Very dry and eventually it is expected to be very windy, especially in the hills. Outside our doors in this area, a live look in San Francisco. Many are cooler today. Six degrees cooler around the bay anywhere from 3 to 4 degrees cooler. That begins to change tomorrow with a warmup expected for the bay area on saturday. By saturday night we expect the winds to pick up and were looking at the hottest and driest and windiest days come our way as we get through saturday night through monday morning. Thats when the red flag will be in place. It will be parts of our hills as well as the east bay. The temperatures, when i expect the inland cities to hit 100 degrees. Coming up in just a minute. The approaching heat wave this weekend is putting firefighters and responders on alert. We are joined niall now live with what we know about fire season hitting his peak. Reporter as far as this goes, this is basically and the north what bay a power watch. There is a heads up, no official decision to do anything about power outage in the north bay. Not true in other parts of the state. Wind events have a way of spreading their influence and their threats. The National Weather service issued a red flag warning for the north bay and the inland east bay beginning saturday evening at 9 00 and until 8 00 on mountain peaks, wind to 50 m this is a quadruple threat. In tents winds good whip up controlled fires into firestorms. We are taking initiative to staff are engines in the units that are not out on the 25 meter fires. We will put additional staffing out. That will go across the board. Our house is behind the hill. Its something we think about when the high winds come, we make sure we water down the backyard. That raises the unlikely specter of the potential bay area power shutoffs. But, potential israel for three sierra foothill counties. We do have a team of meteorologist standing by 24 hours a day seven days a week to make sure they are monitoring changes to see what the trends in the weather are and to see if we need to make adjustments reporter prevailing winds could pump a lot of smoke back into the bay area, forcing even more hunkering down. Lease department is increasing patrol officers downtown san jose. They have had three homicides in a matter of days. We are joined with more on whats happening in downtown san jose. Jesse. Reporter the increase patrols come at a time when crime is down in the city of san jose. A lot of that contributed to the pandemic and shelter in place. Still, a spike in Violent Crime prompted them to act. In a paradoxical twist, lower crime rates are reducing more Police Patrols in downtown san jose. We are taking resources in the division and putting them in those areas where we have those recent homicides. Reporter three killings spanning five days rock to downtown. September 16th, two people were killed when a hail of bullets was sprayed on south eighth street, blocks from the san jose state campus. This is a college area so it should be safe. Reporter monday, someone stabbed and killed david perez, directly across the street from city hall. The crime was not random. People are on edge. Unfortunately, during hard times, usually when stuff like this happens. Reporter the Police Department adding 12 patrol units to the downtown area this week. Staffed by 10 officers, the ships will get additional officers. It serves the community and that lets them know that we are aware of what is happening. This is a effective strategy. Reporter a professor at san jose state university, he said more boots on the ground will serve as a deterrent to crime. Longterm solutions require collaboration. Members of the Community Share equally the responsibility to maintain safety in the community. Reporter the added patrols continue in the weekend. And no word if its extended beyond that. A black trams lives matter rally was held outside of San Francisco city hall. Other Civic Leaders were on hand as well is members of the transgender community. There has been a huge surge of violence against transgender people in the u. S. The majority of the victims have been black transgender women or trans women of color. The family of Breanna Taylor is calling on the grand jury to release transcrithey can cleare the police officers. Did he present any evidence on Breanna Taylors behalf . Or did he put a unilateral decision to put his thumb on the scales of justice . They are calling on the republican general who is recusing himself of the case. There seems to be to justice systems in america. One for black america and one for white america. This is been emphasized by this grand jury. Restaurants in another San Francisco neighborhood has welcomed san franciscans back for out door dining. They can eat outdoors while maintaining a safe distance. This kicked off yesterday. It was the first day, how did it go . I thought it went well. We did not have any problems at all. A lot of folks were saying is this going to work in the tenderloin . It works great. The set up was amazing, the restaurants were super excited, they have been waiting for this, they took a huge hit during covid. The neighborhood has taken a huge hit. It is something we were looks forward to. A lot more dining out there and more this weekend. A lot of them took a hit as you said, how bad was the business impacted in the tenderloin . Did some have to close permanently x we had some of our businesses along larkin street and golden gate that stopped serving food entirely. They have opened back up because they are doing outdoor dialing dining. Many are doing just delivery. Some have upwards of 90 of their customers in revenue. They posted during lunch fic its a neighborhood thats been hit really hard. We have one of the highest rates of covid in the tenderloin. A neighborhood who wants to come alive and do it in a healthy way, this has really great food. A larkin street is known for vietnamese and thai food. We want to offer that for the rest of the city again. You touched on it here but i want to follow up with the question. A lot of people think tenderloin, we were talking about a handful of restaurants suing the city, do you feel like there is a transformation in the tenderloin . Or do people feel like there is a long way to go . The tenderloin has challenges. It still does. Ere has been a l progress. We have made a huge effort to make sure we have cleaner streets. We are getting folks that are homeless in hotels and housing. We are investing in the neighborhood. It will only get better if people support the businesses and people here. This effort to close down streets and support businesses is part of what i hope is a tenderloin renaissance where we really support the neighborhood and residence. People who live here are really excited. We love when people come and visit. I hope you will come and see us on larkin and golden gate and support the community. A lot of work went into getting to this point in Outdoor Dining in the tenderloin. How long do we see the weekend closures and do we expect to see more in other districts . This will last for three months. Its thursday, friday, saturday, sunday, 12 00 until 8 00. To get lunch or dinner. We hope it will continue and other streets. We have stephenson and full some experimenting with this. I hope its something the stays in San Francisco over the long term. People like to eat outside when the weather is nice. We have events. As we take a look peak at the central bay. Moderate as well. South bay where we are green, meaning good air quality for santa cruz. We have winds north and northwest. As we get into a closer look at whats going on, a bit of an onshore breeze over our hills. We are seeing the wind coming from this direction. Of the moist air and clean air, that will change getting into the next 24 hours or so. Move through the pacific northwest, the highpressure will revealre warning in place for the weekend. The state has seen 800,000 confirmed cases. 3400 new cases reported yesterday. Overall 15,000 californians have died from the virus. 84 more deaths were reported yesterday. The test Positivity Rate in the state is now down to 3 . California Health Secretary is cautioning that positive trends on covid19 may be changing. During a briefing today, dr. Mark galli showed how case numbers were going down mid august but the last week or so, cases starting to trend upward and mary many areas. Emergency room visits related to covid19 are moving up. Hospital admissions are going higher. The forecast is that the number of people in hospitals could double. Shortterm forecast for todays conditions predicts increased hospitalization. Currently we are at 2578 confirmed positive in the hospital. One month from now, october 25th, projection show we will be just shy of 5000 hospitalizations. Dr. Dally said its hard to tell but the state may see a spike in cases because of labor day and as well is evacuations recently. Theres growing concern about the overlap of covid19 and the flu, with doctors seeing early cases of the flu in california. Now the question is, where do we go from here . We know there are two republican senators who already said they do not want to vote for a nominee, any nominee, before the election day. But they need four republicans to say that, democrats need four to stop the nomination. If theyre able to keep everyone in place, they could get this group. Senator box and said shes not convinced. They hope to peel off a couple more republicans. Should the democrats try to add more seats on the Supreme Court . She said everything is on the table. She wasnt endorsing the idea, necessarily but its an idea to think about and debate of democrats are in that position. She feels like the seat and the seat before it was stolen from them. It seems that Senate Republicans have the vote to confirm judge Amy Coney Barrett, who benefits the most politically . Does this fire up the president s base enough and get them going as we head towards election day . Or does this motivate democrats to push back . I think who benefits the most politically are the people who want a lot of Voter Registration and voter participation. It fires up both bases. Its something that gets to the heart of why people are democrats and republicans. You can make an argument that President Trump benefits politically in a day when you are not talking about his covid 19 response which is the weakest thing he has going politically. This is a distraction, something else. The fact that this is able to change the discussion likely helps him. Also a reminder to a lot of republicans that may not be huge Trump Supporters but believe in a lot of republican principles, this is a reminder of one of the things they care about most which is the judiciary. No doubt it also fires up the democratic days. Likely we will see record levels of participation in this election.
