Morrison reaches out to military for new mandarins Save Share Prime Minister Scott Morrison has again reached out to military and intelligence specialists to lead key public service agencies, appointing three new department secretaries with strong defence backgrounds. Kathryn Campbell, a former Human Services chief and a major-general in the Australian Army Reserve, has been appointed secretary of the Department of Foreign Affairs and Trade to replace Frances Adamson. Ms Adamson has been appointed the governor of South Australia. Social Services secretary and Australian Army Reserve Major-General Kathryn Campbell will lead the Foreign Affairs department. LSIS Jake Badior Mr Morrison also appointed former Chief of Navy Ray Griggs to take over Ms Campbellâs position as secretary of the Social Services Department.
