LUMBERTON — A Red Springs man was arrested Tuesday afternoon on a charge of voluntary manslaughter in a fatal shooting early Monday. Nicoya Dial, 28, is charged in the death of Neil Ray Locklear, 32, according to a news release from the Robeson County Sheriff's Office. Deputies were called to 139 Lewis McNeill Road in Red Springs shortly after 1 a.m. Monday where Locklear was found with a gunshot wound. He was pronounced dead at McLeod Medical Center in Florence S.C., the release said. Locklear was shot during a dispute with Dial, officials said. The two men are related, according to the release.
