The scene at the state Motor Vehicle Commission agency in Bayonne was a throwback Thursday morning. People were going inside without waiting in long lanes that plagued the MVC for months after reopening in July.
But for several drivers, such as Raphela Dumers of Bayonne, they were unaware of the change from taking walk-ins to requiring appointments to be made first. The result was they left empty-handed, except for a piece of paper with the MVC website address to make an appointment.
