In 2004, rose pack band practitioners from participating in the annual Chinese New Year parade, an opportunity for the Chinese Community of San Francisco to share the rich Chinese Culture to the citys population. In 2001, she silenced believers once again by blocking the board of supervisors resolution denouncing Human Rights Violations against the group. And tempting to block the same resolution in 2006 while launching a campaign against a former supervisor who supported the resolution. As a Firm Believer of freedom of belief and expression, i sincerely oppose naming the chinatown subway station after a city representative who oppresses freedoms and going against everything this wonderful city stands for. Last week i had a request that if you can help us and while we are asking for our money back, if they are going to buy back as a credit, but if you can help us to load up our expenses, like we are paying to the Cab Companies 111,200 a month, what for . We purchased the medallion, we should be independently allowed to do the business. We can get the connection from verizon wireless, at t or anybody else for 10. Why are we paying hundreds of dollars to these Cab Companies . They have a cut in each and every place, and an insurance they have a 20 cuts. They charge us 100. 25 goes the cab company. Why . They give us 15 and they have a 15 cut over there. You name it, we are bleeding, we are dying and we are desperate. That is why we keep coming back again and again. I exercise my rate to connect just collect my funds and the constitutional judgement demand for u. S. Currency and lean and the amount of 8 million, and 2 billion. Duly executed and filed in the american judiciary and executive branches of our government. And with this government body on july 16th, 2019. What this commission didnt do for the cabdrivers, and what is happening to the cabdrivers is catch22 and they are getting screwed. You are the only help they have because the Mayors Office<\/a> is not there. Turning the page, david choo, 10 rent increase, top limit. I was in this chamber when a woman was paying 3,500 a month and her rent went up to 8,000. That is helpful, but there should be no rent increase above 5 , and that should only happen once. Next year the rent should go down again. What are we trying to do . We are trying to have a healthy community, a stable community, and we want to protect the people that live here. The next little item, i remember nancy pelosi when the first inauguration when she became speaker and she had all the children up there with the gavel on the speakers stand and she was saying, this is for the children. At the border, we are creating orphans, people are dying. We are separating children. It is ridiculous. I wish somebody would tell her, just go down there and take the cameras, and keep pointing out the ineptness of this administration and what they are doing. Pass that message along. Thank you. I just wanted to make a note to those who voted for more time in order to refine supervisor haney s call for the homelessness oversight commission, i ask that you respect the crisis we are in and you said additional time wisely and seriously. Start working together with urgency to deliver this decision into the hands of your constituents. Im going to pause your time. Im done. The item had a public hearing already. I assumed because it was going back to the rules committee you can return to the rules committee and share your thoughts at that time. They werent too i wanted to address, but thank you. Im wondering if the sfusd preschool program and that Head Start Program<\/a> might be open, willing and open to engage in order to form a mutually beneficial, cooperative agreement or working relationship or to merge, share, or Exchange Resources<\/a> over the several months if they are not doing so already. This might might increase teacher recruitment and provide suitable and affordable spaces for the Head Start Program<\/a>, also i am seeing roughly 90 fewer homeless in my extended area. I believe it may have something to do with recent streamlining to the onestop streamlining program swell as the recent and popular Navigation Centers<\/a> or shelters. Homelessness has not increased by 30 overall, in the city, in my opinion, are also inaccurate and exaggerated. While i have read several brief mentions regarding San Francisco<\/a> sfpd as fpd training and local media, they are theyre fortunately has been no mention of fatal shootings involving Police Officers<\/a> in at least a year or longer. If memory serves me, so im hoping that you will recognize the acting precinct captains for the impressive record on Public Safety<\/a> so as to provide appropriate and positive reinforcement. The one thing i dont believe we need, however, is bureaucratic metastasis in the form of mushrooming committees regarding homelessness, housing, and human rights as it waters down and diminishes authority, accountability and responsibility. Im london breed, mayor of San Francisco<\/a>, and im so excited to be here today with so many amazing people to talk about something thats so important. Just this past week, we had a big event celebrating a 600 million Affordable Housing<\/a> bond that will go on the ballot this november. [applause] the hon. London breed and i want to thank the board of supervisors for passing that unanimously, and i want to say that theres something in there for everyone, for our lowincome families and seniors, to our middleincome residents, to our teachers. We know that Housing Affordability<\/a> is critical to the success of our city, and im grateful to the board of supervisors for passing that ballot measure, and i am hopeful with fingers crossed that the voters will support that, and we are putting forward that housing bond without raising property taxes again, so i just want to say that over and over and over again. [applause] the hon. London breed so today, we have another opportunity. Today, we are signing the legislation to put a 628 million bond on the ballot to help with our emergency facilities all over San Francisco<\/a>, and we are also doing that without raising property taxes. [applause] the hon. London breed the goal is to put this on the march ballot, and so were going to have to work hard to get voters to approve this one, as well. I just want to start by that i thinking naomi kelly, and the work of the Capital Planning<\/a> committee. Because of the work of the Capital Planning<\/a> committee over the years, weve been able to have a very wellthoughtout plan for investing dollars in facilities that the city owns, especially our Public Safety<\/a> facilities. And in 2010 and in 2014, voters passed these bonds without raising property taxes but with almost 80 of the vote to support rehabilitating facilities all over San Francisco<\/a>. And just this year, i was really excited about cutting the ribbon on station 5, which is my home station, where i used to get my toys as a firefighter. Our firefighters and our Police Officers<\/a>, fixing our buildings and making sure that they can sustain an earthquake is so critical to protecting the lives of our citizens. In fact we are all reminded from last week, the major earthquake that happened in Southern California<\/a> and the devastating impact it had on that community, we are reminded that we have to be prepared. Its not about if, its about when a disaster strikes. So what are we going to do to make sure that our Public Safety<\/a> personnel can focus on the work that they need to do to save lives and not necessarily the challenge that exist with the buildings that house them and what could happen to people that we need to shelter in a disaster. Kezar pavilion is not seismically safe. It is one of the facilities that could qualify for additional revenues so that if necessary, we can use that as a shelter facility in case a disaster hits. We have to be thinking ahead in not only repairing the buildings that we know need to be repaired, like park station, which is currently undergoing some renovations like police and fire stations and Public Safety<\/a> buildings, and 911 buildings where we send our dispatchers, all of these places matter, so when a disaster hits, their only focus is on saving lives of the citizens of San Francisco<\/a> and not worrying about the condition of their buildings and whether or not theyre in a bad place themselves. So today, we are announcing a 628 million Public Safety<\/a> beyond for earthquake safety and Emergency Response<\/a> for the march ballot, as i said. And i am just so excited and so proud of the work that we did collaborating with the board, collaborating with the Capital Planning<\/a> committee to do this in such an incredibly responsible way. And i just want to thank all of you for being here, joining us, because this is exciting for the future of San Francisco<\/a>. We know that there are challenges in our city, and we have to make the right kind of investments, not only the issues that we face today but for the issues well face tomorrow. This is just taking one step further to doing just that, and so im really excited to be here with so many incredible people, including the supervisor who represents district 5 [applause] the hon. London breed many of you all know vallie brown. Shes been a Community Advocate<\/a> in this district for so many years. Not only does she spend time cleaning it up, i mean, personally, literally in the morning, picking up track with her own picker, but she also spends a lot of time fighting for resources in this community. Whether its our Public Safety<\/a> locations or our community locations, shes been a real advocate, and some of you know the work that was done here, also, the track that was repurposed. And commissioner buell, what was the location over here by the triangle . What is that called . Yeah, with public and private dollars, were transforming this area. And when i served as supervisor, the person who was really actively engaged in working with the community and helping to bring together public and private resources to get these projects done for this community was no other than your current supervisor for district 5, vallie brown. [applause] supervisor brown thank you, mayor breed. Im really happy to be standing here today and to be talking about this. Just a few months ago, we were at fire station 5, brandnew opened. Not only is it absolutely stateoftheart and beautiful, but it is going to be a hub if anything happens in this city. And when i think about we have so many other stations and buildings that we need to have this kind of bond money to be able to fix them up so if we do have earthquakes, if we have things that happen in this city, that were prepared. When we look at i know that mayor breed was talking about kezar and other places, but when we have a major earthquake, and if we think about the earthquake that just happened in Southern California<\/a>, and how strong it was, but it was in the desert. But think about what if it was here, and what it could have done to our city. I think about that every day, and what i would do if my place was flattened in the city. I probably would be camping in the park unless i had someplace to go that was safe, right . I would. I know the notent rule, but i think they have a cot there for me. I asked them, can you put a cot . So i just feel that its so important that not only is this city ready for anything that could happen, unfortunately and we know it will someday, but we have to be ready individually. We have a responsibility. I actually just went to a fire in my district a few weeks ago. Everybody ran out of the building. There were, like, 12 people. The things they forgot when they ran out they forgot their i. D. , they forgot their medicine, all of those things, and it keeps going into my mind, am i ready . Am i ready for an earthquake . Am i ready for a fire or anything any other kind of emergency . So i went home, and i remembered an emergency kit that i had put together probably 12, 15 years ago, when i did nert, and nert was first starting. My water was expired, the batteries expired, the food expired. Im like, im not ready, and i didnt have the emergency little pack that youre supposed to have by your door to grab and run if something happens. I wasnt ready, and i think about that because i think about what about my neighbor thats elderly, and she has a hard time getting down the stairs . We should be going out, talking to our neighbors. We should be going out, training with nert. Please sign up. If youre not a member, its kind of fun. We need to start thinking about our neighbors and what we can do individually. Are you signed up for the alert, emergency alert, everyone on your phone . Your neighbor . This is the kind of thing that we need to do because it really takes us as an individual and our neighbors to really protect each other if this happens. And believe me if we have an earthquake, im heading down to cafe revelry, and if his coffee machine is working because these are the places were going to have to go to see, are they left behind . Do they need help . I say that because i appreciate all the work in this city that everyone does. Our police chief, fire chief, naomi kelly, and especially our mayor to say we need to look at this, we need to do this now, and being so creative for doing this. Speaking of nert, as supervisor brown just mentioned, i want to recognize, we do have some nert volunteers right here, and nert is going to be critical in the event [applaus [applause] in the event in the event of a disaster. We know its not if, its when. I want to recognize mohamed nuru. Hes been a great ally for us and working with us. In the event of a disaster, our Fire Department<\/a> needs to respond immediately. Our firefighters and e. M. S. Workers work 247, 365, and we need to be able to respond immediately. And this bill will provide the funding that we need to invest in our Public Safety<\/a> infrastructure so we can continue to bring the city and the citizens the best service that we possibly can, but especially during a disaster. Our last speaker for this program before we finally sign this legislation is the chief of the police department, bill scott. [applaus [applause] thank you, mayor. Ill be brief. I just want to reiterate what the mayor said. We have 13 San Francisco<\/a> Police Departments<\/a> and 14 other buildings. Many of our stations are over 25 years old. These stations, from the day that the doors open, they are open 247. They have always been in use, and many of them are in need of seismic improvements, significant seismic improvements. And we dont want in the time of an emergency, we dont want to have to worry about whether or not the station is going to be standing, even though we plan for that if it happens. Thats the last thing we want to worry about, so i, too, want to thank you all for being here. The vision of the mayor, city administrator kelly, and the vision of our city for looking forward so our city has the proper infrastructure to respond properly, so thank you for the leadership, and thank you, mayor. The hon. London breed thank you. And again, i want to thank all of you for being here. Again, this is only the beginning. The real work beginning when we have to begins when we have to campaign to get this ballot measure passed. We have been successful in 2010 and 2014 in getting almost 80 of the support of the voters for a previous eser bond, and i want to make sure that we top that, so im going to need your help. Its incredibly important that we shrine a light on the measure that will be going on the march 2020 ballot for voters to support. Our bookkeeper signed up online, it was like 15 minutes. Nothing has changed, except now we have cleaner energy.
