DOVER – The City Council unanimously approved Chinburg Properties' application for a community revitalization tax incentive on Wednesday night, moving the old Strafford County courthouse project one more step forward. Eric Chinburg is planning to redevelop the former courthouse building on Second Street and add a new four-story addition on First Street. When completed the new mixed-use development will house 60 apartments, including 12 that will be rented at HUD rates. Last month, the council voted unanimously to approve an expansion of the RSA 79-E district to include First and Second streets, ultimately allowing the developer to apply for the tax incentive.
