Areas in Murray had runoff water overflowing from ditches and storm drains leading to flash flooding.
Several washed-out roads were also reported and before noon the National Weather Service issued an Emergency Alert warning of flash flooding until 2:30 p.m.
More than a dozen people who live in the Station 74 apartment complex on Lowes Drive woke up to their vehicles under water including a state trooper patrol car.
One resident, Murray State student Allison Fietsch says, the situation left her "a little frazzled."
"I woke up this morning, it was pouring rain, and I looked out my window and I could see all the cars just submerged in water," she recalls. "I couldn't see my car from my window, but I assumed it was the same situation."
