During the struggle, Phillips allegedly punched one of the officers in the face, police said. 
In addition to the four felony charges, Phillips faces a number of special allegations, or sentencing enhancements, including that the latest charges could lead to a second strike under California's Three Strikes Sentencing Law. 
Phillips was ordered to appear in court Wednesday after his arraignment hearing Tuesday was continued.
He remains in custody of the Santa Barbara County Jail with bail set at $1 million.
