Chilly out there this morning were seeing clear skies than yesterday but not Crystal Clear in fact if you look out at our sutro tower v you can see that thin veil of low clouds and fog that is sitting right through Sales Force Tower right across the bay itself so that is going to result in a couple of patchy areas remain counter some low visibility on roadways. Both of the coast along the bay and even towards our inland areas, the Central Valley has our heaviest dose of fog this morning, skies will gradually clear and then it sunshine the rest of the day in fact thats going to make one of our coolest morning. So far one of our warmest afternoons of this forecast right now though were still in the 30s for dublin and livermore each at 38 degrees santa rosa youre at 36 when the at 34 degrees right now napa a cool 36 degrees. So yes get the jacket ready to go as you venture out there over to you robin all right, thank you john were checking in on the traffic and its quite busy in some spots like the bay bridge 80 west. We have a late start to the morning drive plus we had a big rig that was stalled out here right near the parking lot and a tow truck was on scene for a while. Both out of the way but the traffic was backing up even before that half and so its still slow stop and go traffic can be expected from the bottom of the maze through the tolls and up the incline so well put it at 10 minutes for the drive to fremont street finally crews are clearing our crash in the Santa Cruz Mountains northbound 17 at idlewild its in blocking for about an hour that was a spin out. That was blocking both lanes so thats pretty much out of the way, but we still have residual slowing. Thats why youre at 41 minutes from northbound 17 out of santa cruz into lescott us back to you. Thank you very much rob and so our top story this morning comes from the north bay where Solano County now seeing its highest number of reported covid cases since the beginning of the outbreak and this is Sonoma County health departments. Dashboard where you can get chad a simple glance the latest with the virus and how its impacting the county 121,000 plus people now have been tested so far and of those we have 9700 and counting. Thats how many have been confirmed to have covid 1981 people have died as a result you can see the 7 day Positivity Rate thats a 12. 2 which is far higher, then what Health Officials are looking for thats dangerously high. Weve got local doctors now really worried that the thanksgiving holidays going make things even worse for more on this we want to go live to kron 4 Sarah Stinson shes standing by with the very latest now on what folks there in that county can expect sarah. James Health Officials here in Solano County. Theyre most worried about elderly family members who are part of a a big thanksgiving gathering because theyre the most at risk to have the worst symptoms and fate of fatal case so now here in solano at a safeway where people are getting thanksgiving goods, their turkeys everything they need before i just talked to she said, shes having a people over house all family members and shes trying to do everything she can to keep everyone safe. But Health Officials worry again about those elderly family members now the worries because were seeing the worst cases, the highest number of cases since the beginning of the pandemic here in Solano County. Theyre saying the cause of all of this is halloween parties with groups of 20 to 30 people gathering together indoors. The previous peak in Solano County was in mid july with a 100 cases reported in a day and this past week there was even more than 100 cases per day. The number of hospitalizations have also tripled from below 20 took over 60. Now that concern on this thanksgiving is that people of all generations will be gathering together and thats to put some put some of the older family members at higher risk which Health Officials se is not going to be good for them. With thanksgiving. With the winter holidays, were talking about getting together elderly people in our in our families as well and they are far greater risk of that outcome differences that thanksgiving is a multi generational event and so its not going to just be younger people are going to see people of all ages which means that are the risks for deaths will be much higher. The Health Officer says if you do attend a Holiday Gathering which is not recommended. They he says you should wear a mask when youre not eating maintain distance and dont share food drinks anything hugs kisses the best way to show your family that youre grateful for them is to keep them safe. Now well hear from that woman shopping in the next hours interesting to hear what she has to say because she explains all the precautions use taking to make sure she does keep her family safe even though they are gathering this thanksgiving. Reporting live in Solano CountySarah Stinson kron 4 news very good all right. Thank you sarah. So whos getting infected now. We have new information about the infections in california, its young adults they account for more than half of the new cases in california the governor said that people age 18 to 49 account for 60 of the new cases statewide to curb the virus. The governor as you know has mandated a curfew from 10 00pm to 05 00am thats for any county that is in the purple tier which is the whole bay area except for San Francisco marin and san mateo and they could wind up in that more restrictive tier in the next few days. I actually it seems like. This might be people that are going out a little bit more and acting a little bit riskier. Really scary out there right now so its hard. Its hard to tell anyone what to do right now, but you can only you know take care of yourself, lets put our heads on right. And think about it and lets us get out of this were almost there were right at the summit hopefully you know, lets just lets just make it happen now. Governor newsome also as you know has repeatedly urged people not to travel for thanksgiving, not to grab to gather together in large groups. That are outside your bubble. But if you do go somewhere. The state recommends that you isolate quarantine for 14 days when you get back. Lets take a look at the statewide numbers that were talking about where these young adults or what i say 49 is that it does young a 49 you can look at the numbers here with well over a million cases in california. Coming close to 19,000 deaths now including 1928 in the bay area. It is 7 07 and governor Gavin Newsome in his family are still in quarantine this morning after the governors children were exposed to a chp officer with covid19 the chp as we know provide security for the governor and his family no one in the family so far has tested positive. But during a News Conference yesterday, the governor said that yes, he does now understand more about what families are going through. It is a very challenging in trying time and it something is now been brought home quite literally in terms of my own experience just over the course last couple days that said i did them, but they respect for people they dont have the support of people that are in my position that dont have the resources of people in my position and those that are struggling. Now the quarantine also comes after one of his children was exposed to a classmate of tested positive. The governor is expected to be tested regularly in the days ahead 7 08 right now and a cheaper and faster test for covid could soon be used in the bay area kron fours dan kerman has the details. Those getting tested to top the 24th and mission bart station this week are getting 2 types of covid tests. The more complex unreliable pcr test and the quicker cheaper by next rapid test it 2 ways to detect infection. One is to look the genetic material. Of the virus. And the others to look for proteins over the virus. The coach of the virus to infrastructure of the virus while the protein rapid test was previously believed to be less reliable. A small, ucsf study conducted during similar testing back in september found they were accurate in 14 out of 15 people who are infected what theyre saying is on a one time. Basis they were able to detect. 14 out of 15 specimens that were that were positive by the more standard. Method thats a substantial advance which i dont think anybody. Well it was was predicting. Ucsf Infectious Disease for allah just doctor George Rutherford says because the protein tests are so much cheaper and the results can be determined so much quicker. It could really make a difference in slowing the spread of covid19 we want to find people who are the most infectious we want to get them isolated. As quickly as possible. The fact that this is far less expensive than the standard genetic tests. And that its didnt get the results back. Much more quickly typically. I think brings it as a sort of an added added tool. Now doctor rutherford was not part of the ucsf study but he says hes encouraged by it. So he agrees additional testing will have to be done to determine just how robust this testing method is. A Ucsf Dan Kerman Kron 4 news. Time now 7. 10 still ahead. The snow back in the sierra heres a live look out at heavenly where they were earlier this morning adding to Mother Nature snow with some manmade snow all in preparation for yo on a Coronavirus Relief deal on pause, im kelly meyer reporting from washington talk with lawmakers on what could happen next and when americans could see relief. And were keeping the mild weather that weve had lately going with sunshine and 60s this afternoon. The big question is will we hold on to it through the holiday ive got the details of your forecast. And its getting pretty busy out there, heres a live look at the Richmond Sandra fell have traffic crawling here on 5. 80 west leading up to that health also so get out there early plus im tracking a fatal incident near the nimitz freeway in san leandro well talk about that coming up. Lowes season of Savings Event is happening now with cant miss deals on stylish gifts for home that bring joy to all. Shop gifts, decor and more during the season of Savings Event right now at lowes. 7. 13 and is starting to look like good skiing conditions are building up in tahoe do time behind us look that up and to weve got latin real nice conditions like like that yeah. Weve got john trouble also standing by with a look at what its going to be like if you have to be heading up there. Although we did talk folks up in heavily they said its wednesday that they unlock reservations for the every wednesday right which if youre heading up to this thanksgiving, you got to make a reservation and. Its already taken yeah, yeah, but yeah 9 days ago you couldnt get up to. This coming weekend will this wednesday will unlock this coming the i got to wonder about that because they did announce reservations last week well i just wake up show you is the point you have to plan this kind of. Plus you know, theyre making snow but they havent had a ton of real stuff. Yeah, the real stuff it fell last week then we dry back out and it looks for like for the most part guys remaining pretty dry in the forecast. The really good news for tahoe is even though we have these bluebird skies now these dry conditions we are seeing conditions cold enough for a whole lot of snow making to go on so were adding on top of what Mother Nature gave us and we will see a touch of a dose of snowfall up there specially for the northern sierra again tomorrow morning early early on this is your look outside at the diamond peak, am right here. You notice a lot of that snow that we had been seeing on those picnic tables has started to melt off a little bit. We do still have some lingering there on the deck, but what we are seeing is of snowfall, those mountain peaks all along the lake so we have a few more resorts opening up tomorrow we already have a few that opened up this last weekend and so its good news for skiers if you are heading up there helping out the reservations ready to go youve got some good skiing conditions up there too now the bay area unlike the very Northern Tier the state about to remain dry. These next few days it certainly is a quiet picture on satellite radar right now showers only up in the Pacific Northwest. But we do have a cold front that steering its way our direction. This is going to drop temperatures just a few degrees tomorrow and into thanksgiving. When its not going to do is result in any much chance of rainfall for us here in the bay, lets look at it right here this is 10 00pm tonight showers starting to drift until del norte a humboldt and mendocino counties really lose steam before they get anywhere close to the bay, northern Sonoma County you may see a sprinkle or 2, but you really have to head far north to start to see some rain and even rain snow mix once you get north of redding on i 5 thats where you can run into some problems so if you are doing Holiday Travel on up into oregon and the Pacific Northwest watch this tomorrow is going to be a slick day for that very Northern Tier of the state in the meantime the bay area remain strive who will receive a touch of snowfall middle of the day tomorrow not give them out to too terribly much but do expect some wet roads towards the middle of the day tomorrow. Bay area dry tomorrow dry thursday friday all the way into the following weekend so art conditions right here back at home are looking pretty good maybe for thanksgiving outing with the family as we make our way into thursday. Temperatures today are warmest of the forecast only by a few degrees though daytime highs will be in the mid to upper 60s for most of our areas right along the bay and further inland for the south bay today it will be mid 60s for you while in the east bay looking at a range of low to mid 60s from union city over to pleasanton some of our warmest of spots walnut creek concord and fairfield each at 68. The late show youll be at 64 today. Well santa rosa and nevado each at 66 for todays daytime highs. Heres your look ahead, thanksgiving insight on thursday and daytime highs just a couple of degrees cooler. It will have a nice feel to it as skies will be nice and clear and dry as will remain through the following weekend too. Robin. Thank you john checking back in on the traffic were recovering from some problems plus i think it just spotted another crash. At the bay bridge toll plaza if you look closely right here. Theres some activity going on i can see a truck a couple of cars looks like a tow truck has moved and i know its hard to see when you have a crash in the mix with all the traffic there, but yeah, some of those vehicles are not moving so this is like the second problem that weve had in the last 3040 minutes doesnt look major. But we had a stalled truck that clear now we have this accident with a couple of vehicles, so its adding to the back of a specially for your approach right coming from the maze overall its ok for now it really depends on how long its blocking so hopefully they can get out of the way soon youre already stacked up from the bottom of the maze now you take away a couple of lanes of that drive time may go up this so ill let you know, but you need to get out there crews are investigating a fatal incident here on davis street, the over crossing in san leandro the davis street overcrossing right at 80 they have all westbound lanes blocked it was a fatal incident possibly involving a bicyclist its still under investigation. This is not on the freeway, its at the over crossing so its really impacting traffic on davis street in both directions now the crowding that we have on the nimitz that is normal its going to be stacked up that right through san leandro couple of miles only 15 minutes to make it into downtown oakland, definitely consider 5. 80 instead of the nimitz and if youre in san leandro avoid this because its all backed up back to you. All right robin, thank you 7. 19 is the Time Congress is out for the rest of the week, leaving any progress on a Coronavirus Relief deal on pause. We washington correspondent kelli meyer now checking in with lawmakers on how soon americans might get some help. What do you expect to happen when you guys get back i had no idea a blunt response from House Majority whip in South Carolina democrat jim cliburn on the future of a covid relief deal on capitol hill cliburn blames Republican SenateMajority Leader Mitch Mcconnell for not passing anything before the thanksgiving is just irresponsible but then sitting at the table for 6 months on friday Democratic HouseSpeaker Nancy Pelosi urged mcconnell to come back to the negotiating table and later discussed the dilemma with president elect joe biden who she hopes will help get something done. But that help wouldnt come until 2021 when it returns next Week Congress will have just 10 working days before this Congress Ends and a new congress is sworn in Missouri Republican senator roy blunt says hes working this week with gop lawmakers to reach an agreement on a spending bill to avoid a Government Shutdown<
