Officer Andrew Barclay with the chp says officers work diligently to deescalate the situation. In the holes that you see in the back windshield are not bullet holes. They are less lethal, so the swat teams are going through options that they have right now to try to get the individual to surrender his weapon and ultimately surrender both direction of highway 80 were shut down for hours before the standoff concluded. At. The exact location of the standoff was along i80 at green valley road 680 interchange near fairfield and cordelia. Heres a look at the traffic in that area. Other news now, San Francisco could soon be home to what some elected leaders are calling an entertainment zone. As ktvu Christien Kafton shows us, the plan is all part of an effort to attract more people to downtown San Francisco. San franciscos mayor is proposing legislation to turn this section of front street between sacramento and california into the citys First Entertainment zone. We want to put a smile, filled with joy on the faces of san franciscans and the people who live and work here. Overall, the zone would allow bars and restaurants to sell alcohol during outdoor events. Duncan lay reopened harringtons bar and grill just before Saint Patricks day, after it had been closed for about four years. He says while business is okay midweek, it falls off dramatically over the weekends. He says an entertainment zone would help the opportunity to activate a street like this so easily, and then to have people spill out into the street from the business and back in and just create this free flow of energy and entertainment, it seems, is really exciting. As a as a business owner, right. The mayor says the legislation is part of her plan to revitalize the downtown. My 30 by 30 plan to bring 30,000 students and residents to downtown by 2030. And some excitement of residents, businesses, restaurants. But fun has to be a part of the mix. And what is more fun than creating an entertainment zone state senator scott wiener authored sb 76, allowing San Francisco to create the entertainment zone and says it wont mean nonstop mardi gras. I saw a headline this morning about bourbon street. And yes, new orleans is a lot of fun. Nashville is a lot of fun, but there are a bunch of states that have done this michigan, ohio, i believe new jersey visitors to the area like these business students from uc berkeley say its a great idea. The city is quiet now. A lot of people are moving out to the south bay. So if this is the way to keep the Younger Generation and make it like a fun place, that would be such a good idea. But not everyone is so sure it will work. It is definitely interesting and they need to do something down here. Its been pretty bad. I mean, im not sure how many people are going to make it all the way down here. Its kind of pretty far from all the other entertainment in the city, right now. San francisco is the only city that can have these kinds of entertainment zones. But state senator scott wiener is working on legislation to change that so that other cities can have entertainment zones if they want to. In San Francisco, Christien Kafton, ktvu, fox two news. Well, it may be may, but we arent done with the rain just yet. And for that matter, maybe even snow to marc. Is that is that possible . Yeah, definitely. We have a big time changes headed our way. Northern california here in the bay area. Frank with rainfall in the sierra picking up significant snowfall. Yeah. So a reminder of winter with this system coming on board. It has been a nice weather stretch though this week. This was the scene looking above golden gate park, looking out toward ocean beach in San Francisco and today we had temperatures. Lots of 70s. Look what happens tomorrow, saturday. Rainfall, temperatures barely making it into the lower 60s for tomorrow. And in the sierra, this was from tahoes west shore. From homewood you can see that snow melt starting. You can see right around the at the little tower there by the lift. Theyre going to pick up significant snowfall in the sierra. In fact, enough that they have upgraded this to a winter storm warning begins 11 00 saturday until 8 a. M. Sunday, and snowfall potentially could be around 6 to 18in. The higher peaks could be topping 20in. So yeah, thats like not just not just a little bit of some snowfall. Itll be adding up for tomorrow. Heres a satellite where you can see partly cloudy skies over the bay area. We have some patchy fog resurfacing. Here is the system. This looks like the middle of february or march, and some speckled cloud cover out there in the pacific. A good signal of some cold air that will move in as far as the winds. Right now we have a westerly breeze out toward the oakland airport, gusting to 40 miles an hour. Sfo westerly breeze at 24 miles an hour. And here is our live camera from the south bay. Probably the key change here is just some patchy fog trying to work its way back into the area. So in the short term well see this fog move in and then eventually some mid to upper level clouds in fact already some higher clouds moving into the region. Current numbers have cooled off to 53. In San Francisco, concord 69 and san jose in the mid 60s. Here we go. Tomorrow morning. The rain clouds are here, especially up in the north bay, and that rain line will gradually spread to the south. Here is the forecast model as you can see. Look at this. This is 7 00 and moderate to heavy rainfall. Maybe some isolated thunderstorms. This is 11 00. The focus will be focused in the south bay. And then 1 00 still some rain out there. And then some breaks in the action by 4 00. So maybe a chance to get outside tomorrow afternoon. But theres still a chance of some lingering showers. And then we should have improving conditions as we head towards sunday. So a drastic change. This area of High Pressure has been warming us up over the past several days. This is a system that moves in first thing saturday morning and then on sunday its going to move on out of here. Highs for tomorrow will be in the upper 50s to right around 60 degrees. A significant cooldown with barely making it into the lower 60s for tomorrow. Partly sunny skies on sunday, and then were going to gradually warm things up into early next week. Back to our regular programing here with the spring pattern into early next week. Frank yeah, well look forward to that. Okay mark. Thank you sir. Ktvu jesse gary shows us how calls for a domestic disturbance escalated into a shootout. This is the classic reason why police work is so dangerous. Its the unknown. You could go to this call a thousand times and nothing ever goes wrong. And the thousand and first time is this one. San jose acting police chief paul joseph says two patrol officers lucky to be alive after confronting armed felon Kevin Briones around 1030 thursday night. A front desk receptionist at the Extended Stay Hotel on san ignacio avenue near bernal road called 911, saying someone in a third floor room needed help. A mother and children were sheltering on the other side of a thin motel door from a known man who had recently committed violence on them. Two arriving officers confronted briones in a hallway. Investigators say the 33 year old felon, who was wanted on two warrants, reached into a duffel bag, pulled a stolen nine millimeter handgun and opened fire. The two officers returned fire, rattling hotel guests. They came banging on the door very shortly after, saying that we had to shelter in place. They let us know that there was officers down. Im shaking. Im scared. The officers on the force one year and two and a half years were both injured, with the junior officer being critically wounded. The second officer immediately pulled the more seriously injured officer to safety and immediately began assessing him for injuries as went to apply a tourniquet before he even realized that he himself had been shot. Briones jumped through a third story plate glass window onto the ground below, and tried to escape. I didnt think anything like this would happen, but. But you never know. You never know. You know, things are crazy now. Backup officers found him a short distance away and arrested him thanks to the swift and courageous action of our officers, no one else was harmed. And theres no ongoing threat. One officer was treated for moderate injuries at a nearby hospital and released. The other remains in Critical Condition. But chief joseph says the prognosis from surgeons is promising. Are these life threatening injuries . And she said they are, but hell survive. Briones is also in Critical Condition after being hit at least once in the exchange of gunfire. Officials say this case points to a convergence of criminal justice factors that must be addressed. Illegally possessed guns continue to proliferate our streets and place our community and officers in danger, the chief says. Over the past 15 months, 12 San Jose Police officers have been targeted by gunfire. Five officers have been hit. Briones remains in the hospital and wont make a Court Appearance until hes discharged.
