Angelica Rubio, D-Las Cruces. House Bill 40, called the Private Detention Facility Moratorium Act, would prohibit the state from entering into any new contracts or agreements for the operation of private detention facilities. It would also allow for the termination of existing contracts if the inspection report by the Department of Corrections finds that the facility is out of compliance.
