(Renee Schiavone/Patch) LIBERTYVILLE, IL — A man was arrested Thursday in Libertyville after he was found unresponsive in his car, which was parked in a roadway, according to police. Victor Tapia, of Waukegan, Illinois, was arrested in the area of Butterfield Road and Pinetree Lane after a witness called police to report seeing a gray SUV stopped in the road. In a news release, police said officers found Tapia, 35, had several signs of being under the influence. They also found the man was driving with a revoked license.
