SABLAYAN, Occidental Mindoro: The alleged presence of convicted drug offenders, including those recently transferred from the New Bilibid Prison (NBP), is one of the reasons why telecommunication companies (telcos) are wary of expanding their services in the communities near the Sablayan Penal Colony.
