Phil Murphy characterized the guilty verdict of the Minneapolis police officer for the murder of George Floyd as a milestone in a long, unfinished struggle against systemic racism. "This is a journey that we've been on and we will remain on,'' Murphy said last week. Yet it remains to be seen how that journey will take place in a Democratic-controlled Legislature alongside a self-styled progressive governor running for reelection this fall. Will the party, where people of color remain a powerful and important constituency, burn some of its political capital and push through long-sought but politically sensitive change?
