My name is neil the general manager for the book shop here on west portal avenue if San Francisco this is a neighborhood bookstore and it is a wonderful neighborhood but it is an interesting community because the residents the neighborhood muni loves the neighborhood it is community and we as a book sincerely we see the same people here the shop all the time and you know to a certain degree this is part of their this is created the neighborhood a place where people come and subcontract it is in recent years we see a drop off of a lot of bookstores both National Chains and neighborhoods by the Neighborhood Stores where coming you dont want to one of the great things of San Francisco it is neighborhood neighborhood have dentist corrosive are coffeehouses but 2, 3, 4 coffeehouses in month neighborhoods that are on their own thats [ ] my familys starts in mexico in a small town. My parents are from a very, very small town. So small, that my dads brother is married to one of my moms sisters. Its that small. A lot of folks from that town are here in the city. Like most immigrant families, my parents wanted a better life for us. My dad came out here first. I think i was almost twoyearsold when he sent for us. My mom and myself came out here. We moved to San Francisco early on. In the Mission District and moved out to daily city and bounced back to San Francisco. We lived across the street from the ups building. For me, when my earliest memories were the big brown trucks driving up and down the street keeping us awake at night. When i was sevenyearsold and im in charge of making sure we get on the bus on time to get to school. I have to make sure that we do our homework. Its a lot of responsibility for a kid. The weekends were always for family. We used to get together and whether we used to go watch a movie at the new Mission Theater and then afterwards going to Kentucky Fried Chicken. That was big for us. We get Kentucky Fried Chicken on sunday. Whoa go crazy so for me, home is having something where you are all together. Whether its just together for dinner or whether its together for breakfast or sharing a special moment at the holidays. Whether its thanksgiving or christmas or birthdays. That is home. Being so close to berkley and oakland and San Francisco, theres a line. Here you dont see a line. Even though you see someone thats different from you, theyre equal. Youve always seen that. A rainbow of colors, a ryan bow of personalities. When you think about it you are supposed to be protecting the kids. They have dreams. They have aspirations. They have goals. And you are take that away from them. Right now, the price is a hard fight. Theyre determined. I mean, these kids, you have to applaud them. Their heart is in the right place. Theres hope. I mean, out here with the things changing everyday, you just hope the next administration makes a change that makes things right. Right now theres a lot of changes on a lot of different levels. The only thing you hope for is for the future of these young kids and young folks that are getting into politics to make the right move and for the folks who cant speak. Dy mind motion. Even though we have a lot of fighters, theres a lot of voice less folks and their voiceless because theyre scared. We broke ground in december of last year. We broke ground the day after sandy hook connecticut and had a moment of silence here. Its really great to see the silence that we experienced then and weve experienced over the years in this playground is now filled with these voices. 321, okay. [ applause ] the park was kind of bleak. It was scary and over grown. We started to help maclaren park when we found there wasnt any money in the bond for this park maclaren. We spent time for funding. It was expensive to raise money for this and there were a lot of delays. A lot of it was just the mural, the sprinklers and we didnt have any grass. It was that bad. We worked on sprinkler heads and grass and we fixed everything. We worked hard collecting everything. We had about 400 group members. Every a little bit helped and now the park is busy all week. There is people with kids using the park and using strollers and now its safer by utilizing it. Maclaren park being the largest second park one of the best kept secrets. Whats exciting about this activation in particular is that its the first of many. Its also representation of our city coming together but not only on the bureaucratic side of things. But also our neighbors, neighbors helped this happen. We are thrilled that today we are seeing the fruition of all that work in this citys open space. When we got involved with this park there was a broken swing set and half of for me, one thing i really like to point out to other groups is that when you are competing for funding in a hole on the ground, you need to articulate what you need for your park. I always point as this sight as a model for other communities. I hope we continue to work on the other empty pits that are here. There are still a lot of areas that need help at maclaren park. We hope grants and money will be available to continue to improve this park to make it shine. Its a really hidden jewel. A lot of people dont know its here. I moved into my wonderful, beautiful, Affordable Housing march 7th. I have lived in San Francisco since i was twoyearsold. Ive lived in hunters view for 23 to 24 years now. My name is vlady. I use titus and i am the resident commissioner for the San Francisco housing facility. From the very beginning, this whole transition of Public Housing and Affordable Housing was a good idea. But many, many residents didnt think it would ever actually happen. Its been a life changing experience. And im truly grateful for the whole initiative and all those that work on the whole sf initiative. Theyve done a wonderful job accommodating the residents, who for many years have lived in delap tated housing. Now they have quality housing. I was on a street where the living room and the kitchen and stairs. It wasnt large enough to accommodate. The children are grown. I had the accomplish of having a dishwasher in my home. I really like that. [laughter] i really like not having to wash dishes by hand. We still do it from time to time. The Mayors Office has been a real friend to us, a partner. We know that our city supports us. I love San Francisco. Just to be able to stay in my community and continue to help the residents who live here and continue to see my neighborhoods move into new housing, its been a real joy. [ ] i just wanted to say a few words. One is to the parents and to all of the kids. Thank you for supporting this program and for trusting us to create a Soccer Program in the bayview. Soccer is the worlds game, and everybody plays, but in the United States, this is a sport that struggles with access for certain communities. I coached basketball in a coached football for years, it is the same thing. It is about motivating kids and keeping them together, and giving them new opportunities. When the kids came out, they had no idea really what the game was. Only one or two of them had played soccer before. We gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. I think this is a great opportunity to be part of the community and be part of programs like this. I get to run around with my other teammates and pass the ball. This is new to me. Ive always played basketball or football. I am adjusting to be a soccer mom. The bayview is like my favorite team. Even though we lose it is still fine. Right on. I have lots of favorite memories, but i think one of them is just watching the kids enjoy themselves. My favorite memory was just having fun and playing. Bayview united will be in soccer camp all summer long. They are going to be at civic centre for two different weeklong sessions with america scores, then they will will have their own soccer camp later in the summer right here, and then they will be back on the pitch next fall. Now we know a little bit more about soccer, we are learning more, and the kids are really enjoying the program. We want to be united in the bayview. That is why this was appropriate this guy is the limit. The kids are already athletic, you know, they just need to learn the game. We have some potential collegebound kids, definitely. Today was the last practice of the season, and the sweetest moment was coming out here while , you know, we were setting up the barbecue and folding their uniforms, and looking out onto the field, and seven or eight of the kids were playing. This year we have first and second grade. We are going to expand to third, forth, and fifth grade next year bring them out and if you have middle school kids, we are starting a team for middle school. You know why . Why . Because we are . Bayview united. Thats right. Better. San Francisco Department of environment is a place where climate hits the street. We know that we dont have all the answers. We need to support our local champions, our local community to find Creative Solutions and innovations that help us get to zero waste. Zero waste is sending nothing to landfill or incineration, using reuse and recovery and prevention as ways to achieve zero waste. The Grant Program is a Grant Program specifically for nonprofits in San Francisco to divert material from landfill. Its important to find the San Francisco Produce Market because theres a lot of edible food that can be diverted and they need positions to capture that food and focus on food recovery. San francisco Produce Market is a resource that connects farmers and their produce with businesses in the bay area. I think its a basic human right to have access to healthy foods, and all of this food here is available. Its a matter of creating the infrastructure, creating jobs, and the system whereby none of this goes to waste. Since the beginning of our program in july 2016 to date, weve donated over 1 Million Pounds of produce to our community partners, and thats resulted in over 900,000 meals to people in our community, which were very proud of. Carolyn at the San Francisco Produce Market texts with old produce thats available. The produce is always excellent. We get things like broccoli, brussels sprouts, bell peppers. Everything that we use is nice and fresh, so when our clients get it, they really enjoy it, and its important to me to feel good about what i do, and working in programs such as this really provides that for me. Its helping people. Thats what its really about, and i really enjoy that. The work at the Produce Market for me representing the intersection between environment and community, and when we are working at that intersection, when we are using our resources and our passion and our energy to heal the planet and feed the good afternoon and welcome to the november 12, 2019 regular meeting of the board of supervisors. Is the mayors appearance before the board and it is the appearance by the honourable mayor london breed and there were no questions by the eligible members of the board, districts 1, 2, 3 and 4 and therefore, the mayor may address the board up to five minutes. I want to welcome mayor breed partnershi. Breed. I know youre talking about this issue and its something important for all of us in the city and i will go ahead and congratulate you and supervisor ronan and supervisor hainey ahead of time and mayor breed, you are welcome to share your remarks. Thank you to the members of the board of supervisors and the public for having me here today. Im excited because as many of you know, we Just Announced what supervisor hainey and ronan compromised to Mental Health sf, where we are going to focus on addressing this crisis in a way that will deliver the kinds of results that we know we need to see on our streets. We owe it to our residents and we owe it to the people that we know are suffering. We have made it clear that we are committed to working together and today, we will introduce a new Mental Health sf piece of legislation that will dramatically improve how those who are suffering from Mental Health and Substance Abuse on our streets receive services. This legislation will allow us to continue the work that were doing right now and to prioritize those who are currently sadly in crisis. Im really proud of our Behavioral Health system which serves over 30,000 people but we know for 4,000 of those people, there are real challenges with providing them the kinds of service that makes a change and we also know that there are some inequities in our Behavioral Health system because of those 4,000 people, 35 are africanamerican which means we have to make specific investments to support that population. While we rethink and reform how we deliver Behavioral Healthcare in the city, we will provide wraparound supportive services, the office of coordinated care, a revamped and refocused on our Access Center and a significant expansion of the services for Behavioral Healthcare treatment beds, Navigation Centers to help those who need help the most. Its a plan to support our most vulnerable individuals including those who refuse service or are unable to accept help. We will not get there overnight and we cannot get it done without working together. This initiative is ambitious, thorough and lets be clear, it will be expensive. Mental health sf will be a priority in any budget this upcoming budget year and i hope it will be a priority in yours. That being said, we need a lot of additional revenue and i am asked our Capitol Planning Committee to prioritize a bond, to pay for Capital Improvements on
