The other candidates said the appointment gave loftus an unfair advantage. Mayor london breed easily won election to her first full term. The next closest challenger had less than 15 . The mayor got a warm welcome from seniors at the lady shaw center around noon today. She said she was appreciative that voters passed proposition a, the bond measure to create more affordable housing. Where we are being responsible, where we retire old debt, and we bring forth something responsible that does not increase property taxes. Weve seen in most cases, a voter provides us with support, and it usually is close. The mayor also pledged to take care of the elderly with 150 million in new funding for senior housing. We are waiting for an update from the Citys Department of elections in a News Conference that is set to start any minute now. Once it begins, we will be sure to bring it to you live. Now we go to antioch, where police are searching for suspects in a shooting that left a teenage girl dead, and a teenage boy wounded. The two men were seen leaving the scene after the shooting. Efforts to crackdown on those potential suspects continues. Reporter were on a cul de sac where people have been known to park and loiter and hang out, but neighbors tell me, theyve never seen anything like this. All of a sudden, i hear pop, pop, pop, pop. Reporter a normally peaceful neighborhood in antioch transformed into a crime scene. We heard four or five rapid what sounded like either gunshots. Reporter a little after 7 00 tuesday night, someone opened fire on a car near the dead end of la jolla drive. A boy and a girl, both 17, were hit by gunshots. I just heard the shots. Four shots. And then i went and got on the ground. I saw cars zoom down the street. Reporter that car belonged to the victim who didnt stay put. Got a call from one of the victims, and they said they were shot while inside their vehicle, and they self transported themselves to kaiser hospital. Reporter the teenage girl died in the hospital. The boy is expected to survive. Outside the hospital, officers inspected the victims toyota camry, riddled with bullet holes. One of the suspects fled through some backyards. Reporter a motive for the shooting isnt yet known. Investigators are reviewing Surveillance Video for leads. They have problems with people loitering and hanging out on the cul de sac. The violence they say is a first. Its surprising, because this is a nice neighborhood, with families that have lived here a long time. Reporter but over time, residents say antioch is much different these days. Its gotten worse, and more, you know kind of different crowd is coming. Reporter the name of the 17 yearold girl who was killed has not been released. We are hearing that she lost her mother to cancer just last month. That mother leaves behind four other children. Fox 2 news. All right henry, thank you. After a dramatic escape, two Monterey County inmates are now back in custody this afternoon. The pair had made it through the border, into mexico and was trying to reenter the u. S. More on the bizarre turn of events. Reporter on the lam since sunday, jonathan salazar, arrived back at the Monterey County jail. A tip led investigators to mexico, where the escapees were captured at the u. S. Border around midnight, and driven back to salinas. Once we received that information, we notified the customs prerequisite agency. They were able to locate them, trying to walk back into the country. Reporter salazar was being held into a 2017 alleged gang related murder of a man in his 20s. Sunday morning, they tunneled into a bathroom ceiling, and escaped around 8 15 a. M. A tip of a salazar sighting tuesday, led sheriffs deputies to a motel 6 on highway 1, where an hours long standoff ensued. I heard that they escaped. Officers used a flashbang grenade, and k9 units. We got a warrant signed by a judge to go in and get him. Unfortunately, last night, he wasnt there. Reporter five hours after that, another tip placed the fugitives in tijuana, mexico. Monterey investigators contacted the u. S. Border patrol, and agents arrested both men as they tried to reenter the country. Theyre now back inside the jail they escaped from four days earlier. Weve done at least three security improvements. That one particular housing unit, and before anybody asks, no, theyre not going to be housed in the same housing unit. Theyre going to a separate housing unit, where they will be housed alone. Reporter investigators are checking to see if the former fugitives had help getting from here down to mexico, and why, once in that country, why turn north and try to reenter the u. S. . You make it to mexico, why try to come back to the United States . Only they can answer that question. Guesses, were they coming back to get something, like false ids . Who knows. But when i prosecuted cases long ago, there were times when i talked to defends in front of defense attorneys, saying the crime you committed was bad enough, but really, youre here because youre stupid. I cant think of any other word to describe these two. They get away, theyre facing murder charges here. They make it across the border, then they decide, i dont care what the reason is, you come back . Makes no sense. Are you surprised that they stuck together that whole time too . Theres the thought that you maybe split up. These were the two guys that came back across the border. They werent thing this thoroughly through. That was well planned, it appears. Okay, lets talk though. Do you think they had to have some help to get to mexico in the first place . You know, probably somebody got them a car, or drove them in a car down there. But again, who knows how they got there. They got it there somehow. Somebody might have helped them. Its up to them, the police will be talking to them, if they talk about how did you do it, who helped you, and we might litten your sense a little if you tell us who helped you. Back at the Monterey County jail in salinas, obviously, theres a lot of questions there for the Sheriffs Office to handle at this point, in terms of security. What are they looking at right now to try to make sure this doesnt happen again . Well they would go through the procedure. They talked to the other jailers that were there, and basically say what happened . How did this happen . How did these two guys end up in a bathroom, and how were they able to cut a hole into the ceiling . I think the hole was two feet wide, and they climb through, and off they go. You dont put two of them in there alone, because they can do things like that. The question for you, who did that . Why did you do that . Now theyre back in custody after this day long manhunt. What happens . Obviously, theyre looking at much more severe punishment now. Well, theyre being prosecutorred for murder. Gang related murder at that. Thats severe enough. If they use a gun, thats 25 years. Plus 25 to life if its severe murder. The District Attorney will be able to ask for a consciousness of guilt instruction. That instruction tells a jury that if you believe and the d. A. Has proved beyond a reasonable doubt that they escaped, which they did, then that points to consciousness of guilt, because theyre telling you, theyre guilty of this murder. Otherwise they wouldnt have run. So a jury will hear that. And this particular crime will allow either 16 months, 2 years, to 3 years to whatever sentence they get. Its consecutive, its not concurrent. They add it on to the end. Obvious their attorneys theyre going to fight to not have all of this, the escape admitted. You think it will be . Just wait a minute. You escape through the ceiling. You go to mexico, you come back across the border. Although all of that will not be put in front of the jury. Just the escape. And it took them a while to catch them. Those little facts will go in front of the jury, and the d. A. Will argue they wouldnt have run if they were not guilty of this, or innocent of this, but they did run consciousness, so factor that in to your thinking, whether you decide whether they committed these murders or not. Well talk more about the bay area forecast, and let you know if there is any hope with a chance of rain. When it comes to preventing large, destructive fires in california, time is of of the essence. As soon as firefighters are called out, the more likely it is theyre able to keep a fire from growing inside. Thats why one San Francisco based tech Company Called chooch ai is hoping to give crews early notice about wildfires. Joining us now to talk more about this ai tool is emera, the ceo of chooch intelligence. Right now, theres this guy that we talk about, between the time a fire may start out in the forest somewhere, and the time that its reported to authorities. And youre trying to lesson that gap in there. How is Artificial Intelligence going to help . Exactly. Thats the main problem today is the delay and the gap between the time a wildfire starts, and why the time its, people are responding to it. So basically were looking at satellite imagery, and every ten minutes, were inspecting every acre of forestry in california, which is about 30 million acres. So humanly impossible to do, because you would need thousands of people 24 7 looking at every acre. So what were doing is were training the ai to be an expert in that field, and having that deployed. And the Ai Technology is looking for heat, looking for smoke . Exactly. Heat, smoke. There are different sensors. Then what happens if the Technology Picks up on something . It sends an alert to the authorities. But would an agency like cal fire, they would have to sign up for this program or be using this technology. Exactly, it would be an email alert, or an sns alert to a human, and the human would look at it in more detail. It would either dispatch people to that area, or say this is a false alarm, but what it does is it creates a call to action for a human to look at in more detail. How much time do you think you can save firefighters . How much quicker do you think you can get them to the scene of a wildfire using Technology Like this . Almost immediately. So if you can, if were able to look at forestry every ten minutes, that means that we will be able to detect these fires in the very, very early stages. So when its a small bush fire, well detect it. And then people will be able to go there, and First Responders will be able to put it out, extinguish it, or do whatever is necessary very, very early in that process. And the Ai Technology also can pick up on potentially power lines that might be too close to trees or vegetation, which obviously, as we know has caused many destructive fires here in california. How do you pick up on that . Power lines close to vegetation. So basically, what were doing is were cloning Human Expertise into a machine. So it doesnt matter what it is. If its a wildfire, we would train the ai to be an expert in that field. If its power lines, or its vegetation, we would train the ai to be an expert in that field. So whatever a human can do, the ai can do even better, because youre able to scale it. So do you have state agencies like cal fire onboard with using this technology . And how long until its implemented . Were talking to other agencies which are responsible to respond to these types. Put this into production, next fire season hopefully with the support of all these different agencies. Okay, so this time next fall, potentially, well have Artificial Intelligence at work, as well. One of the many tools out there to try to detect these wildfires early on, which as we know is so important. We appreciate you coming in to explain all of this. Thank you so much. The bay area air Quality Management board says the new star facility began operating some of those things yesterday, that were not damaged in the fire back on october 15th, tens of thousands of ethanol, diesel, and jet file burned. The board says the cause of the fire and explosion still under investigation. We are still in our investigation phase. We are doing a joint investigation with contra costa fire, and osha. Were still looking at root cause. Health officials said that air samples collected during the fire did not show unusually high levels of toxic substance. High levels of particulates during the fire. Were stuck in this very dry pattern, mark, although we do have some of the clouds in the fog approaching the coastline. Were trying to revert back to a summer like fire. Stubborn near portions of the coastline. Fog pushing back into the bay, blanketing portions of San Francisco this afternoon. Inland, we have hazy sunshine. Heres the big view out here in the pacific, and see big circulation out to our west. This is an area of High Pressure pushing most of the cloud cover. The main stormtrack and the main dynamics to up and over the bay area. Up and over northern california. So right now, the only moisture we have is the form of some dense fog in the coast, and portions of the bay as we come closer toward San Francisco, and approaching the marin headlands. This is a live look out toward mount tan. You can see the peak here just over 2500 feet. Still a bit of a haze in the sky. Some of the smoke coming from the fires and burning into northern california, drifting closer to the bay area. Thats why we do not have Crystal Clear skies today. In fact, for today, the air quality advisory, heres a look at the some of the current observations. In most areas, green or yellow. Green is good. Yellow is moderate. You can see a lot of green reports scattered around the region. Moving the map closer toward the south bay for san jose, and santa cruz, moderate levels as well this afternoon. This is the summertime graph i think, a layer of warm air compressing the american air. Some dense fog still a factor near the coast, and right around the bay. As far as overnight lows. Another round of some 40s, even a few upper30s up in the north bay. Here we are tomorrow morning, 7 00. Clouds will clear back near the shore line, maybe a little sunshine for portions of the coastline tomorrow, compared to today. Forecast highs, not a big change from todays readings. 60s, all the way to the upper 70s. A few spots near 80 degrees. Coming up, well have more with that full forecast coming up in a few minutes.
