The longshoremen stand with black americans. This is an historic occasion. This action on the part of the ilwu is the first time in American History that an International Union has commemorated the emancipation of africanamerican people in the United States of america. Reporter organizers are saying it is time for a new generation to take up the fight for equality. We are tired, and we are exhausted. This is a different generation and we will not sit by and accept what is happening. We will be out there and start the action. Reporter speakers talked about this moment of National Reckoning coming on juneteenth. On the other side of the bay, there were scattered protests including a rolling protest with drivers holding up signs and honking their horns in solidarity with black lives matter. At city hall, hundreds gathered demanding the city shift funding away from police and remove Police Officers from city schools. A youth rally drew hundreds to the santa clara Country Building for a local registration event. They called for the release of all young people being held the Juvenile Hall. They say the black youth are nearly 7 times more likely to be admitted to Juvenile Hall than their peers, and that number is nine times for latino youth. We want to allocate the funds coming from Juvenile Hall and give that back to our youth so they have the resources to turn their lives around and prosper. An event was held calling for funds to be shifted from policing to the community and for increased investment in black possesses. Faith leaders called for change on this juneteenth announcing a march through san jose tomorrow focusing on police reform. Hundreds of family members and friends said farewell to a federal Law Enforcement officer who was killed in the line of duty. A Public Memorial Service was held at the high school where David Patrick underwood once attended school. The acting secretary of Homeland Security as well as state and local leaders were among those in attendants. He was killed and another Security Officer was wounded on may 29 while guarding the oakland Federal Building. Two suspects that her extremists are behind bars in this case. One is accused in the amperage attack that killed santa cruz sheriff Sergeant Damon gutzwiller. Its easy to want to live in a peaceful work. It takes a special person to allow us to do so. John purvis an attorney from his family who attended the funeral said he intends to file a civil suit against the city of vallejo. We will be filing federal civil rights lawsuits in the near future. Are these increases but you would expect to see with more of the economy reopening or is there something more concerning care . Yes. It is expected. The virus is still going on. Just like today the w. H. O. Announced new cases. I think this is expected because the reopening of the economy. We are seeing in some spots here in california some parts of the state were some counties are taking a more cautious approach. In san diego they put a pause on the reopening strategy. Santa clara county seems to be doing the same thing taking it slow in terms of reopening. As we continue to open up more and more businesses, what are the most important metrics we need to look at to know if we need to dial things back. I think that we have to continue the testing. That is the most important way to really monitor the spike of the new cases. And i feel there is a question about trying to find a balance between Public Health concern as well is reopening of the economy and society. We all agreed that we have to open the society and reopen the economy. At the same time, there is a lot of concern because of the ongoing pandemic. One life is more important. And so i feel that the reopening of society is something we have to do what we have to do. Keep the social distancing and really make sure that we minimize our exposure to the virus. I think that is what we can do with the reopening of the economy. What we just saw yesterday as you well know, the governor put a statewide order in place saying Everyone Needs to wear a mask out doors. How important is mask wearing . If we get more people to wear masks when theyre out in public, do you think that will dampen the increase in cases we are seeing right now . Yes. I really believe that wearing a mask will play an Important Role in reducing the potential exposure to the virus. As we know, there is so much data that shows social distancing is one of the most effective ways to reduce the exposure. And the reopening of society and the economy and clearly it is almost impossible in several cases to keep the social distancing like public transportation. In that case, you have to really put on a mask. That is one of the ways that will really protect you from exposure to the virus. And id like to point out one more thing about when the mask is protection from other people. Wearing a mask, one of the most Important Roles of wearing a mask is not only protecting you but other people. We know a lot of people like the elderly and the people with underlying medical conditions are highly susceptible to covid 19. I am finding that a lot of folks in Law Enforcement especially our chiefs and our sheriffs are interested in showing the public that we are ahead of the kurd. You saw there was some of those reforms are including a ban on the chokehold and changes in the way that intervention is done in the state. Another hot topic was this mask mandate. The governor of california saying we must wear a mask of for outside if we cant socially distance. How do you enforce that . He basically said what, its not that enforceable. We will probably not have cops out there on the street writing them tickets about masks. Is an honor system thing. He hasnt 86yearold mother at home and he would not want to bring something home to her. Youve got to be a good citizen. Some candor on the issue of masks from the attorney general. Indeed. A bill that would make ethnic studies classes a graduation requirement is working its way through the state legislature. Students would have to take a three credit class. I think anyone that has been following recent events of the days with the protests and dialogues understands how important it is to understand diversity in our communities. This is good educational policy. Ethnic studies lead to more positive social outcomes and allow students to introduce new perspectives and have some with Critical Thinking and increases empathy. There are a lot of good reasons. What do you make of the opposition from the university. It argues against legislative interference and that the process should be left to the individual institutions. In addition to the fact that we need to have these conversations, and what we are going through now highlights that need. We know that this is good for students. We are helping to train students to engage better. Everyone knows that he who doesnt know their history is bound to repeated. By educating our students and the history of slavery and oppression and segregation and the civil rights movement, the struggles that so many of our Diverse Communities have had, this is how we create a just future for california and bring our communities together. Update our viewers on where this bill stands now. It was just voted on by the california state assembly. It has been, voted on by the state senate and approved by the assembly. It will shortly be going to the governor for hopefully his signature. It will be up to our california state University System to implement it. Before i let you go, when would it be implemented if the governor signs it . The earliest would be january 1 of next year. Very likely for not this coming years curriculum, before 21 22. In california the police chief association has endorsed a plan to weed out bad officers the break the law or have a history of complaints. They also support the state Attorney Generals Office investigate aggressive force incidents. Two officers involved are facing criminal charges. We are in probably the most Pivotal Moment of our history. And to see things that are breaking out like they are it weighs on my heart. It is that individual responsibility. The governor of colorado signed a Police Accountability bill. It will limit use of force and requires body cameras. We have new information in the shooting death of Breonna Taylor in kentucky. The mayor of louisville announced that one of the Police Officers involved will be fired from the department. He will be fired and two others will remain on administrative reassignment. She is the emt shot eight times in march when officers no knock search warrant at her apartment. Detectives violated two standard operating procedures. They were conducting a narcotics investigation and found no drugs in the home. The coronavirus appears to be spreading quickly among inmates at 10 clinton present. The latest numbers from the state show 80 confirmed cases at the facility compared to just 15 cases two weeks ago. Joining us to talk more about this issue is love love love. Her son is serving a sentence for voluntary manslaughter. We appreciate you coming on to talk about this issue. You have obviously been in close contact with your son and he has described the conditions there. How worried are you when you hear about this recent spike in covid19 cases . I am very worried. There are conversations with my son where hes telling me they cannot go out for fresh air. There is no hand sanitizers or enough so for them to wash their hands and things like that. They are not able to go outside and get air. The issue happened in may when there was a transfer, a reckless transfer of inmates sent over from a prison in chino, california. My sons house in an area called reception. That area is the one that i am talking about. They cannot go out for fresh air and they are not able to submit grievance forms to let others know about what is happening about these issues. I appreciate you giving me this time to bring this up. Sure. And youre referring to this transfer from the California Institute for man in southern california. They were transferred to san quentin late last month and a number of them tested positive for the coronavirus. Those inmates who tested positive are being isolated. Are you hearing that same thing when you talk to your son . Does he feel like enough is being done . No. My son is actually able to cure other inmates coughing and having a hard time breathing. It concerns me deeply. I try to keep in contact with him. When he calls me, i asked him what is going on. It doesnt seem like anyone is doing anything about it. They are left there alone. What is your message for those who are in charge its san quentin and in prisons across california . What are the changes you think should be made to improve conditions and keep everyone safe from the coronavirus. I mean, i believe that everyone has a right to a healthy environment whether they are in prison or not. This is all part of the systematic racism that we see toward our black and brown young men whether in are out of the prison system. I want them to be healthy. I want people to see and i want people to be aware of what is going on and be aware that our family members and our loved ones are incarcerated and not forgotten. I want our state representatives to get involved. As we all know, credit areas like Retirement Homes and prisons are a hotbed for the coronavirus. I want people to be aware. I do not want our loved ones to be forgotten about. I really appreciate you coming on to highlight this important issue regarding the safety of inmates and others behind bars. We are joined by Susan Anderson with the California Historical society. What does this day mean and our state . I think the day means what the original name was which was emancipation day. It is a holiday that has been celebrated over generations as a counter narrative to the glorification of the confederacy. And instead, to tell a story about the way that u. S. History developed with the vanquishing of the south and the emancipation of African Americans who had been held in slavery. It is a celebration of freedom. It is emancipation day. California is part of this narrative because we have had our own reckoning with slavery and emancipation. And that is what i was going to ask you about. Californias role in the civil war and slavery. California was on the side of the union by the time the war broke out. Californias early history was dominated by proslavery Political Forces in the ports, the schools, legislature, and even though we were a free state when we were admitted to the union in 1850, unfortunately, slavery was practice in the state. There is a lot of evidence of the practice of slavery. There is newspaper ads talking about selling people of public auctions. There is lawsuits in court records. There is also a lot of evidence of the resistance of the anti Slavery Movement in the state. So california is an integral part of that civil war history. We certainly have been observing juneteenth in communities around the state. We are part of that story, there is no question about it. Obviously, susan, this year particularly, we are seeing a purse for this day to be embraced and recognized by more than just africanamericans. It is an american holiday. In the same way that we celebrate the birthday of Martin Luther king. Martin luther king day is not a black holiday, it is an american holiday. Juneteenth as well and the celebration of emancipation and the equal rights of all. I do not think there is anything that could be more american. The push to make it a National Holiday is a push to make it an american holiday. As we wrap up our conversation, what would you encourages californians to do on this day . I think we are in a time when all of us are confronting history and confronting our paths. This gives us an opportunity to acknowledge things that are been swept under the rug when it comes a california history. We have to look at the ugly parts of our past and reckon with them. At the same time, we have a lot to celebrate because of the tradition of fighting for freedom because of the tradition of people who stood for emancipation and continue to assert that over all these years. Today, people gather to mark and commemorate the state known as juneteenth. Hello to you. We want to give you a life look at a gathering at oaklands lake merritt for a juneteenth celebration. It dates back to june 19, 1865 when enslaved people in texas learned they were free two years after slavery ended with the emancipation proclamation. This celebration has new meaning. Earlier today longshoremen and ports across the west coast halted work to demand racial equity. They stopped work at 28 ports were thousands of people gathered in support and march in solidarity.
