Noon. Good afternoon. Im gasia mikaelian. Governor gavin newsom is holding a News Conference right now on his revised budget for the upcoming year. Ktvu Jana Katsuyama has been monitoring this developing news. Shes live in our newsroom with more jana garcia. The News Conference started at 11 00, and the governor is still laying out his plan and talking with the press. The governor was very specific about what the problem is. He said that the revised budget is lower than his original 310 billion budget that he first proposed. This may revision is just 288 billion. He says that tax revenue came in well below the projected levels, requiring cuts and pauses in spending for programs that were originally expected. He says the state now faces a 27. 6 billion deficit, which means budget cuts and delays. The solutions were about to set forth are overwhelmingly supporting existing core programs without short cuts. And i say overwhelmingly, not exclusively, because im not naive. There are areas where Core Services are being impacted, but the vast majority are being protected. So far, the governor has laid out some of those one time cuts, such as calworks employment services, youth behavioral health, water storage actions, as well as eliminating some 10,000 vacant jobs. Others will be ongoing cuts, he said, including reductions in prison housing by more than 4000 units, middle class scholarships and cuts to state and local Public Health departments. Now, just about 15 minutes ago, the governor handed over the podium to some of his budget experts to go into more detail. Another big point, he says, is that california has a very progressive tax structure thats impacted by volatility and changes in Capital Gains and the markets he is pushing for a two year budget cycle to better address some of those issues. Now, as we mentioned, the News Conference is still going on and were going to be listening to for more details. Have those later on coming up in the for dana, lets look ahead a little bit here. Whats the next step in this process. Well, garcia, after he finishes this theres going to be a lot of analysis by lawmakers on both sides. Today, the United NationsGeneral Assembly voted to change its charter and how new members are admitted before today, prospective members needed to be peace loving. Todays resolution removes that wording. The United States and israel were among the Nine Countries that voted in opposition, 143 were in favor with todays change. The General Assembly is calling on the Security Council to revive palestines bid for membership in the organization. President biden says shipments of us bombs to israel have been put on hold after concerns they could be used in a Major Military operation in a city where more than 1 million refugees are sheltering. We have passed this through the house, the senate, the president himself signed this, a white house official pushing back on that friday, telling fox the administrations actions dont involve any failure to spend or even delay in spending funds appropriated by congress. Right now, the president is in Portola Valley at the home of the cofounder of sun microsystems. Tickets for the fundraiser run from 6000 to 100,000. Protesters are there calling for the president to remove u. S. Support for israel. After this event, President Biden is set to head to a fundraiser in palo alto hosted by former yahoo ceo marissa mayer. The latest round of polls show former President Donald Trump still leading President Biden in key swing states. An average of polls from real clear politics shows the closest races are in wisconsin, michigan and pennsylvania. The former president trumps largest margins in those swing states are in North Carolina, arizona and nevada. President biden won all those states besides North Carolina in the 2020 president ial election. Experts say its still too early to call either candidate a frontrunner and say fundraising will likely be very key for both presumptive nominees, because money is the mothers milk of politics, and it matters. And this isnt a president ial election where youre going to see north of 6 to 8 billion spent. Here, bart trains are finally back up and running through the east bay. The orange and red lines from the city of richmond to the macarthur station in oakland went for hours without service today, ktvu james torres explains the problem riders faced. This is what you would see this morning if you were walking up to one of those affected stations, the gates down, and signs telling you the station is closed and if you need to catch a train, you need to head to the Macarthur Bart station. Very, very unlucky. Oh man, what a day. A day off to a tough start. People headed to work, leaving richmond, el cerrito or berkeley couldnt take bart. Few people are standing out front. There was a sign that said stations closed. No bart employees were there, so i just kept going south. Bart announcing part of its track didnt work properly when systems were powered on for the day. The problem between the ashby and macarthur stations affected six stations along the richmond line. They told me id have to take the bus, the 57 and the 72. Some people resorted to lifts and ubers to get to macarthur, to then take the train to San Francisco. Complete strangers split the cost. Other people headed up toward richmond, waited for a bus to take them north. It happened sometimes. What are you going to do . You know the problem lasted about four hours. Bart, riders in the east bay should expect delays this weekend as workers begin what bart is calling a major track rebuilding project. But the construction is happening saturday and sunday in southern alameda county, between union city and south fremont. Free busses will be provided to riders during the stretch. The green line is closed all weekend. Bart says riders should expect delays of between 20 and 40 minutes in the work zone. The California PublicUtilities Commission unanimously approved a controversial plan that will change how Customers Energy bills are calculated. The plan applies to pg and e and other investor owned utilities. It adds a 24 charge to most bills in exchange, customers would pay 5 to 0. 07 less per kilowatt hour. The changes will fund utility infrastructure improvements. The executive director of the Utility Reform Network says the plan should result in more equitable contributions across the state. People who live in the coast, who have cooler climates, who dont use as much electricity, will see a small increase, but that is so that people in the Central Valley who have the lowest incomes and the highest energy use, get a little bit of a break. Lower Income Customers will see a flat rate of 6 or 12. The new fees are set to take effect in 2026. Two people in antioch filed a federal civil rights lawsuit claiming the citys Police Officers used Excessive Force in arresting them and police body mera. The lawsuit accuses officers of falsifying their reports to cover up their actions. Some of the officers named in the suit are among the nine officers indicted last year on several state and federal charges. An investigation is now underway after a man was shot in san jose. This happened around 545 last night near interstate 280 and mclaughlin avenue. Police say the man was taken to the hospital and is in critical condition. Now, at a scary moments for some teenagers from the east bay who were rowing in a race on the sacramento river. Dozens of oakland grassroots organizations are expected to join in. Organizers say there will be a youth rally, speeches, a car show and music on the Main Stage Party set to begin at 1 00 and should end around 930 tonight. Hundreds of children are expected to take their bikes to oaklands lake merritt tomorrow for an outing organized by local cyclists, meant to promote safe and fun activities. Happening today, Santa Clara Valley water has invited reporters to a guided tour of the new diversion tunnel at anderson dam. The water agency says it expects to wrap up work in just a few weeks on a new 1700 foot tunnel. Engineers say it will provide far greater control over the water flowing into Santa Clara Countys largest reservoir. Meantime, the cost to bring the anderson dam up to modern earthquake standards recently climbed to 2. 3 billion. Scientists say a dramatic sun storm could produce Northern Lights tonight. That could be clearly visible over many parts of northern california. Theyve created from solar flares from the sun and nasa Scientists Say flares that started wednesday are the strongest theyve seen since 2005. The aurora is expected to be the most visible tonight and tomorrow night, but youll need to be somewhere very dark to spot it. So likely not in the middle of downtown San Francisco. In fact, if you do have any plans to wake up in the middle of the night because thats when well have the best viewing, it will take place between 1 a. M. And 4 a. M, and the best advice is stay away from the bright city lights or any other kind of bright lights. And what you can expect is a warm green glow near the horizon. So again, the best viewing between 1 and 4 a. M. Take a nap tonight and then get up because this is our best chance to see it. Actually since 1859, when the Northern Lights were viewed all the way south into alabama, and we do have a chance all the way into southern california.
