Blancas, 47, passed away Monday after being in the hospital since Nov. 9 battling the disease. Enrique Holguin, who was running against Blancas, finished with about 40% of the votes. The El Paso City Council will vote to appoint a judge to seat, according to Deputy City Clerk John Glendon. Blancas attended Burges High School and the University of Texas at El Paso.
