As it happens the city director of election said his department has already spent the last two weeks mobilizing, to prepare for the general election. We are still considering how we can run the election at polling places where we can provide social distancing to voters and to the pole workers. But simultaneously also planning for my by mail election. To make the said we are focused on ensuring access to voting for everyone in the upcoming election and will explore all options. Supervisors are not waiting. At tuesdays board of supervisors meeting they are pitching their legislation which would still allow some polling places for people to vote but would require the city to expand vote by mail to include everyone. We dont want to have to force people to worry about if they are registered the right way or sign up for vote by mail. They should get that valid directly either way and should be able to send it line up. The Elections Department has already designed envelopes for november so if they need to put in an order with suppliers they can do it early so its not caught up in the supply bottleneck if other areas moved to vote by mail ballots as well. They are looking for a directive from the Governors Office as to whether they will go with vote by mail or traditional voting process. That decision is expected sometime early in may. Still months away from election day, but never too early to start preparing. No doubt about that, thank you. A man with a knife got into a confrontation with police earlier in the day and thats when officer said he ran into the building and barricaded himself inside after he was shot at. Reporter San Francisco police have been at the scene all day since early this morning, let me show you a life picture, patrol officers have blocked off streets as is what team and negotiators try to bring the stand up to an end. It began at about 6 30 in the morning when San Francisco police were called about a man with a weapon the other peer hotel. We received a call, a person with a knife on the 500 block of jones street. Officers found the suspect and they were some kind of confrontation. Ed shooting occurred. N officer at least when officer opened fire, and police are not ng what led up to the shooting. Its also not clear if the suspect was hit. Its unknown at this time if the suspect has any injuries from the incident. The suspect ran around the corner and barricaded himself inside glide memorial church. They were still offering free to go meals to the needy but already close the dining room because of the coronavirus pandemic. Negotiators came to the scene and try to get him to surrender. We are in munication with the subject, our Tactical Team as well as our crisis and office negotiation teams are unseen. Police say they are hoping for a peaceful ending to the standoff. We are prepared to have this and at any time. We are prepared to stay here as long as it takes to create the best outcome and resolution possible. At this point we dont know the suspects name and we are also not privy to any status of the communications between the man and the lice. We dont know if theyve made any headway. Late today the Senate Passed a nearly 500 billion coronavirus stimulus package, which the house is expected to vote on later in the week. The bulk of the money in this bill, more than 300 billion will go to replenish the Paycheck Protection Program that ran out of money last week, leaving a lot of Small Businesses in the lurch, and looking for those loans they were hoping for. How important is it for congress to replenish those funds, in particular . Its absolutely critical, especially because of the Small Business being the engine of so much in the economy. As we look to oil prices that have been dropping, as we look at reverberations around the economy, hitting those Small Businesses, lets say less than 75 to 50 employees will be critical to getting the economy ramping back up. It also illustrates two problems, one inside the beltway, which is how does Congress Vote when the house returns on thursday, do they go to a proxy system and what does it look like . In addition it illustrates problems outside the beltway. You are starting to see movement and some folks that are arguing against shelter in place. That kind of battle will ramp up as well over the next couple of weeks well this is all going on. When you say a proxy vote, just so we are clear, that means you would have members who are present within the House Chamber that could vote for other members who are staying at home in their respective states thats correct there are some members that are unable to return, caring for sick relatives or at severe risk if they do return. Republicans will object to that wholeheartedly, as a caucus. So this is where the white house will be very important. Someone like mark meadows, the new republican chief of staff if you will for the president in the white house. Mark meadows also comes from that freedom caucus, so folks will push back the back channel negotiations between the new white house chief of staff and kevin mccarthy. That will be important in terms of moving them forward. The house will what comes next. Democrats are pushing for more money to stay in the local government and they did not get that. Republicans got more money for Small Businesses out of this current bill, so the next version of the recovery bill, whatever those will look like, that will get a lot more as this drags on. Another big Sticking Point in negotiations for this particular package was over coronavirus testing, and the democrats, they were pushing for the federal government to basically come up with a National Strategy to try to ramp up testing. Republicans were pushing back against that notion, trying to shift this onto the individual state, what was the rationale there . Why did we see a dispute over that particular issue . The dispute over that particular issue is whether or not the white house can spearhead something that is going on at different rates at different states. If you have looked at the relationship between gavin newsom and President Trump thats been happening on parallel tracks while california has been trying to purchase kits, mask california is not alone, new york and other states where hotspots are popping up, so coordinating all of this has been a bit of a jumble between cdc, the fda, between all the different coordinating federal agencies in the white house has wanted to stay handsoff while at the same time getting some play or some credit for moving legislation and moving the narrative forward read that kind of backandforth will continue until the white house tries to find a role where he can move toward a more formal set up plan that advances what the reopening looks like to restart the economy and move America Forward again. I will be signing an executive order to temporarily suspend immigration into the United States. The president said today that the sixtyday pause will only apply to those seeking certain green cards. More details are expected tomorrow. Guestworker programs including those for agricultural and high tech workers will reportedly continue. No one likes it, the president did not want to put travel restrictions in place, but we have to because of this terrible virus. A spokesperson for the aclu said the president appeared more interested in defending anti immigrant flames and saving lives. Others noted that thousands of essential Healthcare Workers are foreignborn. For more on this we are joined this afternoon by david levine, constitutional law professor with uc hastings, david, thank you so much for being here this afternoon. Nice to see you. First, explain where the president gets the authority to do this. Well, we havent seen the executive order yet, so we cant be entirely sure, but broadly speaking we are talking about two different things. One is the president certainly has significant authority in the area of immigration. That was affirmed by the supreme court. And then when you add on top of thatthe president a lot of power to act. So what would be the advantage for the president to take a step like this amid the pandemic . Well, its not clear, in a way this is more dark rather than bite, because after last night, the president tweeted that he would suspend immigration entirely. Now what he is talking about is something very small. Certain green cards which are people who have u. S. Citizens or their relatives, or they have green carded people who were permanent residents already trying to bring relatives in. In certain cases these are very high level specialized people, and overall its not that many people. So what the president is doing is clamping down, a very limited area and leaving open vast areas. Hes not clamping down on guestworkers because apparently friends of his or her Business People said he cant do that. Agricultural workers. So its a very, very small slice of the immigration pie. So that he can say he is doing something else. Also remember, across the world, just as we are under shelter in place orders, our consulates and embassies are really restricted in terms of who can come in, meaning to those things, whether its in paris, buenos aires, wherever. So as a practical matter we were getting a trickle of these applications through anyway. So again, we get a big headline, but until we see the actual executive order. It may mean a whole lot less than it might seem at first. I think a lot of people sort of imagine that immigration had effectively stopped, no naturalization ceremonies, things like that are on hold because of the coronavirus. Thats right, immigration is so complicated. At one end youve got casual tourists, people coming from canada to shop for the day, Something Like that. A lot of that has been restricted to essential travel. People who live in southern ontario going to work in hospitals in detroit, so we already have limits they are. The president is focusing on the policies where people who are here permanently are able to bring other people in permanently plus a certain number of workers. Again, a very small part of the pipe. And you are right, a lot of immigration has already been restricted. Visitors, visas, that sort of thing.
