More from miami. Reporter its one of the strongest Atlantic Hurricanes ever recorded. Irma, a cat 5 storm battering the northeast caribbean hitting st. Martin, st. Kitz and several other islands with 185 mile an hour winds, churning slowly north threatening to the entire western caribbean. I have no place to go. I have to stay here. I will live or dye depending how this storm hits us. The storm projected to hit florida hard over the weekend. State and federal officials including President Trump warning residents not to underestimate the danger. The storm is bigger, faster, and stronger than hurricane andrew. Well know in a short period of time but it looks like it could be something that will be good. Believe me, not good. Preparations are already under way with supplies like water and gas running low. The highways are clogged as anxious residents hit the road afraid of being left behind if there is a repeat of flooding we saw this past week in houston. The storm is pretty bad so we want to get out while the going is good. Mandatory evacuation orders are in effect in the florida keys, some res accidents are staying behind to protect their homes, prepared to face the danger. A bit of haplessness but its part of living in the keys. Thursday and friday irma is expected to slam into cuba and bahamas before turning Early Saturday Morning into florida. Phil keating. Federal resources are being spread increasingly thin. Near Mountain View where Critical Response items are in sport supply, tom. Reporter our know, in Mountain View is really also the landlord to a very important tenant, the federal Emergency Management agencies emergency supplies distribution warehouse involved not only in harvey but now irma. This is the fema disaster supplies warehouse at nasa moffett field. Most every shop in this complex is full of supplies that are stacked to the rafters. But today many of moffetts racks are empty as fema a has been sending supplies to Hurricane Harvey victims, much warehouse staff are deployed to houston and florida. Its really the big six, the things to sustain life that are the most important and take up the most volume, water, meals ready to eat, cots, blankets, tarps, and plastic sheets fema is supply many items as it is capable drawing on most federal supplies and services as needed. In the wake of the katrina disaster in 2005 the Obama Administration reorganized fema. Its warehouse staff was increase from 28 employees to 190 for better, quicker service. The goal was to improve femas ability to acquire and goods and services needed. The center may move to tracee to lessen the earthquake damage and femas ability to serve, moffett has a major air field deploying supplies on the air forces biggest cargo jets. Fema has altman never and size of large generators, that is critical because they can be trucked or just as easily flown to a disaster site within hours. Distribution centers are now located in atlanta, georgia. Fort worth, texas, frederick, maryland, hawaii, did you am, and butter toe ricco which is getting slammed by Hurricane Irma. All fema centers, everywhere are heavily involved in this double what me disaster, reporting live tom bacar. You showed us the empty shelves in Mountain View, i suppose its better the supplies are where they are needed instead of sitting in the warehouse, are the warehouses going to be restocked because we have three active hurricanes in the atlantic . Reporter absolutely can bet on that. These guys have their deals made with their vendor vendors and all of that stuff. Some of this stuff left just last night and some of it left a couple days ago so the back fill is already starting to come in and that is dependent upon being able to get the supplies out here, that is not very difficult because we are not confronted with a disaster of supplying a warehouse that night be inphase, we are might be in texas, we are going to see a lot more bigger coming out of moffatt field. All those stores in the affected areas are running out of items so i guess supply chain stretches out here to california to feed those materials out where they are needed. Thank you, tom. Okay, so lets get an update now on Hurricane Irma from mark miles. This is a still a powerful hurricane, packing 185 miles an hour. The two things that could weaken the system, wind shear in the upper levels, the other thing would be cooler Ocean Temperatures that is not happening as well, so latest satellite. Right around butter toe rico, moving into the west, northwest at 16 miles an hour. Here is a closer look at the water temperatures across a good portion of the west, toward the east, look at all the bright colors, talking about the warmer Ocean Temperatures here, 86 degrees this one area by florida, warmed up to 86 i saw an 87, 89 degrees. A lot of warm water that is the fuel for this hurricane, here is the forecast track along the line, the Hurricane Center says dont focus on the track, but still this is what they are putting out and also that error cone to reflect the chances could wobble to the left or to the right. The next few days this will weaken but possibly a major hurricane, category 4 coming closer to friday, to saturday, to sunday. Over the weekend potentially if this forecast is is on track we could be talking about a landfall of a category 4 hurricane with winds of either 145 to 155 miles an hour. The storm surge will be a big deal with this system in addition to the rainfall and of course the strong winds. Here is the projected rainfall time lapse of the forecast as we take this into saturday, saturday afternoon approaching the bahamas, on track to reach the florida coastline. But have you noticed the track moved out or shifted is a little bit more to the east. It could be an impact for potentially the east coast of florida and also for a good portion, at least portions of the eastern seaboard. Right now we have a cat 5 hurricane, likely this will continue to be a major hurricane approaching the United States coming up as we head toward the weekend. Well continue to track this system and have more in our forecast coming up in a few minutes. The number of people who have died in the meantime in Hurricane Harvey has risen to at least 70 as the houston area continues the long process of recover there. House of representatives approved 8 billion in hurricane relief. The threat of Hurricane Irma will spread the dollars thin. At least 573,000 texans have registered for help so far. The governor of texas acknowledged that florida might need some of the resources currently in texas. Have i spoken with the Florida Governor about it to come elaborate with him with regard to the resources that currently exist in the state of texas that he may need access to. Already the American Red Cross has put a hold on sending volunteers from southeastern states to texas in case they are needed close tore home. San Francisco Police are investigating a shooting in the citys Outer Richmond district on it 22nd and california streets. The victim was standing on the street smoking when two suspects approached. Is he expected to survive so far no arrests have been made. In the south bay, San Jose Police are investigating a deadly shooting that happened on the sidewalk at story road near Sunset Avenue around 9 30 last night. Police say they hope to find surveillance video. The victim was taken to a hospital where he died. The suspect was not at the scene when Police Arrived and investigators have not identified who they might be looking for. Questions being raised after an nfl player was detained by officers in las vegas, police held a News Conference an they say the Seattle Seahawks defensive end is telling the whole story. Announcing its plans to end the daca program. Been trying to prepare for this day. And im still not ready. The reason im telling you this is that there will be moments in your life that. Youll never be ready for. Your little girl getting married being one of them. Seattle Seahawks Michael Bennett hayes hired john burris, this comes less than two weeks after bennett was handcuffed by police in las vegas. Police though say bennett isnt telling the whole story. Rob roth spoke with burris and joins us now. Michael bennett says he was targeted last month, held at gunpoint and handcuffed because he is african american. Police wrapped up a press convention, some that incident was captured on cell phone video. This is tragic situation for me, i hate to be up here at this moment. Tmz released this video showing seattle sea hucks Michael Bennett prone on the ground being handcuffed by Las Vegas Police. Bennett says he was released without charges. A lot of people who experienced what i experienced at that point, at that moment and they are not here to live to tell their story. Bennett tweeted after watching the floyd may weather fight in las vegas, he and i a crowd of people started to run. Police ordered him to the ground, warned me if i moved he would blow my head off. I was released without any legitimate justification for the officers abusive conduct. Hiring john burris who says he plans to file a federal lawsuit. The question what is the legal basis to stop him in the first place, from what i gathered there wasnt. In the past halfhour, Las Vegas Police held a News Conference to say what they say happened. Police were responding to a call to an active shooting which turned out to be false. He was crouched down inside a casino and he began running, they say they released him after 10 minutes. Coming up at 5 00 well show you the emotional ending of bennetts press conference. Certainly raising some questions, thank you. More on all this and potential legal consequences, stephanie founder of the Willis Law Firm stephanie, what do you make of this. Well, we cant know for certain whether or not racism is involved particularly. However, it does show that since he was the only one out of what he alleges hundreds of people who were run jag way, he is a black individual, and he was handcuffed, unless there are some circumstances in which the Police Officers can state that there was a description of a black individual who was fleeing the scene then i dont see how it could be anything else than that. Could it be behavior, i watched a good part of that News Conference that wrapped up about a halfhour ago, it did show specifically what happened with Michael Bennett. It showed a chaotic scene of people, people running in and out of that nightclub, officer with guns drawn going in trying to find what they believed to be an active shoot or. When the camera comes out you already see bennett down on the sidewalk with the Police Officer over him. But police are saying that it was his behavior that caused them to detain him and then they let him go after 10 minutes. If it was a racist kind of attack or incident, why would they im just a little confused about that part about they let him go, in other words, they didnt do you see what im getting at here . I absolutely do. Under the Fourth Amendment, the Police Officers have the right to detain an individual for reasonable circumstances. Under reasonable suspicion. Now, you know, they can articulate due to the fact that under their allegations he was huddled in the corner and began to run due to the allegations there may have been some you know, a shooting, then it would have been reasonable for the Police Officers in this instance to question him to find out why he was running especially since there were other individuals running as well. So there is a bit of an issue here because of the fact that he was the only one detained and because he claims he was detained for a longer, a long period of time. We have to recall that in his statement he stated he was detained for a period it seemed like it was forever, he was seated in the back of the police unit in handcuffs that were so tight his fingers became numb. So, you know, this is something that, you know, under the Fourth Amendment there may be applause i believe claim for unlawful detention. Does john burris have a case, is he filing a federal lawsuit, do you think he has a chance of winning this. I think he was smart in saying they are investigating everything to see if they will file a civil a civil claim under federal law. Because of the fact that we have this video here, but it it doesnt show everything that occurred. They want to see what the statements from the officers will allege in addition to what mr. Bennett has already stated. So at this point right now, im under the impression that he may have a claim but we have to look into it further to see if the claims will stand under federal law. They said there were a lot of people there with a lot of cell phones, a lot of cameras in las vegas, weve seen a portion of it and they are asking for more video to come out. Hopefully that will come out and give us an idea what happened. Stephanie willis, we appreciate it. Thank you. California has not signed on to that lawsuit. Senate and House Democrats are calling for House Speaker paul ryan and Senate Majority leader Mitch Mcconnell to bring a clean dream act to the floor for a vote. We all agree that President Trumps decision to end daca is a despicable act of coward is, he give the announcement to his attorney general instead of just making the statement himself. Nancy pelosi melt with President Trump following that News Conference. The president s decision to end daca was heartless and brain less. If this order stands hundreds and hundreds and thousands of families will be ripped around. American businesses will lose hard working employees. President trump said he believes congress will make something happen and also said he wants to see a permanent deal. For more on all this we are joined by barbara pinto, immigration attorney. So what is the action from your clients that are under daca, are they panicking . Immediately after the announcement our clients have been really worried, have been walking in, calling. Our main advice is to remain calm, stay informed, we are hosting several Community Forums to keep the community informed and let them know about updates coming up and we are also, you know, for those eligible to renew we are going to be providing that service free of cost. We know that this program is going to be phased out and hopefully Congress Comes up with some sort of legislation. New permits, new applications, i am guessing that there arent any that are going to be processed, correct . Correct. If you havent submitted a new daca or initial daca application by september 5th you cant anymore. So those wont be accepted. For renewal also is a certain pool of applicants that will be able to renew. All other ones will to have done it before. You talked about those that got a two year permit, but the limit is about to expire. Correct. So between september 5th and october 5th. Only those that have their daca permit that expires between september 5th and march 52,018 march 52,018th can renew. Im sorry. It seems like this is where we are going with this thing. The president says he wants to end daca because it was an illegal executive order but wants to basically continue the effort of daca through congress. In other words, congress should make a law that does what daca does, is that your understanding of how we are moving, we dont know if that is going to happen, that seems to be the goal . Right. And so congress is the only entity that can really pass legal status. And that can give that to individuals. So, daca doesnt although its a great benefit and protects them from deportation, its not legal status and not something that will lied to citizenship. And so its a lead to citizenship and so its a step forward,. If this goes the way that president wants, democrats are behind this if they can convince republicans as well this could be a better thing for immigrants, they could lead to citizenship. Definitely. Hopefully it is a program that is much better than daca and structured with a path to citizenship that will help dreamers, also the great majority of immigrants as well. Their parents and their family members. We talk about what you are telling your clients now, there is a way in which they can legally leave the country and come back, are you telling your clients dont do that now . Yes, exactly. We urging people not to go, even though they have been granted advanced parole and this permit to be able to squeamish lin coming back in, its not a guarantee. With no recourse and not be allowed to enter. Its up to the discretion of the officer. So we are tell iting people given this new daca announcement its better not to travel. We had the oakland nurse who was deported leaving some of her children behind. Familiar with that case, is there anything new on that . Senator feinstein is trying to get that involved. That is an unfortunate case. And its not just one an outlier, this is happening a lot. Just unfortunately not all of these stories are getting out into the media. Our organization we are seeing thousands of families separated and really with no no real option after that. Right, barbara, thank you so much for coming in. Thank you for having me. Tensions are rising in asia and a cross the globe after north koreas latest and largest weapons test. President trump reaching a deal with democrats to avoid a government shut down. I will talk about the Political Science professor about the agreement that left Republican Leaders stunned. I love you, couch. You give us comfort. And we give you bare feet, backsweat, and gordos. Everything. I love you, but sometimes you stink. Soft surfaces trap odors. Febreze fabric refresher cleans them away for good. Because the things you love the most can stink. And plug in febreze to keep your whole room fresh for up to 45 days. Breathe happy with febreze. President trump sided with Congressional Democrats in a deal to raise the debt ceiling and prevent a government shut down. Just the first of several pressing issues congress will be dealing with now that lawmakers are back in session. Lauren blanchard is in washington with more. Today was supposed to be tax reform, the focus has shifted to a deal between the president and the democrats. We have many many things that are on the plate. Hopefully we can solve them in a rational way. Democratic leaders met with a big win. Chuck schumer and nancy pelosi walking on a deal with a 3 month bill to raise the debt ceiling. We are glad the president accepted it, its for the good of the country. Now we have a lot more to get done. House Speaker Paul Ryan and Mitch Mcconnell first pumping for an 18 month hike and then a sex month hike,. His feeling was that we needed to come together to not create a picture of divisiveness at a time of Genuine National crisis. The resolution has agreed to. The meeting takes place and the over overwhelming passed a 8 billion package for hurricane relief. Notion was rejected by House Speaker paul ryan shortly before the deal was made. To play politics with a debt ceiling like schumer and pelosi are doing i dont think is a good idea. This mood sets up an interesting december for congress and one of several issues lawmakers need to tackle this session. Dont forget they also need to now come up with a fix for daca within six months. In washington, Lauren Blanchard fox news. So for more on this deal, im joined with david mcheun, this caught Republican Leaders off guard. What you have is you have a party hostage last year, now has push things forward to december 15 december 15th. By moving things to december 15th, debt ceiling, in terms of funding the government, moving Hurricane Harvey relief forward, what he has done is allowed democrats to hold a gun to the head of the Republican Party in december. That is is a huge victory for Chuck Schumer and nancy pelosi. So this does under cut the strategy . He spent the month going after mcconnell. He spent longer going after paul ryan and now its placed paul ryan in a difficult position with freedom caucus, he has four freedom caucuses, speaker ship hanging by a threat after today. Paul ryan was not happy about this adding this three month budget and debt extension to this disaster aide calling it a ridiculous idea and saying they are playing politics with the issue, the issue helping those that went through this catastrophic in texas. We could see further politicking going on after what happens with Hurricane Irma, if that is a potential disaster moving forward. It puts tremendous pressure on congress for most of september and moving into the fall that helps democrats and made the democrats who are minority party, made them relevant. That is a heck a change for a guy that has a go it alone strategy, setting the republican back. We didnt see discourse, we saw everyone smiling and shaking hands, it is going to be exciting to watch. Lets talk about President Trump and the fact he cast himself as this master negotiator yet he took the first deal that came to the table from democrats. He took the first deal that came from democrats and referred to good friends nancy and chuck, essentially casting aside paul ryan, speaker ryan and Mitch Mcconnell. What donald trump has embraced smaller, ever smaller circle that includes his family but really this is where general kelly has come into play, this is a shift and an interesting strategy, what what happens to breitbart folks, steve ban non outside of parallel. Okay, some criticism obviously from republicans, what does he have to gain from taking this deal . What he does interest taking this deal it puts further pressure on congress to do business. The house only meets for 10 more sessions. The senate meets 15 sessions for the rest of the month. That is not a lot of time to deal with nominees, fund the Childrens Health program, faa, all things needed over the next couple weeks, days and months, places the responsibility squarely on congress, that will be interesting to watch and relieve pressure. I know we have been talking about politics, what do you think the sense is of people who live in texas and the fact that, you know, as speaker ryan said their livelihood what they just went through is sort of in this whole playing of politics. What you have disasters make for good tv but also good politicking on all sides, the victims and what could happen down the road they fall victim to this, further victims to what is happening in term its of how quickly fema can mitigate this disaster and move forward in dollars. You have to be upset caught in the middle of this. Always nice to have you on, thank you so much. President trumped to said military action would not be his first choice as he speaks with World Leaders in response to north koreas tests. Well see what happens. Well see what happens. And what about renters insurance . I cannot stress this enough. If you are renting a space, renters insurance is a must. I know you think youre never going to use it. Its a waste of money. Thats not a bad thing. Lets hope you dont ever have to use it. And finally, two more things. One, those fourlegged friends, make sure your pets are either microchipped or have identification on them. We saw that make all the difference during harvey. And, of course, have supplies. Have supplies in your home of water and dry consumables which you dont otherwise touch. But do update. Have some blankets set aside and ready to go warm dry clothes, packed and ready, and keep escape items handy.
