Noon. Good afternoon. Im gasia mikaelian. Governor gavin newsom is holding a News Conference right now on his revised budget for the upcoming year. Ktvu Jana Katsuyama has been monitoring this developing news. Shes live in our newsroom with more jana garcia. The News Conference started at 11 00, and the governor is still laying out his plan and talking with the press. The governor was very specific about what the problem is. He said that the revised budget is lower than his original 310 billion budget that he first proposed. This may revision is just 288 billion. He says that tax revenue came in well below the projected levels, requiring cuts and pauses in spending for programs that were originally expected. He says the state now faces a 27. 6 billion deficit, which means budget cuts and delays. The solutions were about to set forth are overwhelmingly supporting existing core programs without short cuts. And i say overwhelmingly, not exclusively, because im not naive. There are areas where Core Services are being impacted, but the vast majority are being protected. So far, the governor has laid out some of those one time cuts, such as calworks employment services, youth behavioral health, water storage actions, as well as eliminating some 10,000 vacant jobs. Others will be ongoing cuts, he said, including reductions in prison housing by more than 4000 units, middle class scholarships and cuts to state and local Public Health departments. Now, just about 15 minutes ago, the governor handed over the podium to some of his budget experts to go into more detail. Another big point, he says, is that california has a very progressive tax structure thats impacted by volatility and changes in Capital Gains and the markets he is pushing for a two year budget cycle to better address some of those issues. Now, as we mentioned, the News Conference is still going on and were going to be listening to for more details. Have those later on coming up in the for dana, lets look ahead a little bit here. Whats the next step in this process. Well, garcia, after he finishes this theres going to be a lot of analysis by lawmakers on both sides. Some people resorted to lifts and ubers to get to macarthur, to then take the train to San Francisco. Complete strangers split the cost. Other people headed up toward richmond, waited for a bus to take them north. It happened sometimes. What are you going to do . You know the problem lasted about four hours. Bart, riders in the east bay should expect delays this weekend as workers begin what bart is calling a major track rebuilding project. But the construction is happening saturday and sunday in southern alameda county, between union city and south fremont. Free busses will be provided to riders during the stretch. The California Public Utilities Commission unanimously approved a controversial plan that will change how Customers Energy bills are calculated. Hundreds of children are expected to take their bikes to oaklands lake merritt tomorrow for an outing organized by local cyclists, meant to promote safe and fun activities. Happening today, Santa Clara Valley water has invited reporters to a guided tour of the new diversion tunnel at anderson dam. The water agency says it expects to wrap up work in just a few weeks on a new 1700 foot tunnel. Engineers say it will provide far greater control over the water flowing into Santa Clara Countys largest reservoir. Meantime, the cost to bring the anderson dam up to modern earthquake standards recently climbed to 2. 3 billion. Scientists say a dramatic sun storm could produce Northern Lights tonight. That could be clearly visible over many parts of northern california. Theyve created from solar flares from the sun and nasa Scientists Say flares that started wednesday are the strongest theyve seen since 2005. The aurora is expected to be the most visible tonight and tomorrow night, but youll need to be somewhere very dark to spot it. So likely not in the middle of downtown San Francisco. And it wouldnt be too bad in San Francisco as far as viewing that Northern Light spectacular tonight. Except theres too many bright lights in San Francisco, right . But the skies will be fair. In fact, if you do have any plans to wake up in the middle of the night because thats when well have the best viewing, it will take place between 1 a. M. And 4 a. M, and the best advice is stay away from the bright city lights or any other kind of bright lights. And what you can expect is a warm green glow near the horizon. So again, the best viewing between 1 and 4 a. M. Take a nap tonight and then get up because this is our best chance to see it. Actually since 1859, when the Northern Lights were viewed all the way south into alabama, and we do have a chance all the way into southern california. And again, thats what it will pretty much look like right there on the horizon. This is what it looks like right now. Lots of people just hovering around the beaches today because the air temperature right now 61 degrees in half moon bay, but its 78 degrees already in San Francisco , 80 in walnut creek. The temperature difference from yesterday at this hour, a little bit cooler near the coast and the bay. Otherwise, the winds have been picking up up to about ten miles per hour. Not as gusty as it was the past two days. We will see an occasional gusts to 20mph that ushers the pollen around. Blame it on the oak and the mulberry trees.
