Officials were doing it deliberately and that it was all part of their plan. In recent months, washington has hypocritically stated that in the keys of a change in the russian position, it could reconsider its decision. In fact, no one there had planned to reconsider anything that was again for the public designed to mislead foreign governments and the public of european states that were urging washington to come to its senses.
