A board of Phoenix residents that has the power to overturn the Phoenix police chief's decisions to fire or discipline police officers has new rules. The Phoenix City Council on Wednesday approved changes to the Civil Service Board's procedures that are aimed at making the appeals process more predictable and structured for any employees who appeal disciplinary decisions, including police officers. The changes to the board's rules have mostly flown under the radar, even though the board has significant power over disciplinary decisions for police officers at a time when the city is focused on approving accountability and transparency for that department.
