Tributaries here and the Russian River watershed so it goes to Sensitive Habitat and Drinking Water sources. Reporter the Sonoma County board of supervisors got a sobering number from fema on just how many people have applied for help in the wake of the fire. The board voted on two major issues. It passed a measure to allow the county to rent space on the county fairgrounds and other sites to place temporary Housing Units for up to 18 months for 200 to 500 units if needed. How many and what kind of units will be chosen, but expect everything from tiny homes to rvs to travel trailers to longterm house rentals. The actual number is of units that will come here based on the interviews that fema does with the applicants, travel trailers are not always the most suitable housing method. Reporter the board also voted to make final the november 13th deadline for Property Owners to fill in fema fema forms so the state and fema can clean up their properties at no charge to them. Now, this is critical because of the 6,000 destroyed properties in the county, less than 25 of the people have yet signed those forms. And if they dont sign those forms, then they are going to have to foot the bill themselves through insurance. That may not be enough money. Tom vacar, ktvu fox 2 news. Governor brown is asking for billions from the federal government to help wildfire recovery. The governor joined other california lawmakers requesting 7. 4 billion in funding for relief and recovery efforts. The funding would go toward cleanup and programs to support housing, transportation, agriculture, Environmental Protection and other services for those affected by the deadly fires. Governor brown, californias two senators and 39 members of the u. S. Congressional delegation sent a letter to the white house and congress to adopt a third disaster related appropriations bill to support the state recovery. Lets kick it over to our chief meterologist bill martin and find out how much rain and when is it all going to start coming down . How much do you think . Um, half inch . Oh, no. Frank, i wish. Thats not fair. Its in the hundredths of inches. I thought a half inch coming. Yeah, thats good. Thats good. Yeah. What we have had thus far, i guess i phrased the question incorrectly. Some areas up to. 10. In the north bay thats some good news because youre not seeing runoff of those toxins from the fires that are flowing into the storm gutters into the Russian River and out to sea. So we do see more rain on the way and we are going to see maybe a quarter inch maybe a half inch in the north bay as we heads towards the tomorrow morning early. The system is kind of coming together for us. You can see right here theres the cold air. And then theres the moisture and its not really phasing in well. But its not focused but you can see that west slope of the Sierra Nevada getting a dose of showers right now and snow showers starting up tonight and tomorrow morning. Winter storm warning will be in effect. And snow levels will get down to about 5800 feet. Maybe 2 feet of snow above some of the higher elevations. You come in close you can see where its raining now. This is barely enough to mess with your afternoon commute. But with that said, as we go into tomorrow morning, late tonight early tomorrow morning, it starts to rain. We are going to see rainfall accumulations that could be quite healthy for this time of the year and could cause some problems for the north bay. Theres the sun breaks youre seeing outside now in san jose. We are expecting clouds overnight with rain tonight and tomorrow. We have had nuisance showers. Back to you. Happening now, San Francisco making a very important decision tonight on whether to arm its officers with tasers, stun guns. The Police Commission is voting on the issue tonight as a small group of people against stun guns is protesting outside. Ktvus Cristina Rendon joins us live outside city hall. Reporter frank, this vote is expected sometime this evening. Its going to take some time because we understand that several experts will be giving their reports on tasers and they will also be taking questions, then they will take Public Comment before a vote is made. But as you mentioned, this is a key vote tonight. We understand that San Francisco police chief William Scott is advocating for the use of tasers. He says they will be used in every situation but its a less lethal force option. Some people disagree. They gathered just a few moments ago. [ screaming ] reporter this group gathered within the last hour here. About two dozen of them demonstrated in front of city hall. They believe tasers are deadly and carried signs with names of people on them that they say have been killed here in california by tasers. They also worry that they will be used disproportionately on people of color, the homeless and the mentally ill. We have an ordinance that will get police to be trained to create time and distance, call in people that are trained to deal with crisis intervention, create a compassionate police force and end this culture of violence. Reporter chief scott says that if passed, rules and training will be implemented to make sure that tasers are used properly. Since being sworn in at the beginning of this year, scott has really pushed for a plan to get tasers in the hands of officers. He believes that it will reduce serious injuries to officers and the people that they are trying to take into custody. Tasers is just one option not to be used in every situation, not to be used based on race, based on somebodys economic status, based on the behavior that dictates whats appropriate if an officer has to use force. Reporter the chief says use of force incidents are down about 17 from this time last year and adds that the department of justice recommended that the department explore the use of tasers following an investigation into the department after a number of officerinvolved shootings in recent years. So we have known that for some time three predecessors prior to chief scott tried unsuccessfully to get tasers passed. Tonight could be different. It depends what the commission decides. The vote getting under way. Well bring the vote when it happens. It will probably be hours before we hear an answer. Lots to talk about, i would imagine. New York City Police investigators say a 2010 Rape Allegation made against the movie mogul is credible and they are gathering evidence now to seek an arrest warrant. Boardwalk empire actress paz de la huerta publicly accused weinstein of raping her twice in her new york city apartment seven years ago. More than 60 women have come forward with allegations of Sexual Harassment or assault against weinstein in the past month. President trump and First Lady Melania Trump are making a brief stop in hawaii on their way to asia for a 13day visit. This is the president s longest overseas trip to date. Republicans in congress say they are launching a major push to get americans on board with their new tax proposal. If approved, the measure would nearly double the standard Tax Deduction. It would raise the Child Tax Credit from 1,000 a child to 1,600 a child. It would also cut the Corporate Tax rate from 35 to 20 and reduce the rate on Small Business income to 25 . We want to get it done this month. So ways and means will take it up next week and as soon as it comes through Committee Just like we say regular order it will go all through committee, markup then come to the floor. Id like to see this done before thanksgiving. A number of proposals would primarily benefit wealthier americans including the repeal of the alternative minimum tax and the eventual repeal of the estate tax. Democrats claim the bill is really aimed at the rich and big corporations with crumbs for the middle class. They are trying to pass this off as a middle class tax cut when they know it is not. Why . Why would you cut the deduction on interest on Student Loans . Why would you say to teachers, you have to take it to your own packet to bring supplies to school and you dont get a Tax Deduction . But the results of pushback of some republicans from high tax states including new york and new jersey say proposals to end deductions for state and local sales and income taxes and to cap the property Tax Deduction at 10,000 is unacceptable. Just hours ago, a judge ordered marcus jones to spend a decade behind bars a year after an incident that injured and elderly couple. He has an extensive criminal history. San Leandro Police worked the initial case but with the fbis help just hours ago, managed to get a conviction for possession of a firearm. But thats only one piece of a Gold Mine Police uncovered. We have learned marcus jones has a criminal past, gun charges, cocaine, robbery. He is the suspected driver of a black minivan who engaged in a shootout with another suspect in a car in november. That other car hit an elderly couples toyota prius injuring them. They are still recovering. Law enforcement got a search warrant finding drugs, guns, stolen identification, credit card making machine and a quarter Million Dollars in cash. The fbi says this collaboration and a judges max number sentence for the firearms charge keeps a violent criminal off bay area streets. Anybody who takes the takes it as lightly its okay to drive into the streets of a community and start launching rounds out of a window, especially when theres kids around, theres elementaries and kindergartens and they think thats okay, um, were here to stop that. And were here to work with the locals to ensure that this community of san leandro and the bay area understand that this is not going to be tolerated and were going to come down as hard as we can with every one of these cases at every opportunity we can where its appropriate. That winter storm warning in effect through the weekend in the higher elevations. They will see snow up there to the tune of maybe up to 3 feet of snow at the higher elevations. This is today. So its very light right now. This is the showers around here that were light on 80 and 50 but i suspect by tomorrow mid morning, getting on 50 or 80 if you are heading to lake tahoe, youre going to have delays on those passes because the snow will be falling at those levels to the tune of perhaps 6 to 8 inches to 12 inches to more at higher elevations. There will be wind, as well. Theres the system, its a pretty typical system for this time of year maybe a little more cold air than were used to but its got all the ingredients. We talked about earlier. You have it focusing up. Look where it goes down to Santa Barbara so this is a diffuse kind of energy pattern. Showers are widely scattered not real focused yet. Now, tomorrow morning, or late tonight, early tomorrow morning, the pattern will focus a little bit and when that happens, well say rainfall instead of in the hunt death when we wake up. Its drizzle now. Amazing to me, i mean, it isnt amazing, it shouldnt be after 30 years, but it it when it decides it wants to be fall and winter, it does just two weeks ago we were talking about record temperatures, a week and a half we were talking about record high temperatures and here we are now talking about snow in the mountains, feet. And a winter storm warning so boom, switches. Days are getting shorter. Nights are getting longer. Tonight some more scattered showers. You get under that, that will get you the wipers going. We have had a couple of those today. This still isnt the deal. Watch what happens, thats 2 a. M. , right about there. Theres the consolidation of the system. Theres the cold air typically drier air has you dont see clouds, right . These are clouds. So its cooler air here. Warm air here where they need the frontal band. Thats what this is. This is a cold front. North bay at 7 a. M. And slides south at noon. A quarter inch, maybe half inch way up here. But its enough. It will slow you down. A lot of people have kids playing soccer in the morning but tomorrow afternoon it clears out. I think the morning is going to be a little damp especially until 9 00, 10 00. Thats saturday afternoon.
