A state that went for donald trump in 2016 before President Bidens victory there in 2020. Joe biden is facing a backlash over his administrations support for israel in gaza. Mr. Trump is expected excuse me, mr. Biden is expected to win today. They want critics so vote uncommitted. How disappointed are you with the administration . Very. I want President Biden to take us seriously. Im hoping it will tell the Democratic Party that they are making terrible decisions. He has allowed so many people to die, thousands and thousands and thousands and thousands and thousands of children and people to die. That protest vote could signal potential trouble in the general election for mr. Biden, given Donald Trumps strength in the state. Gabe gutierrez talked to Gretchen Whitmer about the protest vote. What if uncommitted has a strong showing in this primary . There will be a sizable number for uncommitted. I think its every persons right to make their statement about whats important to them. On the republican side, donald trump appears headed for another victory in michigan, despite its messy system of allocating delegates through a primary today and a convention this weekend and a fight over who the republican chair is. Nikki haley, who is yet to win a single contest, is vows to stay in the race at least through next week, when 16 states vote on super tuesday. Gabe gutierrez has been all over the state. He joins us today from michigan. You have been speaking to voters. You talked to the governor. You talked to the Biden Campaign. What are they telling you . Reporter yeah. The Biden Campaign is very optimistic about michigan. They point to several things, including the economy and the endorsement of the United Auto Workers several weeks ago. They also talked about this message on reproductive rights. Thats something the governor reiterated to me yesterday. They are coalescing around that message, criticizing republicans for that alabama ruling. As you said, the story here today is this idea of many voters voting uncommitted, as protest vote, to protest what they see as wrong policies by the administration in the israelhamas war. I have been speaking to voters at this location. Some of them have told me that they have voted uncommitted. Take a listen. I never voted anything but democrat in the last 10 or 12 years. This year, everything is different. I dont feel that i want President Biden to represent me. Else after the most recent policies, i think its a great idea to vote uncommitted to send that message and try to at least trigger a change. Reporter big question will be, how many uncommitted votes will there be . One of the organized groups here called listen to michigan, they want 10,000 uncommitted votes. The Biden Administration says excuse me, the Campaign Says in 2012 and 2020, there were around 20,000 people who voted uncommitted. That 10,000 threshold really isnt that large. First of all, i do think we all need to be listening to this community. I lived there for 40 years. I know how much they are hurting. What people dont understand is how many families have really lost family members, mothers and fathers and grandmothers and aunts and uncles and cousins. There are families that have lost 20 family members, 40 family members. I have a different perspective than some. Im glad we are talking about it now and not on october 15th. I also say to my colleague, who i talk to all the time, you do not want donald trump to be president. If hamas had done this under a trump presidency, im not sure that he would have nuked gaza, to be perfectly frank. We have honest, very blunt conversations. I understand how people are hurting in this community and that they are calling for a ceasefire. The race could be close. Just to follow up with you. There is a third party candidate, at least one. Could this be bad enough, if this continues, for the president to actually lose to donald trump . So, first of all, michigan is a purple state. You were one of the first places i publically said in 2015 and 2016 that donald trump could win this election. Nobody believes me. Everybody thought i was crazy. Michigan is a purple state. We know that. Nobody believed me back then. Everybody knows we have a lot of hard work to do. We have to roll up our sleeves and turn out the vote. Everybody needs to know their vote matters. We have to turn out the union vote, women who are very, very concerned about whats going to happen. We know what we gotta do. People are taking it seriously. We cannot let donald trump be president again. It will be the end of our democracy. Fred, talk to us about whats going on on the republican side. Theres a fight over who is the republican state chair. You have a pretty messy situation there. What do you assess nikki haleys chances of doing well in michigan, at least in this vote . A couple things. I agree with debbie. I did believe her in 2016 as well as in 2020. On the michigan side, its a mess. We have two different political chairs. We will see what the courts do. We have two different conventions, this weekend, one in detroit, one in grand rapids. The vote on the republican side doesnt matter much because they changed the rules. They changed the rules so its win are take all. In 2016, kasich got a third, rubio got a third, trump got a third. They got a third of the delegates. Today, elections close tonight at 8 00, theres only about a dozen republican delegates that are available. Trump is going to get most of them. I think nikki, unlike with a, she will win a couple counties. At the end of the day, its the convention on saturday thats going to decide the remaining 45 or so delegates. Its winner take all. All 83 counties have been taken over by the trump team. Its all trump. He will end up with 48, 49 of the delegates no matter how well nikki or trump does today. He has them in the bank come saturday. Its a whole different way and different than we had before. Trump has done this in michigan and a couple other states which is why he is on the path to get the nomination for the republican party. Its sort of over. Congresswoman, since you will have a vote on all of this, the leaders are now meeting. How important is it to avoid a partial shutdown . What about the speaker holding up any aid for ukraine . Im going to talk about that in a minute. Wasnt to go back to fred. Everybody is focused on what the uncommitted vote is going to be. We have always had uncommitted votes in michigan. We had it when president obama was elected. We have had it. I think the vote today, if nikki haley gets 30 , it shows donald trump has been problems here. We cannot shut it down. Its irresponsible. I will not vote for that. We should have stayed in session. If we had leadership that was strong. It would be irresponsible to shut the government down. I have no idea whats going to happen. You hear so many stories. We havent done what we need to do. Lets pray that those meeting produces something so a lot of our federal workers can take care of us every day and can stop living in this nightmare of these kind of games. They are not there quite yet on avoiding at least a partial Government Shutdown friday. Theres a couple of issues within the Spending Plans that the two sides are negotiating over. There is a degree of optimism that they will have something that they can vote on by friday. But the issue still really comes back to House Speaker mike johnson and whether he can find a way around his conservative flank, which is basically made it clear they will not vote for any bipartisan deal. Theres really no way that the government can avoid being shut down unless there is some sort of a bipartisan deal. What speaker johnson is wrestling with is the form and fashion in which he wants to take that hit, as he was leaving the leaving congress here just a few minutes ago to head to the meeting, he said he will do everything he can to prevent a shutdown. They are fighting for democracy. They are fighting for the west. We cant even keep the government open here. There were 22 republicans its very important for people to know this. 22 republicans in the United States senate who cast that vote two weeks ago to send ukraine this aid, who overcame the objections of donald trump and said, were going to Do The Right Thing for our nationa security, for democracy and our childrens future and our grandchildrens future. The idea the house is spinning its wheels on this Government Shutdown, no one in america could describe for you what purpose is being served by their threat of this Government Shutdown. I can tell you, having seen the ukrainian people literally scraping off a parking lot so that they could put graves there for the bodies of people who have died on the front, this was in kyiv. Putin is give us a complete f youby killing navalny. We are so divided that even though he cant win the battle in ukraine i dont believe he can. He can win the battle here of our divided and dysfunctional politics in america. Those 22 republicans in the senate showed him thats not true. They had a vote that restored our democracy in a sense. I hope the house leadership follows that example. While House Speakers have traditionally gone for years and years to the Munich Security Conference where zelenskyy was making that appeal, this speaker, mike johnson, was in maralago. Is clearly listening to donald trump. While you were at the Munich Conference and while we had a bunch of military people and politicians, putin was executing navalny. While we were in munich he was executing navalny. He was saying, what you care about doesnt matter to impunit. This is not about being tough. Its not about tit for tat. Its about recognizing that putin believes that democracy is on the line here, and he is winning. Xi jinping recognizes democracy is on the line here, and they are winning. Like it or not, this is the one literally, the one place in the world that can show them that they are wrong. Zelenskyy has earned it. The sacrifice of the ukrainian people have suffered in this war on their behalf, yes. On our behalf as well. Its more than anybody could have asked of them. They have fought magnificently. All we have to do is send them 60 billion more, and they can begin to unleash the weapons that you are talking about. I dont know what the final outcome is going to be here. But i know that they deserve our support. A deal would mean a pause in fighting, the delivery of humanitarian aid into gaza, and the release of 40 hostages, mostly women, children and those who are injured. A person familiar with the negotiations takes place in qatar this week tells nbc news that there has been some progress but there are still obstacles to be resolved. Joining me now, raf sanchez, who is in tel aviv and collin clark. Welcome. Raf, lets talk about some of the obstacles that need to be resolved. Hamas demanding the redeployment of israeli troops, netanyahu taking a hard line. Some say thats for show. Its a Negotiating Tactic of netanyahu. Perhaps, perhaps not. Theres hope from the u. S. As your sources have been telling you, as israeli officials have been telling us on the ground, despite words of optimism from President Biden last night about a potential deal as early as monday, theres still a daunting list of outstanding issues between israel and hamas. Lets start with the one you mentioned, this question of how many palestinian prisoners israel is going to need to release from its jails in exchange for the hostages. The ratio, as you said, has been a big, big issue. When Prime Minister netanyahu talked about hamas demands being delusional, thats one of the things he was talking about. Netanyahu agreed to rereese more than 1,000 for one hostage years ago. He is under pressure not to agree to anything like that right now. Is he prepared to release people convicted of murder, terrorism, other serious crimes . Thats a politically difficult thing to do. One possibility is those more senior hamas figures could go rather than to the occupied west bank or to gaza, they potentially could be released from israeli prison and sent into exile in qatar, in iran, in other places. That might slightly soften the blow. The other big question is, is this ceasefire going to be temporary, which is what israel wants, or is it going to end the war, which is what hamas wants . Thats a zero sum proposition. Its difficult to see how they bridge that. My understanding is that hamas has lowered the ratio from what it was, 1,500, which the u. S. And israel said was unreasonable for one. As you point out, the question of the length. I dont know how realistic it is, that once it is a ceasefire and they expect it to last to the month of ramadan, if not longer, it could be extended. One of the things they think is hopeful is the last time there was a temporary ceasefire in november, there was also no action, no attacks from the iranbacked proxy groups, the militias from the houthis, hezbollah. They are hoping this would extend regionally as well. White house is putting out statements, they did one yesterday after a conversation with the jordanian deputy Prime Minister and foreign minister, they put out a statement emphasizing that they are pressuring israel on the extremist violence from jewish settlers in the west bank attacking palestinians. Is there any reaction in israel to that . Reporter this has been a really, really sore subject in the netanyahu government, especially on the far right, as you can imagine. The u. S. For first time sanctioning individual Israeli Settlers in the occupied west bank, saying that there are more sanctions to come. Some people said those sanctions largely symbolic. We have seen israeli banks closing down the accounts of some of the people to maintain their own access to the American Financial system. This has been a source of friction between israel and the United States. It sounds like the Biden Administration plans to go further. Thanks, raf sanchez. Collin, lets talk about what israel is setting as the bar. It wants total destruction of hamas. There are israeli generals as well as american officials who say that hamas is an idea, that it cant be totally destroyed. They can try to get top leaders. What is your analysis . Yeah, the israelis did themselves no favors early on in this conflict by setting the bar so high as the total destruction of hamas. As anybody thats been studying terrorism knows, its very rare to completely destroy a terrorist organization. Killing the architect of october 7th would be one of those. The remains under the tunnels of gaza and is likely surrounded by numerous hostages. Do we know anything more about the condition of the hostages . The families are telling heartbreaking stories. Theres a lot of pressure on netanyahu from the hostage families, perhaps not as much politically as there is from the two right wing members who are holding his coalition together and keeping him in government. Absolutely right. We are hearing bits and pieces about this, attempting to verify what began as rumors and then either are prove order disproven. Theres a lot swirling around. That adds to the sense of urgency for these negotiations to be successful. Thats why you have someone like bill burns spending so much time focusing on this issue. I talked to so many people who had spent years, thousands of dollars, pulling money out of their 401 k , trying to pursue the dream of having a family and having precious babies they wanted. They were told in these hardest conversations of their lives that they were not allowed to have the treatment that they thought they deserved. The justification from the judge has been that an embryo is a child. He was quoting from the bible when the ruling came down more than a week ago now. I have talked to so many doctors and women who now are looking at this and saying that they are hoping that a legislative fix is coming. We have seen republicans and democrats in the state of alabama coming together saying that they want to push for legislation that would make an embryo outside of a persons body not a child. They say they need a fix now. I want to add that senator tommy tuberville, whose position was unclear for a couple days, but he made it clear he is supportive of ivf. He expects everything will be okay. Signs are pointing there will be a legislative fix. That doesnt take away from the women who will never forget that the government told they they couldnt have ivf. There will be lasting political consequences, emotional consequences to what happened and whats playing out. Erin, we thought this would be replicated in other red states. At this point, because donald trump has made it clear after studying and looking at the reaction to it, that he is against it and someone like tuberville, who didnt know what he was talking about, is against it, do you think that there is now no legal peril that this will spread . I think what we are seeing is once again republicans underestimating the real impact, the human impact that this is having on the ground with people who also are voters and who are again and again making their voices heard on this issue at the ballot box. It is important to remember mind people watching that this is the first president ial election since the fall of roe, the first time voters have a chance to weigh in on this issue at the ballot box. We are seeing this on the Campaign Trail because voters do want to know where the president ial candidates stand. Donald trump certainly knows this. Thats why you saw him coming out quickly in support of ivf. His surrogates falling quickly into line on ivf. This is abortion and reproductive access thats central to the Biden Harris Campaign strategy. To your point, i dont think that red states are women, who have had a chance to enshrine their rights are doing that. They are trying not to paint themselves as extreme. Legislation that is not protecting ivf i think comes at their peril in november. One thing that occurs is that this is so expensive. Yamiche, is this a middle class problem . How do people afford this if they dont have the resources . It is a time consuming, expensive process. You dont know how its going to take. I talked to women across socioeconomic lines who found the money, made the money happen for them to have these babies. I talked to one woman. Shes very middle class. She pulled money out of her 401 k . She said if treatments were paused and not restarted, her treatments would be crushed. She couldnt go to another state. You see people who dont have the money to easily do ivf find the money, because wanting to have a child drives so much of peoples lives. We have to figure out how were going to keep funding the government, which is an important problem, an important solution we need to find. I think we can do that. Its Congress Responsibility to fund the government. It would damage the economy significantly. I think we all agree to that. We need a bipartisan solution. Joining me now Jonathan Lemire and former republican congressman david jolly. Jonathan, walk us through the shutdown deadlines, whats at stake. What hope do you see of getting something done this week . There are two deadlines here. The first is this friday, march 1st. Its relatively small. Frankly, theres a sense that theres some likelihood that a shutdown could occur. It wouldnt be widely felt. The real deadline is the following week. That would feel like what we think of as a Government Shutdown. There would be consequences In Washington and beyond. Theres not much optimism something will get done in this meeting. President biden and speaker johnson have next to no relationship. When speaker johnson made his surprise ascension to the speakership, many white house aides didnt know him. They found most of them didnt know him. He is an unknown. At this point, aides tell me they have doubts whether he can get a deal done, as he is clinging to his own job by a thread. There is some suggestion that maybe another continuing resolution could be passed to keep the government open. Even if its two or three weeks. Clear the State Of The Union before the harder negotiations come. That might johnson might find he faces opposition from some in his party, some in the far right who want the government shut down to score points. As you well know, right now, the Government Shutdown and the funding is taking center stage, but ukraine is the under card. President biden is going to make that pitch as well to the republicans to let a vote come to the floor to get the aid that they need. David, what about that . The ukraine money is critical. Every day zelenskyy said people are dying for lack of ammunition. They are not going to get to that until they resolve this issue. Its okay to give equity and strength to Vladimir Putin and to russia. Otherwise we would not be here. There have been plenty of opportunities for House Republicans to provide the aid to ukraine, israel and elsewhere. Jonathan is right. Theres likely not an end to this that does not involve a Government Shutdown. Question is how much does speaker johnson want to keep his job and what is he willing to do to keep that . Is it to shut down the government or not . This has been a weak tenure for speaker johnson. Im not sure anything will strengthen his hand. We are making Good Progress. We made it very clear the speaker said unequivocally he wants to avoid a Government Shutdown. We made it clear that that means not letting any of the government Appropriations Bills lapse, which means you need some crs to get that done. But were making Good Progress around were hopeful we can get this done really quickly. Theres little back and forths on different issues, what people want. I dont think those are insurmountable. A shutdown for a very short period of time the speaker was equivocal he didnt want that. The meeting on ukraine was the most intense i have ever encountered in my many meetings in the oval office. Spoke person to speak was Leader Mcconnell the five of us, the president , the Vice President , Leader Mcconnell, Leader Johnson and Leader Jeffries and myself made it so clear this was so vital. Its so important. We cant afford to wait a month, two months, three months because we would in all likelihood lose the war. Nato would be fractured at best. Allies would turn away from the United States. The boldest leaders, the boldest autocrats of the world, the putins, the xis, the president s of North Carolina North Carolina north korea i like the governor of North Carolina the president s of north korea and iran would be emboldened thinking the United States was this soft, fat country that lost its way and will take advantage. We made it clear to him we want to do Something Real on border. We democrats in the senate supported a border bill that very conservative groups, including the body patrol agents, the Wall Street Journal Editorial Page and Chamber Of Commerce were for. We said to hold up ukraine which he admitted was a national imperative because you cant do Something Else which we all could work on. There was no logic. Theres logic to solving the border, but we have to do ukraine right now because that can get done quickly because it has bipartisan consensus and the border will take some more work, which were happy to work on, but not hold up the ukraine bill. Reporter Senator Shummer first mr. Hakim. First, i want to thank prescribe President Biden for convening us. It was an intense meeting and ultimately productive meeting. We addressed three issues. First the need to avoid a Government Shutdown and fund the government so we can address the needs of American People in terms of their health, well being and safety. Were making progress on the Appropriations Bills scheduled to lapse march 1st. Im cautiously optimistic that we can do what is necessary within the next day or so to close down these bills and avoid a Government Shutdown. At the same time it may be important to come together on an agreement thats bipartisan and anchored in common sense to extend the expiration of the eight additional bills scheduled to lapse on march 8th so that good faith, tough negotiations can continue in the absence of a Government Shutdown. We discussed the National Security priorities of the American People as captured in the bipartisan, comprehensive, senatepassed legislation. This is an existential moment for the free world as it relates to being there for our democratic allies in ukraine, in israel and in the indopacific and also at the same period of time making sure that we provide humanitarian assistance to Palestinian Civilians in harms way in gaza or in other theaters of war through no fault of their own. Third, as leader schumer indicated, we had an open and honest and a candid, firm discussion about the border. We all agree that we have a broken Immigration System and there is a need to address the challenges at the border. In a thoughtful, bipartisan way. As democrats we support a safe, a strong, a secure and a humane border. We just need our House Republican colleagues not to play politics and engage in political stunts relative to the border, but to sit down, as was done in the senate, and enter into good faith discussions about fixing our broken Immigration System. As democrats we stand ready to do that. Reporter Senator Schumer what made this meeting one of the most intense . The urgency of supporting ukraine and the consequences to the people of america, to americas strength if we dont do anything and dont do anything soon. I was so shaken by what i saw at the border. I was strengthened by the strength of zelenskyy and the ukrainian people and the ukraine soldiers, but shaken that theyre fighting without arms against a brutal dictator who will do anything to kill them. The intensity in the room was surprising to me. Because of the passion of the president , Vice President , Leader Jeffries, Leader Mcconnell and myself, it was johnson tried to answer. He made it clear he wants to do something on the border. We made it clear to him we cant tarry or the war would be lost. Second, we wanted to do border and have a tough border secure as we democrats showed in the senate. He cant say we wont do ukraine until the border. He tried and couldnt come up with a vote. Reporter is there a legislative discussion as part of this or does it have to be done through the white house . The overwhelming sentiment in the meeting was we have to do ukraine now. There are other issues including which we should address, but not now. There was a discussion could you do border just by administrative action. I think biden won that argument. We all said you cant do it without personnel. You need legislation without personnel. Even the republicans in the budget asked for more money
