With a Clock Ticking and a Government Shutdown deadline just hours away. House lawmakers just approved, they just voted, yall, just approved, 45day stopgap bill. That would keep the government open, democrats coming to the rescue. Congresswoman Jasmine Crockett is here. Shes gonna discuss todays 11th hour scramble to avoid the shutdown. And Speaker Mccarthy surprise move, something he said he would not do. Its not over though, because keeping the government open is now in the hands of the United States senate. Theyve got eight hours. We are monitoring these developments. We will bring them to you as they are happening. Im symone sanderstownsend, i have something to say. A lot, actually. Crisis averted. We will see. Its been a whirlwind day on capitol hill. Because just hours to spare before a devastating Government Shutdown, the house overwhelmingly passed a short term funding resolution to keep the government afloat. Without objection, the remotion to reconsider is laid on the table. The vote was rendered 35 to 91. Now, it is up to the senate to pass the house bill before it can go to President Biden to sign. This resolution will keep the government funded, at current levels for the next 45, days. It will reauthorize the federal aviation authority. Aka the faa. And funding for disaster preparedness. This resolution will not include additional funding for ukraine. This is what we call a clean see our, folks. This comes after House Republicans spent weeks wasting time, shackling governments stability to their culture wars. And facing multiple, and failing, frankly, multiple times, to pass their own funding resolutions. They had to face the music today. And today, and on told number of federal workers are still anxiously waiting to see if they will be forced to work without pay. All because Speaker Mccarthy played games and kowtowed to the farright of his caucus. Until this bill is signed by President Biden, those folks, theyre not out of the woods. It didnt have to be this way. Millions of americans are in this position, again, because speaker Kevin Mccarthy thought it was wiser to kowtow to the extremists in his caucus than to reach across the aisle and keep the government afloat. Make no mistake, any progress on this funding today will not be because of speaker Kevin Mccarthy. It will be in spite of him. Heres what House Minority leader Hakeem Jeffries had to say this afternoon. About the path that republicans chose. House republicans decided to go it alone. Fight a civil war. Stand on an island on your own. We want the American People to know, we are gonna do Everything Possible to stop extreme maga republicans from shutting down the government. [applause] we are fighting on their behalf. To put people over politics. The sad part is, Speaker Mccarthy still might lose his job at the hands of the same farright members that he spent weeks trying to appease. Farright members like Congressman Matt Gaetz could invoke a motion to vacate, that could end mccarthys run and speaker. But it wasnt until the brink of shutdown that the speaker attempted to show some leadership to the critics within his caucus. If somebody wants to remove, because i want to be the adult in a room, go ahead and try. But i think this country is too important. If i have to risk my job for standing up for the american public, i will do that. When it took a historic 15 votes to confirm mccarthy as speaker earlier this year, i ask you, for what shell up profit a man if he shall gain the whole world and lose his own soul . I cannot speak to mccarthy saw, but he has lost his credibility. And soon, he could potentially lose his gavel. All because he chose to hold millions of americans paychecks hostage. Before he would finally work with democrats in congress. Nbc news capitol hill correspondent, julie tsirkin, as been on the hill. And the center of the action all day. Julie, can you explain how this bill came together . We just heard from Speaker Mccarthy a few minutes ago. What is he saying . Look, Speaker Mccarthy held multiple Conference Meetings with members last night. This morning, i mean, even in the process of the meeting members, did know which way is gonna turnout. You had members of the socalled 21 hardline conservatives, who wanted to cut spending, wanted to make these radical changes. Who were Unpleased That Mccarthy came into that meeting and one of them to consider his 45day clean c r. That bill was not filed this morning. It was filed last night, before midnight. Because mccarthy seemed to have known that he would come to this position, where he needed to reach across the aisle to get democrats on a bill. To get them to support anything that could pass ahead of this Government Shutdown deadline. I just talk to Speaker Mccarthy as other wills of the reporters, a couple of moments ago. Heres what he had to say, hes not really concerned, at least at this moment. That a motion to vacate him will go forward. Watch. Would i have wanted the bill we put on the floor yesterday, that would secure our border, cut wasteful spending, yes i do. But i had some members in our office that wouldnt vote for that. So, if you have members in your conference that wont let you vote for appropriation bills, doesnt one omnibus, and wont vote for a stopgap measure, so the only answer is the shut down and up theyd or troops . I dont want to be a part of that team. Look, mccarthy said hes been having regular conversations with members of Senate Republicans as well. When it came down to the wire, he saw that he couldnt not get anything done with just republican votes alone. I should note, the vote total on the floor overwhelmingly bipartisan. But more democrats did end up supporting it than republicans. Did thats gonna prove to be a problem for mccarthy. Well, julie, can i just note, its my understanding that congressman gaetz attempted to, before the house adjourned today, attempted to put a motion to vacate on the floor. But allies of Speaker Mccarthy jumped in motion to end the session. Exactly. They motion to adjourn until monday. It was like a queasy moment watching it happen in realtime with gates trying to get up and make that motion. And then mccarthys allies quickly adjourning the floor until monday to prevent him from doing just that. Look, i talked to gaetz this morning, when it came out of the conference meeting. Hes resigned to the idea that this clean ciara was gonna move forward. Its gonna be put on the floor. He told me though, hes gonna huddle with members of those conservative hardliners, who dont want anything mccarthys fingerprints touch, essentially, to move on the floor. And figure out whats to come, but mccarthy, for his part, was asked about this. We pressed him on this. He said he put the American People in front of his job. He remains defiant. He hit back on gaetz for not voting for him for speaker. For dragging on those 15 rounds. And said, basically, he could take and when it comes. Look, all in all, for the American People, this is good news. This is an outcome that we did not expect or predict, even when i started my day today. That the house would ultimately have passed this 45day clean cr to avert a Government Shutdown. Yeah, i was shocked, julie, or this is only half the battle, because all eyes are on the senate now, what are you hearing from senators . In the senate, this cr there is planning to pass and Ukraine Funding. Now the house sent over a continuing resolution without Ukraine Funding, are they gonna pass this before the deadline . Well, all signs point to yes. Right now, summit done Senate Democrats are huddling behind closed doors, to try to figure out next steps. Given that the House Democrats moved in this overwhelming fashion to support this bill, all signs point to the fact that Senate Democrats are gonna do the same. Not without some machinations in between. Theyre gonna have about two hours of debate potentially, before they even move to take up this bill. Senators, i spoke to, were optimistic. They could potentially get out of town today. And over that shutdown. But you, right Ukraine Funding is not in this bill. Disaster relief, however, is. Im told by one republican, for example, maybe mccarthy wanted to put Disaster Relief in there to try to get some of those hardliners, like matt gaetz, of florida, to come over and support. Disaster certainly reflected his state when it comes to ukraine, it points to all fact that democrats and republican have to Work Together of the next few weeks to move ukraine aid, maybe it attached to some kind of Border Security provisions. Because it seems like that would be more palatable for House Republicans to essentially accept their constituents back home, they want the border secured. You know as well as i. D. , symone, congress has not been able to figure out a solution, a comprehensive solution, to addressing the border for decades. And without that, President Biden is certainly hamstrung to do any meaningful border reform. Well see if they can make that happen. So, far this clean ciara hurts a Government Shutdown, averts terrible consequences for millions of americans. And that is what democrats, of course, are touting, as they support this. Just we have it on the record, we Uniformity Vote for this catering with aleutian. Absolutely. You supported. What was the conversation with democrats first learned of this continuing resolution, clinging cer, if you will, from the House Republicans. Okay, your air quotes said it all. For, us we were like, we dont trust anything that kevin has to say. We dont know what his definition of clean is. So, we need to check this. So, you, know they were upset they didnt give us adequate time to review, unlike the republicans, we were just going to allow 71 pages to fall in our lap. And then take a vote and go back to our constituency. And say, we didnt realize. Because we trusted what Kevin Mccarthy said. So, there were different maneuvers that were employed by our caucus to make sure that our team had some sort of time to review this. So, you all feel comfortable with what was in this continuing resolution . I think was the best illusion for the American People to make sure we could keep the government open. Absolutely. Theres been a lot of conversation, obviously, it goes to the senate. You just heard me ask, nbcs julie tsirkin, about this motion to vacate. I often hear my reporter friends, other folks, who are asking members of congress saying, well, are the democrats going to save Kevin Mccarthy . Its my understanding that democrats have been lock in step behind the Minority Leader jeffries. Has there been any conversation amongst the caucus about a motion to vacate . There is no conversation among us. Thats a republican problem. As far as im concerned, we are doing everything that we can to make Kevin Mccarthy look like he was somewhat competent. By making sure that when there is a bipartisan opportunity on the table, we absolutely do, that if it puts the American People first. His job is not my concern. Heres the deal, Kevin Mccarthy literally needs to find a spine. He needs to tell them, if you go hot, go ahead and hop. File your motion. But instead, he allows matt gaetz to do, basically, treat him like hes a little puppet on a string. Its, like hes pulling the strings. If youre gonna do, it do it. The reality is, there is no one in that caucus that has the votes. So, if its not Kevin Mccarthy, i know who has a lot of strong votes. Standing behind him. So, its kevin, its akeem. My vote is for hakeem. So, we can do another 15 rounds, 16 rounds, whatever. Ultimately, what we will see again, is that there is no one else that has the votes. All right, so, speaker emerita, speaker Emerita Pelosi noted that democrats should not bail out Kevin Mccarthy, and it sounds like democrats are locked in step behind. That Speaker Mccarthy, he just gave some comments. He had a lot of things to say about hunter biden, joe biden, as it related to impeachment. It seemed quite disjointed to me. You sit on the House Oversight committee. You actually went viral this week, because, first of, all did you get brittani profit the . Today havent exhibits . Any evidence . No evidence today. I want to play some comments from you from the impeachment hearing. Quote for the, hearing earlier this week. I will tell you what the president has been guilty of. He is an fort lee been guilty of loving his child unconditionally. And that is the only evidence that they have brought forward. And honestly, i hope and pray that my parents love me half as much as he loves his child. Until they find some evidence, we need to get back to the peoples work. Which means keeping this government open. So that people dont go hungry and the streets of the United States. I really feel like democrats on the House Oversight committee, this go around, yall really came to play. From you to maxwell frost, al sale city, what was the strategy here . The strategy was to show that they are inept. And that this was nothing but another distraction. That the republicans wanted to quit and find the American People. So, they thought that maybe if we make joe biden look like hes half as corrupt as trump, maybe the people wont care about the fact that the Government Shutdown. Thats the bigger issue. Unfortunately, again, for them, they were outgunned. We have a ton of talent, our bridge is deep on the democratic side. So, well i still havent really figured out why my clip went viral, everyone brought it in that committee. And i just wish, if you got some extra time, people need to sit down and watch all of us. It was like a master class in what it should look like to serve in the house. If we are going to deal with impeachment, i need the republicans to understand, we are not gonna play with this. Democrats, seemingly, or constantly, saying we will stand for what is right. We will stand against what is wrong. And it doesnt matter your party affiliation. Well theyre over here playing political games, and at the same time, as i say that there, we have people that are Gonna Go Hungry in the streets. Theres work to be done. There is work to be done. We will surprise that republican witnesses that were called for this impeachment inquiry hearing, basically said there is no there there for impeachment just . Yet i wasnt surprised. Weve been going through this, my very first hearing, was actually on Hunter Bidens laptop. That was our very first hearing. So, now interesting to the American People. Correct. Weve been going through hearings for months. Theyve come up with nothing. The fact, witnesses and not given the facts that they want, so, now they decide they want to bring in pundits who can opine on what is already been testified to by Fact Witnesses. You know, i dont know what they thought they were doing. We know what a Fact Witnesses when we see. When we know what evidence is when we see it.
