weakened quite a bit now, its of course been cut off now from that major source of energy of all that water all that moisture out there in the gulf but still you can get the idea the circulation right here is where the i would be all those heavier bands of rain now making their way up toward monroe and its been coming down they could see uppers of maybe 5 maybe 10 inches of rain along this line and of course this comes on top of a what more did not too long ago almost following a very similar path by now sustained winds of 75 Miles Per Hour. So even though it has made landfall becoming a little more ragtag it is still maintaining hurricane strength but not for long overnight tonight that will begin the weekend, its moving to the northnortheast now at 15 Miles Per Hour. So making its way right up through louisiana, least the eastern half and that will start to weaken as it moves a little further to the east falling apart but all along this line is moving saturated ground left over from hurricane laura that moved through not too long ago. So certainly more flash flooding more flooding and of occasional tornadoes can be expected along that line all right, lets get you back out west. Weve had our time disaster to deal with weve got the fire continuing to burn the glass incident continue to burn there now theyre getting some containment on that but things are going to change weather wise over the weekend. Well see these winds that have been very helpful for the better part of the week all of a sudden begin to shift becoming more northerly much more dry wind moving in and much more gusty winds expected to in fact by tomorrow afternoon well see a cold front moved through the bay area going to start to see those winds picking up some kind of a westerly component see those gusting the 24 plus miles an hour even higher gust over the mountain tops as we head into sunday, High Pressure starts to build in on the backside of that low and then all of a sudden here we go again we start to talk about those offshore winds those very dry wind drop the humidity down maybe down to the teens and you can see the wind direction youre more of a northerly component to the wind and then you start see those 2030 mile an hour gun winds but you can also see appearance on the mountaintops were looking at gusts maybe near 40 Miles Per Hour. So certainly fire conditions fire danger going to be on the rise throughout the weekend. Still ahead tonight, a not guilty plea by one of the man accused of plotting to kidnap Michigan Governor Gretchen Whitmer and spark a civil war, why the governor is blaming President Trump. Will have a safe and effective vaccine available by the end of the year, good news said talking about a historically fast timeline for vaccine production and we have contradicting statements from the president that there could be a vaccine at the end of this month. Doctor fauci says hes concerned about Public Perception as it relates to the vaccine after so much has been made of the issue politically and he says he hopes it does not discourage americans from wanting to get vaccinated. That would be really tragic if there were a vaccine. That was safe and effective it could save lives. And people because of a lack of trust and authority would not want to take the vaccine. That would be an unfortunate situation. Sherwood. I was going go outside as we get a live look right now at this is San Franciscos embarcadero chief meteorologist Lawrence Karnow joining us with the latest lore is a lot cooler kind of feel like fall today, but we have some changes yeah, we got a weak cold front that is diving in toward the bay area that may bring just a couple of scattered light showers tonight. Hey really need look out over the city of San Francisco right now you see some of that patchy fog beginning to move on. Shores well were going to see more that overnight tonight thats going kind of surge on shore and toward the east bay they kind of just clouding up act, its just a few minutes ago it was fairly clear now those clouds have bumped up against the hills there and well see that kind of fill in tonight, maybe some drizzle along the coastline. But theres a weak cold front all the way of the good news is the air quality today really turned out to be fantastic year in the green all around the bay area from the coast of the valleys the north and the south bay name it were looking good right now that may suffer little bit over the weekend has received more northerly component to the wind that may blow some of that smoke from the fires a little further south otherwise were looking pretty good out there right now that sea breeze is kicking back in right now and that will be the case as we head in toward tomorrow morning too. We may see some poorer quality in the north bay in and around the fire continuing over there. They dont have a completely out air quality looking good along the coastline, the east bay and also the south bay for tomorrow afternoon cold front though making its way in the state how about that they get some showers up there in the Pacific Northwest beginning to see something move a little bit closer in the far Northern California and it looks like its going to kind of clipped the bay area kind of falling apart as it comes through so not very much in the way of rain were told this guy right here might bring us some rain unfortunately that dive into the south now this next one really just going to kind of clipping parts of the north bay tomorrow slight chance of a light shower not going to be much then High Pressure builds in behind them we Start Talking about some of those gusty offshore winds and then in the middle of the week another weak cold front comes by but behind that High Pressure really kicks in and that may be enough for some very strong gusty winds lot of part of the week so your 10 attempt weve got a slight chance of showers on the first day and then we start to heat things back up 80s and 90s the warmer spots next week fire danger. I think running high off and on throughout the week. Thank you lawrence now for the latest on the stunning plot to kidnap Michigan Governor Gretchen Whitmer.
