Sen. Biaggi talks reforming Albany's ethics watchdog

New York's troubled ethics and lobbying watchdog could be in for an overhaul after a decade of criticism leveled against the Joint Commission on Public Ethics (JCOPE).
State Sen. Alessandra Biaggi, in a
Capital Tonight interview, laid out the issues she has with the commission, including its voting structure for approving and directing investigations, its lack of transparency and concerns Gov. Andrew Cuomo may wield too much power over how it operates. 
The Senate Ethics Committee, which Biaggi chairs, was set to meet this week to discuss the issue, but postponed the hearing over concerns with the state's Open Meetings Laws and questions over whether lawmakers can still appear remotely.
