'Serious action' needed on Australian military culture but commanders may not be held accountable for years | Brereton report


The Brereton inquiry found “credible” evidence to implicate 25 current or former ADF personnel in the alleged unlawful killing of 39 individuals and the cruel treatment of two others.
The newly released reform plan confirms the chief of the ADF, Gen Angus Campbell, will consider whether there were failures in command accountability and, if so, what action is appropriate.
But the document raises the prospect that such action could be delayed to avoid affecting the ongoing work of the Office of the Special Investigator (OSI) or the Commonwealth Director of Public Prosecutions (CDPP) – the bodies that will prepare and consider briefs evidence for potential prosecution. ....

Prime Minister Scott Morrison has again reached out to military and intelligence specialists to lead key public service agencies, appointing three new department secretaries with strong defence backgrounds.
Kathryn Campbell, a former Human Services chief and a major-general in the Australian Army Reserve, has been appointed secretary of the Department of Foreign Affairs and Trade to replace Frances Adamson. Ms Adamson has been appointed the governor of South Australia.
Social Services secretary and Australian Army Reserve Major-General Kathryn Campbell will lead the Foreign Affairs department.

Mr Morrison also appointed former Chief of Navy Ray Griggs to take over Ms Campbell’s position as secretary of the Social Services Department. ....

The untouchables: War crimes by a 'kill squad' in Afghanistan will be investigated by top homicide detectives


The team, dubbed the “untouchables” by one former detective, will work under the auspices of the Australian Federal Police and the Office of the Special Investigator, where Mr Stock was recently in a senior role.
The Office of the Special Investigator is expected to face intense legal, political and media scrutiny as its teams work with the AFP to bring accused former SAS and Commandos operatives to trial. The AFP has never conducted a successful war crimes investigation and its ability to investigate the Brereton inquiry allegations looms as a test for AFP Commissioner Reece Kershaw.
