Mr. Clerk, can you read item number one . Item one is an orderance to establish the American Indian cultural district in and around the northwest drawed rant of the Mission District to require the Mayors Office to submit written reports and recommendations to the board of supervisors and the mayor describing the cultural attributes and proposing strat yis to preserve the cultural legacy of the district. Thank you. This is my legislation. So im really appreciative that were here today during the emergency to establish the first ever American Indian cultural district in the city and county of San Francisco. Cultural districts are one of the most important tools we, as a city have to strengthen the cultural identities of neighborhoods and communities that face pressures of gentrification and displacement. There are few communities that experienced displacement as pro foundly as American Indian community. For many years, American Indian culture in the San Francisco bay area has been jeopardized, not only by the trauma and racism but also by the increased cost of living, and lack of Community Spaces and lack of Community Spaces for cultural events. The American Indian district will recognize a home base for the American Indian community of San Francisco to ensure history and contributions are not forgotten or over ridden. The cultural district will be situated within the mission si district in the mission dolorest neighborhood for missions 8 and 9 for sanchez to newsom. T im going to put up the boundaries for you all to see. Now, why is it gone . Sorry. Guys, i practiced this before we started. Ed let me try again. Okay. Lets see. There we go. That is, those are the boundaries, of the American Indian cultural district of San Francisco. An this region holds unique conten sen trags of historical events, Cultural Resources and native americanbased programming, services and gathering spaces that are significant presence and historical importance to the American Indian community in this San Francisco bay area. And just to give you a sense off some of the incredible historical sites and programs ia the district this, is not an n exclusive list. But this will give you a sense,e is the native American Health t center at 160 cat street, at Friendship House association of American Indians at 56 julian sa street, Indian Education programs at sanchez elementary s school, International Indian Treaty Council at 2940, 16th street and mission colores where california native americans are buried onsite. T that is a snap shot of the currently existing programming in those boundaries that are j just showed you. The region holds unique ion concentration of historical unu events and native american baset programming, services and gathering space that are of significant present and spa historical importance to the nt American Indian community and e the San Francisco bay area in, c light of the ongoing public o Health Emergency facing our ac city, establishing the americana Indian Cultural district will l provide critical funding to t support coordination efforts tof help ensure that the American Indian community of san s francisco is connected to the resources and nchgs necessary to navigate this crisis. C that is why during this crisis, i am calling the item forward, because the community is waiting to access critical funds that have been available to the acc cultural district but that we cant distribute until the cultural district is officially formed. And in a few months, if things d return to normal, i plan to introduce an amendment to expand boundaries of the cultural district beyond what is encompassed in this version of the legislation. While there is Broad Community s support for expanding boundaries of the cultural district, the legislative practice will delayd our ability to disperse city funding if we change boundaries at this time. So were bringing forward tuhenf originally proposed boundaries r in order to provide American Indian cultural district with uu resources as quickly as s as possible. S its been an honor to partner with so many incredible leaders from the American Indian i community to bring this important and historical cultural district to fruition. Extra special thanks to sharia souza, april mcgillin from fru American Indian cultural center, andrew jolevett, from American Cultural Center and julie saboro from Mayors Office of housing and Community Development and thanks to paul monhay from my au office, who i believe this mighy have been the if first piece ofi legislation that he worked on, a and has just poured his heart a and soul into. Hl we need to thank him and get a special thank you to my foeshler colleague, dolly brown who partnered with us to get the legislation to this, this space. So, with that, i believe unless either of my colleagues have any comments we can open up for Public Comment. Hillary . Yes. Supervisor ronen, i would like to be added as a cosponsor. No problem, great. Thank you. And i did want to thank all of my cosponsors on this legislation which i dont have the list in front of me. Oh, i do. And i want to thank supervisors mandolin, peskin, yee and stefani for being cosponsor was had legislation, thank you so much. With that, well open up this item for Public Comment. Um. Do i have to do anything in order to do that . Sorry. Were just getting used to this program. Victor . Do you know . Victor . Were checking to see if anyone is waiting for pub tomor. Can we take a roll call . On the call, calling kol. [ roll call r. [ roll calo. [ roll call. [ roll call. [ roll call ]. Motion passes. This matter will be referred as a Committee Report as recommended to the board meeting. Thank you so much. And there clerk are there any other items . . Clerk that completes the agenda for today. Thank you. The meeting is adjourned. Thank you, everyone. Thank you. San francisco is surrounded on three sides by water, the fire boat station is intergal to maritime rescue and preparedness, not only for San Francisco, but for all of the bay area. [sirens] fire station 35 was built in 1915. So it is over 100 years old. And helped it, were going to build fire boat station 35. So the finished Capital Planning committee, i think about three years ago, issued a guidance that all city facilities must exist on Sea Level Rise. The station 35, Construction Cost is approximately 30 million. And the schedule was complicated because of what you call a float. It is being fabricated in china, and will be brought to treasure island, where the building site efficient will be constructed on top of it, and then brought to pier 22 and a half for installation. Were looking at late 2020 for final completion of the fire boat float. The historic firehouse will remain on the embarcadero, and we will still respond out of the historic firehouse with our fire engine, and respond to medical calls and other incidences in the district. This totally has to incorporate between three to six feet of Sea Level Rise over the next 100 years. Thats what the citys guidance is requiring. It is built on the float, that can move up and down as the water level rises, and sits on four fixed guide piles. So if the seas go up, it can move up and down with that. It does have a full range of travel, from low tide to high tide of about 16 feet. So that allows for current tidal movements and sea lisle rises in the coming decades. The fire boat station float will also incorporate a ramp for ambulance deployment and access. The access ramp is rigidly connected to the land side, with more of a pivot or hinge connection, and then it is sliding over the top of the float. In that way the ramp can flex up and down like a hinge, and also allow for a slight few inches of lateral motion of the float. Both the access ramps, which there is two, and the utilitys only flexible connection connecting from the float to the back of the building. So electrical power, water, sewage, it all has flexible connection to the boat. High boat station number 35 will provide mooring for three fire boats and one rescue boat. Currently were staffed with Seven Members per day, but the Fire Department would like to establish a new dedicated marine unit that would be able to respond to multiple incidences. Looking into the future, we have not only at t park, where we have a lot of kayakers, but we have a lot of developments in the southeast side, including the stadium, and we want to have the ability to respond to any marine or maritime incident along these new developments. There are very few designs for people sleeping on the water. Were looking at cruiseships, which are larger structures, several times the size of harbor station 35, but theyre the only good reference point. We look to the cruiseship industry who has kind of an index for how much acceleration they were accommodate. It is very unique. I dont know that any other fire station built on the water is in the United States. The fire boat is a regionalesset tharegional assete used for water rescue, but we also do environmental cleanup. We have special rigging that we carry that will contain oil spills until an environmental unit can come out. This is a job for us, but it is also a way of life and a lifestyle. Were proud to serve our community. And were willing to help people in any way we can. Roll call, please. Clerk all right. Ill go ahead and mention that director chang is sitting in as director haneys alternate. With that [roll call] clerk noting that director tavares is absent, with that, you have a quorum. Were going to change our agenda here in a little bit and start with the closed session. Before we do, id like to rerecu recuse myself for the closed session. Id like to ask that director hirsch, as i did so last time, take control of the closed session. So ill be back in the board room and hopefully come back out today. Good luck in closed session. All right. Thank you, vice chair gee. As he noted, we are going into closed session. This is an opportunity clerk all right. The tjpa board of directors meeting is back in session. And in item 8, closed session, there is nothing to report. Go ahead and move into next item . Please. All right. Item 9 is communications, and director do directors, im not aware of any. Item 10, new business. All right. Well go into item 11, the executive directors report. Good morning, directors. We have a busy morning, but before we get started, id like to update you with some items. First, id like to update you on the Community Response to the novel coronavirus. We have taken several measures to enhance the health and safety of all Salesforce Transit Center services, including coordinating with federal, state, and local Health Officials and other transit agencies. They include the San Francisco Mayors Office, our officers at a. C. Transit and muni, and the department of Emergency Services and transit and joint information center. We have also expanded our cleaning measure including the frequency of cleaning of the touch points such as door handles and sink handles. We have Updates Information on our Digital Screens and were posting the posters from the department of health San Francisco department of health all over the building. Information can be found in common areas throughout the Transit Center, public rest rooms, and staff areas, and we and as we all know, the situation is changing rapidly, so well continue to monitor and respond appropriately. Next, id like to update you on our way finding project. As you know, after opening the Transit Center, it was determined to anecdotal feedback that the current wait signage needs improvements. We have been working with the San Francisco Transportation Commission and our operators to conduct a way finding gap analysis and these efforts are underway. The way finding Consultant Team has completed a general assessment through a deep dive into the existing systems, survey research, Public Public passengers interviews, pedestrian journey tracking, volunteer test journeys, and a series of interviews with everything, including our janitorial staff as well as the cap riders. The analysis is expected to be completed by the end of this month or early next month and once this is done, ill present the findings to the boards. Im happy to announce that phils has opened two locations. They have already added to the neighborhood, adding more vibrancy options. At this time, id like to ask rich payette from lincoln property, our asset manager, to provide you with a brief operations update. Rich . Thanks, mark. Thanks. As mark talked about, we are addressing the covid19, so we have a very good Janitorial Company thats working with us. Theyre a vendor, and theyre cleaning everything that people touch.
