Officials detail projects underway in TIRZ #2 The East Gateway Tax Increment Reinvestment Zone #2 Board of Directors received an update regarding projects underway within the zone during Thursday's virtual regular session. "The Toot'n Totum Travel Center is on track to be completed in February," Economic Development Neighborhood Revitalization Manager Emily Koller said in addressing the panel. "That's the date we've communicated to the board all along. We don't yet know about ribbon cutting plans, but we'll coordinate with them and make sure that we're all kept updated on that." The Toot’n Totum Travel Center project is located at 7909 East I-40. In December 2019 the Amarillo City Council voted in favor of an agreement between Jamal Enterprises LP and TIRZ #2 for an annual property tax rebate of 90 percent for years one through five and 50 percent in years six through 10 for the travel center project.
