Thank you. I dont really have any words. I will be an up and down meeting. We have a meeting with the school of the arts and a reading from school of the arts. Commissioner collins, did you want to chime in here . I just want to say that even though this has been a very difficult time, i think its also showing us ive been getting a lot of hope from youth and from what im seeing and so a senior with the school of the arts and i think that she excepexemplifies the intelligen, intellect and just the leadership that we see in so many of our youth, including those who are serving on the board with us. And i just really appreciate that shes willing to share her talent with us and i think she serves as an example for adults who should be doing everything we can to support youth. I think that gives me hope and inspiration when im looking at just what our next steps should be. And i just really appreciate jara and im glad she can be here. Thank you, Commission Collins. I was scrollin on sustai instae other day, a white Police Officer looking down at a little boy and asked, what do you want to be when you grow up. The little black boy looked up to him and said alive and in that moment, my eyes traced every letter that word intricately because that word was so common, a rare to me. As a little black girl, i was taught to live in fear and taught to stay in my place. I was taught to play dead so i wouldnt end up dead. When the animation popped up, i thought, i dont want to live in fear. I dont want to be silent or played dead any more. Whats the point of death if youre already living dead. Thank you so much. I wish the point of the past has been easy, but since we started high school, this road has been changing under our feet. We faced hurricanes, floods and wildfires, violence in our neighborhoods and on our campuses. Weve lost icons we admired so much and loved ones we miss so dearly. We have believed and sometimes, we walked out of school for our beliefs. Then 2020 came, our year. Well, we all know whats been happening, but fellow graduates, maybe we werent made to walk that easy path. These crazy challenges in high school have been our mountains and were learning to climb. If these years are supposed to prepare us for life, maybe what were figuring out is not only how to hunker down and deal but how to get involved, to do our part, to do extra so we face our challenges headon. We have to remember, we are not alone, our families, teachers, mentors and communities, theyve helped us to get where we are. Plus, we have each other and together, well always find our way across the stage. So fellow graduates, as we turn this page in our lives, lets step into the moment. Let us each find how we will give back and make post quarantine life safer, kinder and more sustainable than before. Because were not just ready to be in a world of change. Last saturday was the fifth annual africanamerican signing day. High School Seniors and families virtually celebrated and honouring africanamerican high School Seniors across San Francisco. This year was aligned with the reach higher virtual Commitment Celebration posted by former first Lady Michelle obama. Congratulations to all of the students who shared their future College Plans and thank you to the organizers of this annual event. June is pride month and happy pride. This june, the San Francisco Unified School District is proud to honor the lesbian, gay, bisexual, queer and transgender. During this historic moment of social protest against Police Violence towards black youth and adults, we remember the first pride events were not parades but protests often lead by black lgbtq leaders. The work of solidarity is an important legacy with the Lgbtq Community and cultures. San francisco Public Schools celebrate and strive to support our lgbtq studentse students ev. We welcome all experiences including race, class, culture, gender, gender identity, Sexual Orientation and ability, all of which shapes our dynamic classroom and school community. We work to ensure that schools celebrate learning environments where every student is welcome and actively responding to discrimination and largesment based oharassment. Yesterday, jul Summer School began. We will be hosting limited Summer School. Those students who are eligible have been notified. Finally, i would like to share a letter i shared with all of our colleagues this morning. The year San Francisco Unified School District colleagues, Funeral Services for george floyd are being held today in houston, texas. Mr. Floyds murder at the hands of the Minneapolis Police has set off a massive Inspiring Movement demanding systemic change to the institutions that have disproportionately killed black people in the United States. It is also a call for us in Public Education to do our part to create a system that delivers the promise of Public Education for our black students. George floyd is but one of the many black lives lost to police brutality. If you are able to, i invite you to join me and others across the city today for a full eight minutes and 46 seconds at 12 noon to mourn the killing of george floyd and so many others. This is the same amount of time a minneapolis Police Officer pressed his knee to mr. Floyds neck murdering nym m in broad daylight. Nominations, all students will be presented to the large sec council for final approval. We have the mentor and menee program. We provide a paid opportunity for High Schoolers for high school student. This internship will be held virtually instead, but it is paid and we invite everyone to apply. Our goal is to provide the best mentoring experience and also provide an internship experience for our students. We would like to thank the department of dcyf, sf youth works for providing this opportunity. In memorium of understanding the focus group, yesterday we held a focus group to spread more awareness and provide information on the mou with the sf tv. We hosted a meeting with district students, Adult Community allies to answer questions regarding the mou. Our goal was to answer as many questions as possible to properly inform our peers about the agreements and expectations that are expected to uphold. We would like to thank the school of equity and mr. Cyrus who broke it down as well as answered questions we have. We would like to introduce our summer student delegates Shavan Foster who ifoster. Our goal is to continue to provide Student Input throughout the summer. We are excited to see what the student delegates will bring to the table this summer. Yes, i agree. I didnt realize there was a 500person limit. But i did know that the city prioritizes its own commissions over ours. And theyve been doing us a service by televising and streaming. Were at 509 right now and apparently, were able to exceed the 500 limit. But we have heard much from the Public Commission i think i received over 3,000 emails and most from people who reside or work in the city and so weve heard many, many folks at Budget Committee lead by jenny lamb, commissioner lamb. And so well have ample time to hear from more people. Are sanchez, if people wanted to speak for less than a minute, more people will get to speak for that hour. So thats another alternative to sum. So this evening, we just are going to have an update on the status of the mou and the mou is our memoranda of understanding with the San Francisco Police Department and it actually guides how police will interact if they have cause to enter our schools. So it says what they will and wont be able to do. Were in the middle of the process of reaching an agreement on the mou and we have not reached an agreement and presenting this afternoon will be our chief of student Family Community support department, miss smith, who will give you a brief update on that status. For example, updat the mou provs the report to the education as requested and this outlines the process and expectations for student interviews and arrests that occur at our schools and lists the enoug number of circumstances that must be considered before the police decide to enter or schools and it also lists the circumstances where the police would be called by a School Principal or other school site staff. The mou has no information if thats related to money being exchanged for the mou being implemented. And can i have the next slide, please. And currently, the previous mou was signed in 2014 and expires this year in 2019. The former chief, concern shrewitt completed a review process and that information was relayed in a Board Meeting on november 12th and i leaked the presentation so the folks can see the process. The mou was updated based on comments from that presentation and constantly, sfuc has sent this so the sf Police Department for review of the City Attorney and Police Commission. At this time, we dont have a schedule of when the Police Commission will hear it. Their schedules are a little bit off schedule and so thats what i can till about the update on e are with the mou. Can you clarify, so the presentation, when they got the mou, our edits were in november . Well, the edits were the presentation was in november and the edits were made and they were actually sent to sfpd, probably in april. We know that we need a transformative restorative approach. That its focused on wellness and health to support our young people whenever we are dealing with behavioral issues. Additionally, we need to not only end this relationship but also look more deeply to hold the Police Accountable<\/a> when they do violate. Theyve done it in the past and i been a topic of conversation i know at past meetings and would like for there to be policies that have actual that can actually be in true solidarity with our young people when this happens. And the resources that have been going to sfpd are not supporting our young peoples education. I just wanted im an educator and i wanted to share a quick story of something that happened in march. One of my black students was kicked in the stomach and no one at the school informed her parent. When her parent came in to voice her concern about her daughter being harmed in our school, she was met with six Police Officer<\/a>s. Our entire school went into lockdown and she was forced off the premisses, simply for voicing her concern for her child. We have police in our school, it brings a culture of terror for so many kid. Kids. I hope this doesnt happen again. My student didnt come back for a week is that the community could heal. She missed a week of school because she was kicked in the stomach and the police were called on her mother. This cannot happen again. That was a first grader because of policing in our school. So having police on our campus asks us to solve issues that we caconsider safety issues. Weve devalued many programs to lead us to ending oppression for black and brown students and there are no staff to train and restore practises. Some of the things im proud of is ensuring 60 of population was low and we laid a foundation to support children and families and deaf and hard of hearing to move on to the preschool programs. My now 12yearold attended the preschool program for two years and my 9yearold started and made its way to the toddler programs. Presidio is an important place for children who have needs that are academic, physical and emotional and these needs are met by being immersed in an environmental with loving and supportive staff and families. The school is an oasis with families with children of disabilities and families like mine barely making it in the city and had an option just five minutes from our home to send our children to an affordable preschool in the city. This relieves ptsd, depression, Poor School Performance<\/a> and School Suspensions<\/a> and expulsions and knowing this data, how can we place police in a place meant to be safe and one of learning if there are actual alternatives which people have mentioned on this call . If there was proof that any other thing, like a drug or a pill or a textbook had this federal government on the learnineffect on students safei feel like the immediate decision from the school board would be to remove that factor from schools. It should be just as easy to remove police from sfusd schools. Its easier because the board has full control . Will that be to maintain the racist Environment Police<\/a> creates in schools. I yield my time. Were going to end Public Comment<\/a> on this item with that. Thank you very, very much. The board now with our student delegates will discuss this item. Although our discussion may feel directive to staff, so lets start and i cant see everybody. Sigh miss lamb, commissioner lopez and commissioner malega. Who would like to start. Student delegate sandibaugh . There was over 500 participants which shows the importance of this item and i want to thank everyone who is here advocating for their community. On behalf of my peers who would have wanted more than a minute to speak or to those who didnt get to speak at all. I say enough is enough. In these times, especially, we need to listen to our students, to our Community Members<\/a> who are, like, advocating right at our doorsteps. Our community does not feel safe with the police who are supposed to protect which we sadly havent seen and i know this is an information item, but we should listen and take action to discontinue the mou with the San Francisco<\/a> Police Department<\/a>. Miss hererra, would you like to add your thoughts . You know, i got voted to be the student delegate because a lot of my peers believed that i was the right person to advocate for young peoples needs and right now, it is my duty to be the one to strongly highlight and urge sf usd to cut ties with uspd. You know, theres a lot of conversations going around that not all cops are bad and that not all cops are racist, but the truth is that the system is racist in itself. If the system wasnt racist this is such an emotional topic for a lot of young people. Students dont feel safe and if were always advocating for equity is social justice, it is our duty to stop all work with sfpd and we need to give all of this money that were defensiving tgivingback. Resources work directly to create change as well as restorative changes in our communities. And how is this possible were giving this money to sfpd instead of our schools, helping our students, were cutting Wellness Programs<\/a> and get rid of nurses and healthcare workers. Just to support this racist institution. So i ask everyone and i urge everywhere that this is not the area that we want to follow. We want to do better. We live in one of the most progressive cities in the world and how is it that this will be a conversation . This shouldnt be a conversation. This should be a straightforward answer. And for everyone who decides that its a no that we need to continue doing this work, i ask you to really, really focus on yourself and question why you want to work with this program. And how come this mou i is only worked on every four years. This mou should have been looked over a long time ago. Im deeply saddened and struggling with just dealing with all that weve been seeing on the media, all that is going on in our country and all of the violence that were seeing in our streets. And as just a young person, i cant imagine what that would feel like to be graduating into this world right now with that, you know, as your future. And so then it calls on all of us to take action. I think as adults and young people, we all feel called upon to take action and we want to do something and im heartened by what i see in the shift that im seeing. My family is from st. Louis. I have family, you know, with ferguson. I watched video of those rebellions and did not see this type of response. I want to open this conversation up that we are not funding the vast majority were not funding the Police Department<\/a> and we fund a very small portion of the sro, the School Resource<\/a> officer program and so, i want to clarify chief smith, how much do we spend on the sro program . So we have an agreement thank you, commissioner collins for asking. We have an dream agreement thaty 20 of the salary for the person who is the liaison for the sfpd program to sfusd and thats 45,000. We can do another check, but neither one is aware of anything beyond the 45,000. And then additionally, i want to make it clear, we are facing a budget deficit in our district and we were facing this before covid19. And were looking at proposed cuts to social workers, nursing and site support staff that existed well before covid and now were looking at increased budget deficit and were hearing from the state that we may have to consider a 10 cut on top of that for next year. And i just want to make it clear to the public that i agree, we agree, im speaking for my colleagues that it is unacceptable that we dont have more support and resources for families and students in our schools and 45,000 isnt going to cover what we need what folks are demanding and what i think we should be demanding. Ill hold my comments, but i want us to frame or conversation because i want the public to understand that we get funded from the state and we get a set budget. The city gives us additional monies to support some of our work but does not fund the majority of our work and we are currently facing a budget deficit that could not be filled by transferring our own dollars over to other programs. Thank you. And i would like to comment afterwards but would like to hear from other commissioners. Me, too. Vice president lopez and commissioner maliga. Thank you. I just really want to recognise that the hurt is clear and it has been for many, many years, just given what happens at our school sites and just to comment on what commissioner collins brought up. Whatever number it is, i think symbolically for me ending a relationship with sfpd is very meaningful. Im happy to do that and youre right, the number is not a large one, but it draws attention to the fact that our budget is not transparent and we can really go along and seeing what is happening at our sites, knowing that teachers and administration, students and families are not getting the support they need and can easily assume that is because we are not funding appropriately. And so, i think ultimately, this conversation is it is about the Police Department<\/a> and what we as a School District<\/a> want to have as far as the relationship with them. And what that really means to people. But its also about the overall just structure that we have that allows for these scenarios to play out. This is happening at our sites, at school sites and i need to be educated to understand they as Authority Figures<\/a> perpetuate similar instances that cops are doing outside on the streets. Its not at the same level, but its still targeting black and brown kids and still taking them out of our classrooms and suspending them and kicking them out of our schools because of the Power Dynamics<\/a> that were seeing cops dont know how to deal with. And that could be that again could be tied to the training that they are or are not getting. But i think its onall obeyond f the efforts were getting and its calling out our colleagues, as well, who are continuing to uphold that at our schools. We can no longer pretend not to see this. Anyone othe who is at a site kns this. Its recognising your role as a person of power and this is how School Systems<\/a> work. Ive been in Teacher Education<\/a> programs and i know how a lot of them are structured and the idea you have more power over a child is embedded in you. We all grew up in a system that is based in the racist society and we know that. Im hearing from a lot of people who are on our side as far as removing our relationship and really thinking truly on what a school can provide for our familiesbeyond what were doing which is a lot. But there are a number of people who arent at this meeting and arent advocating and still behaving in that way. And so, im interested in seeing what this will mean as far as what were providing in schools and what were calling out in schools and what were allowing teachers to do to our students. Commissioner malia. Thank you, president sanchez. And so, i just had a couple of questions for staff and the superintendent and i can make comments, also, about the issue. I have a love and hate relationship with the police, right . One, i cant stand them, but two, at the same time, growing up in the projects, you know, watching people all of the shootings and everything, so, they its just like a convoluted thing with the police. And, you know, i still dont think its something that we need to be positioning ourselves with is planning around and partnering with and i think its something we need to move away from. I say that because when i first got on the school board, i had conversations with staff and i want to know more about th the protocols in place. Were calling Police Officer<\/a>s and theyre assisting us for many issues, like handson stuff and you name it, right . And so, from my understanding, it was a protocol thing on the School District<\/a> side and so, one, i want to know if that was cleared up because i heard it was rerouted back to the t10s and we just wrote a resolution around traumainformed that states in it the need to work with our crisis team and Safety Support<\/a> Team Including<\/a> with including social workers, and this is exactly what it is. This is exactly the work we need to be doing around that resolution. Dr. Matthews . Are you talking about Crisis Response<\/a> . Are you talking about when the police are called to come to our campuses or both . Lets just talk about those are two good examples, but, like, what are the overall protocols on how we engage with the police . I know dries is one of the cris. We have three ways of thinking about Police Coming<\/a> on to our campuses if its necessary to protect the physical safety of staff. Thats up for interpretation and if thats not combined with good training and addressing biased and a lot of things, that may end up looking the way we dont want it to look. If it is required by law, then possession, drug sales, that type of stuff and the other one is if its appropriate to address criminal behaviour. So someone coming on to our campus and trying to harm a student or do some type of criminal activity, so that those are the three ways. And does it look different and does it always lack th look thet should be . Probably not because there are not as robust systems in place to ensure thats happen asking i think thats one question that you were talking about and secondly, and just in terms of when police come thats related to cps report or related to a crisis intervention, that is another time when police may be brought on to the campus. I think we have had such an opportunity with the pandemic to sit and think didn and partnerh our city agencies, that we are thinking, how do we do that differently . I think with the resolution that you and commissioner lopez and Commission Collins<\/a> sponsored around the coordinated care, were working towards that and we started with the wellness checks and we have the resources and were have worked to partner with the department of Public Health<\/a> and well be providing services and well be looking at mobile services. And so all of the things that i feel the commissioners have been asking for, we really are starting to have this ability where were working as a city is district to do that. Do we have a long way to go . Absolutely. But were turning in the right direction to support students and families in the ways that we should from an antiracist standpoint and from a radical human practise and all of that stuff that doesnt end up pathologchanging the system. The change was in odd to ensure parents are called and public defenders are called immediately if the police come on. Commissioner norton. And then commissioner lamb. And thank you to everyone that came out. I know that this is just a really charged moment and its a good conversation for us to continue to have. And its certainly this mou has periodically been debated and discussed in the entire time ive bon the board, as it should be. I moon, thithis is an importantd getting this right which weve been trying to do for a long time is crucial. The point i was going to make is the one that superintendent matthews made which is that the mou is intended to be protective of students and their rights. And what scares me, i think, is the idea that police can come on the campus whenever they want, if they can prove that the certain positions might exist, whether its weapons or drugs or looking for a suspect. We have seen this happen and it will continue to happen because police are going to assert that power. Whether or not we want them to. The mou does to a certain extent try to set up rules of the road and protect our students and make sure parents are there. Weve had issues, also, you know, in undocumented students. The idea that students that ice or other authorities can come on campus and take students into custody is really terrifying to me. And so while im actually i mean i think theres a legitimate question about what truly is the role of the police in our society and have we given police agencies, you know, too much power and too much room when other kinds of services would be better for our communities . I thinks tha think thats a lege conversation and one as School Leaders<\/a> we want to be a part of. But i do agree with the commenters who said, like, whoa, whoa, just be thoughtful about this. And lets think through all of the implications of if we end this relationship. And im happy to continue to have this conversation. I think its really important and, again on, i would be ok ife as a board and staff team go a different way and i want to articulate the really, really important protections for our students, because officers will come on campus when they think something is happening and i want to have some control and some assurances around that. I want to thank everyone, including our students, our parents and families who have shared their voice, not only today, but all of the thousands of emails that weve been receiving, as well as the tens and hundreds of thousands of folks in San Francisco<\/a> and in the bay area have showed up to really demonstrate just how modern oimportant of a time andt this is. As leaders, also recognising that we have the Authority Importance<\/a> of changing the paradigm that weve known to be problematic for far too long. You know, i want to acknowledge that reform, even with the best intentions have not gotten us as a society to where we need to be to be able to address Police Violence<\/a> against people of co allergcolor, particularly blackd brown communities. I want to name that first and foremost. Related to our relationship, the School District<\/a> relationship wits relationshipwith the polim concerned with the longterm presence of officers on campuses. Weve heard time and time again about young people not feeling safe and feeling threatened. One piece that i think i would also like to name is that we as a system, including our administrators, our staff, our educators, leaders ourselves have to do some real work in real work in ourselves. I am curious because i often hear, well, the reason the police were called is because it could have been that someone on school site didnt feel like they could handle that student. And the behaviours that are coming up or i heard it was a parent that called the police. So i think thats some of the information around that it would be important for us to examine for ourselves. And i also want to understand what has been our plan, right . So what is your that plan and protect that from the parents that were illuminated this afternoon if we were to terminate or change the relationship with sfpd . I also want to speak to and thank you commissioner maliga, you are the expert because you are doing this everyday and trained and doing the work on the ground around this yard coordination of care and the work the team has put in and accelerating during the covid piece and we absolutely need to accelerate that work. And really and im glad were working toward it, but we have to understand that, again, there may be some school sites that are well versed in kind of that coordination of care and others that are not didnt thats understanding the Quality Control<\/a> impact and really how does that look like systemwide . And so ill just comment there. I think overall, you know, just similar comments to most of you all, my colleagues that have spoken. And ill just close that, you know, being a mom of a high schooler and now my daughter also getting active in her own activism. I said, do you see Police Officer<\/a>s regularly at your school site or even patrolling or do you feel a presence . She goes to school in the sunset and said, no, i havent seen that. I think that speaks to which schools in our district have higher presence. And so, you know, i think, again, i want to thank all of the young people, the fact that young people are organizing our students are the ones organizing these actions right now in the city and you all are very inspiring, so thank you. President lopez. I know that commissioner collins had a point earlier and i want to recognise that before i speak. Go ahead. Commissioner collins, did you want to go and unmute yourself . Yes. What i have to say is really difficult to talk about. Because on the one hand, i have a real problem with the police, like, in general, and policing. And im personally ive had negative interactions with the police in the city executive thinand i thinkthe response wem the community and youth and educators, its about policing in general and this idea of, like, who polices the police . And seeing videos that are clearly people are like, i saw a video of police popping peoples tires in a city. Yowere seeing this now. Its blatant and ive seen Police Called<\/a> out in our city because black people are, like, too wild in a walgreens and dont show up when i see a white person punching someone in a van. I have a personal experience and i think we have per special perl experiences. This wave of change which i appreciate, it deeply disturbs me that the folks doing this work since the beginning, right, before even i was hip to it or anybody else, a lot of them are black women is parents and their voice is not here. The africanamerican Parent Advisory Council<\/a>, i specifically reached out to parents and they deserve to have a decision on what we do. Because they are the most impacted by this, as well as youth, ok . Those two grooms, in my opinion, should be centered and i feel like theres no mechanism right now in this moment. Theres a lot of pressure that folks are creating and i do appreciate that pressure, but i also feel like we need to support the folks who are on the ground didnt doing the work and that includes the svip, united players and coleman and all of the people in the neighborhoods doing the work. And even captain yoland williams, the liaison, suing the sfpd for racis racist behaviour, right . Shes another black woman doing the work, right . And so i agree, this isnt working, our system, but there are people who have been trying to change it and whatever we do, im working on a resolution for us to look at our stric districd its a bigger picture. I dont police the police and our mou is whether we had it in the past, theres Staff Members<\/a> who dont follow it and there are Police Officer<\/a>s that dont follow it. And so, who decides so what does it matter if we have an agreement and nobody is following it, right . And i dont have the authority, i dont care what people say. My own personal power, i zoo the authoritdonthave the authoritye police and thats a larger conversation and thats for our mayor and board of supervisors and also for our mayor and board of supervisors to support us in funding some of the needs in the community. That have to do with violence, prevention, food is housing. I dont have that budget for food and housing and its causing people to steal from other people to feed themselves and causing conflict. Its all a big picture. So i just i am happy that were having this conversation, but i want us to make sure that we are centering black women and youth and families and the folks that are on the ground that are doing the work and i really appreciate this opportunity and i want to acknowledge one last point, chief scott, ive seen him. He seems like a good man, but at the same time, theres the Police Officer<\/a>s association, which we also have to name. Theyre wearing their thin lined blue masks and youre not supposed to wear those any more. Those are Masks Associated<\/a> with White Supremacy<\/a> and yet the Police Officer<\/a>s association is still selling those masks as the official mask of the San Francisco<\/a> Police Officer<\/a>s association. So im having a real disconnect between, i dont want a shift and throw up my hands and say we wont have an mou if that means no support or any protection for our families because black parents have worked on that mou. Folks need to know that, black folks have worked on it because they see it as a way of protecting our kids. Its not working, maybe we need to throw it away is im hop opeo that conversation. But i dont understand how we can be in a relationship that is full of people who associate with white supremest flags like a thin blue line flag. So that is also something that we need to name and we need to put it on the table and we need to wrestle with that as a city and as a board and if we mak ife to tear up or mou. If we do that and i am all for saying, you know, i dont know how to be in a relationship with an organization like this, but if we do that, we cant do that and leave folks who are most vulnerable with nothing, with no plan. And so, i neednt just other commissioners to hear this. I need folks who are listening in on this conversation to hear this. If youre activated right now, im glad youre active, but Pay Attention<\/a> to the folks doing the work and stick around for the solution because this is a long fight. It has been going on for a long time and im here to fix it. The police have been by and large bad actors and the poa are, in my view, rogue, and have not helped the matter. And we need to make a decision at some point if we want to have an exit strategy. At the time, police were patrolling in the hallways of our schools andthy were not on the perimeter and actually patrolling our high schools and middle schools. And then, as you probably all know, it was referred to by tornadthere was an incident in e early 2,000s where it ended up being the largest Police Presence<\/a> in the history of the United States<\/a> on a school campus. I think the it was 16 167 Police Officer<\/a>s, riot gear who descended on thohogood mash shall and injured many schools. Any money were spending on this program is not ok. It sends a horrible message to the thousands who are emailing us and i dont know about you guys but my phone has been blowing up for days and weve been spending those thousands represent tens of thousands of people in San Francisco<\/a> and we need to listen to them. Pai pleaseplease stand by so i understand having something to protect us, but laws are broken all the time, rules are broken all the time. Its clear that the cops are doing it and getting away with it. Im for finding solutions, but we know those exist. In fact, im having a conversation with the School Board Member<\/a> in minneapolis who wrote this. So im looking forward to exploring what were going to do to truly protect our students. That doesnt reinforce Authority Figures<\/a> who care more about their ego and power than about protecting people. I think ill leave it at that. If anyone wants to jump in and say some final comments, then we can move on. I dont know if this will be a resolution around this program or if staff will be able to come up with a plan. Im getting the sense that the board really wants some resolution to this. I just want to mention that commissioner cooke is not here, but he was a senior during the police riot at marshal. His experience is valuable. Our current students experiences are so valuable. Im honored and cherish the student delegates speaking up. Any final comments . Lets go with the student delegates. One last thing. If we could cut ties with i. C. E. [indiscernible] and highlight i. C. E. Is not allowed to be on our campuses, we could do the same thing with the p. D. This is a larger conversation. This is a citywide conversation about how we invest our resou e resources. We need support as a district and the city and District Needs<\/a> support. Theres just a lot more that needs to be done and that the board and Central Office<\/a> continues to make efforts in the way of closing some of the most detriment spaces [indiscernible] currently one of the issues i want to address is this idea of safety and budget for cost neutral and that somehow teachers and staff and principals and so and sos are supposed to be able to operate and do all the things were doing in the assistance learning, which is difficult on the teacher and student end. I just wanted to say that i think that we need to work towards a solution where we keep that Public School<\/a> safe because it is such a unique Public School<\/a> in San Francisco<\/a>. Because it is in the Mission Statement<\/a> of the presidio to conclude that education and access for all, i think that our school site works towards that. It is in a beautiful space. Its also important that our students feel welcome and as a part of that space. Its afforded me to continue to work in my job in the presidio to have schooling that i can afford for my child there. Im heart broken for the students and the teachers. Im also heart broken for the Larger Community<\/a> of San Francisco<\/a>. In a time when i feel like many cities are moving in a promising direction of a prek and more robust funded services for children under five, i believe that San Francisco<\/a> is moving in an opposite direction, one of the most funded schools in the nation. As a parent of two graduates of this school, im asking your support for protecting this magnificent preschool that is uniquely situated in the park. Please do what you can to preserve this school so these students can experience the transformative nature. This school stands out among all the private businesses in the presidio where democracy is upheld through the power of Early Education<\/a>. The staff of the presidio integrate the transformative effect of nature in their teaching. The staff is superb. I challenge you to look up the Board Members<\/a> of the Presidio Trust<\/a>, especially the latest appointees. This school, when i worked at it, not only is it in an absolutely beautiful location that allows us to take our students out for different types of exploration in the beautiful presidio park, but more importantly and what others have said, its an opportunity for infants and toddlers to be in a classroom, for deaf and hard of hearing students to be in a classroom. Its one of the t. K. Locations in San Francisco<\/a>. We need more schools like this to help with the Early Education<\/a> process and to help our children prepare for later years in school. It is a large campus with each classroom having two sides, which allows for the social distancing, which will be great for the future. Then its just a Beautiful Community<\/a> of parents and students. All of the parents come together for so many events in the year. Im concerned with the news of the school closure, because we as parents did not receive any request for comment. No one asked us to participate in any district Advisory Community<\/a> or any sort of opportunity to figure out what really is going on. We have absolutely no information as to the Financial Health<\/a> of Presidio School<\/a>. We dont know what the student operating costs are. We were just vaguely told that the rest is being increased and this school is going to shut down. All in all it doesnt seem fair. Were going to request a hearing and a due process being given to us, an opportunity to be heard, and figure out any opportunities available other than the closure of the school. This is not a feasible option at this point. I would like to make myself available and request that we be heard, but we are also going to prepare to request injunction or anything else that we need to do to keep the school open. It is a wonderful school. It has afforded me to work and take care of four minor children that i have. Single mother. Thank you. Mary, youre up. I would like to appreciate the board for allowing parents to speak. I know it is beautiful that there is this movement to make real change, but asking not only at this time are we looking at the mo. U. , but real systemic change, getting black parents and students to speak up. When we have our list of demands, i would like the board to really listen and act. I know the board is working on equity studies that would help our black students and communities. I also want to highlight the importance of having culturely responsible health practices. One of the things that i feel like needs to be highlighted is keeping two positions open. One position, i cannot say her name, she was consolidated. She started ethnic studies there. That has helped the students to find their sense of belonging and taking a pride in history and who they are. That has to be cultivated into Mental Health<\/a> practices. I want her position to be saved in addition to another position who has supported black and brown students who have been on the verge of suspension and expulsion. We need to save his position. I am a restorative educator. During this historic uprising, the people created an opportunity to stop the horror of unchecked totalitarian violence. In order to truly serve and protect our black and indigenous lgbtq children, we need not only to defund the police and actually commit to restorative, transformative justice, but also take a look at ourselves. Weve gone from having a transformative department to having zero transformative coaches, none. Im at a loss for where the transformative money is going to go. If were going to dismantle White Supremacy<\/a> thoughts, we need to show that we value transformative justice. In service of that, we need to take a hard look at how our district thank you. While our son will age out, weve benefitted from this resource. Unicef, among others, has highlighted the broad body of research. The greatest dollar spending has been in the recent years. I want to apologize, but some of the teachers and i have been talking about the teachers and principals that were allowed to share programs with us. We signed up for these programs, but they are predatory and have really high speeds. A lot of us are getting out of them now. So were learning and moving on. Im worried about other teachers and younger teachers. Im wondering if there is a way to sort of vet companies more. They bring subway sandwiches and pizza, and slightly uninformed people like me sign up. Thats our responsibility. There have been articles in the New York Times<\/a> about these companies and their high caps. Sometimes i wish we could prevent those companies from coming into our schools. Something about it doesnt seem right. This is nowhere near an important issue. Since im here, i wanted to make the comment. Thank you. [indiscernible]. The reason families are here today is to advocate for keeping presidio Early Education<\/a> open after this coming school year. The loss of a site closure that includes infants, toddlers, prek rooms, a hardofhearing desk. The School Brings<\/a> tuition based and subsidized programs with staff and students that are diverse, which is such an important part of the conversation. The parents and families are asking for transparency in the budget position. That is allowing for closure of a school site that there is a racial and socioeconomically diverse community. I know covid19 is turning things surveys. We need to return to work time, thank you. Next speaker, please. Now more than ever, budgets are important value statements. In this time of crisis now more than ever, its important to recognize that we have to prioritize funding whats most important to us. As youve heard over and over today and as you will hear in the special education budget and as you will hear from the advisory committees, all of us share the priorities that are most important to us and what weve shared for at least the five years that ive been involved and longer than that, we specifically called out the need for Restorative Justice<\/a> and practices. And this past year we asked the district to take steps that are being taken to name racism in our schools practices and policies. Thats time. Havevanessa, are you back . Yes. My kids went to presidio from 2010 to 2015. I served on the parent council. I want to say in support of the families that are there, i was devastated to hear that this school will be closing. I cant say enough. I lived in the presidio. I lived here for 18 years. I looked at the financials and i guarantee you something should be able to be worked out. This program is phenomenal. I want to please, please give the parents and the teachers and the staff the closing that they deserve. Closing this school would be a tragedy. Its a special, special place. Thank you. Kim, go right go ahead. I was a student when the riots happened. Rely, it was not a riot. It was what was called a riot. It was an invasion of police into the school because there was a fight of an outside source of a Family Member<\/a> outside of the school premise. What was called by the principal at the time based out of fear was that it was a riot. I witnessed a friend of mine get hit on the gun in the head. I witnessed a teacher record what happened on their phone what happened. Im here as an educator to strongly urge sfpd out of our schools. It is not safe. I witnessed it myself. I have trauma from it. Our students have trauma from it in many, many ways. This is important. This should be done already. This is many years too long. Thank you. Thank you. We are fighting against a closing of a school like the presidio. Parents are looking for how this can be done. I urge the board to get back and think of the presidio of a way to think about this as an Early Education<\/a> program. I hope the board can look at these ideas in more detail. Thank you. My name is barbara galio. I am a teacher at the presidio Early Education<\/a> school. This is such a unique school. Having the nature around the school is so special to all our students. I have students in my classroom. I have three special ed students. I have other students outside of the special ed students who have clearly been trauma sized. I also have students who are in the middle of the task. This quite large group of students are the students that get the most from that outdoor environment. We know from research being outside and being in nature is one of the most calming things, one of the best things for the human brain and their emotional regulation, theres nothing better. I would urge you not to close the door on the lease. In five months, we seal know whether the school and Community Measures<\/a> can be tasked or not. Lets not close the door on our options at this point, where right around the bend could be the solution to our programs. Thank you. Geo, go ahead. A lot of schools provide a stable environment as my schools are for me. Police officers get 120 hours in use of force and eight hours in deescalation and conflict resolution. What message does that send to our students when we send armed officers trained to brutalize disproportionately. I urge you to terminate the m. O. U. Agreement with sfpd and support your efforts for the resources for teachers and programs that support our underserved youth. As another note, i would like to note how thorough the sfpd is in examining the training that the Student Resources<\/a> receive in interacting with students and if you are providing specifics if you have them. They were enriched by the whole abilities of the teachers as well as the experience of being with such a Diverse Group<\/a> of students from subsidized families to others. Being in the presidio, my daughter recently graduated. They paraded out our Public School<\/a> students. The only Public School<\/a> in this space, as a demonstration of what that park is and who its supposed to serve. By divorcing these students of that space is a huge injustice. I can only echo the experience of Early Education<\/a> and the necessity that sfuc should not be deprived of this. They can take the presidio bus and learn the history of San Francisco<\/a>. I am texting with my colleagues and they have not heard about this. We want some transparency about what they can do to either relocate this school to a better facility or keeping it as presidio the Presidio Trust<\/a> and working with them. I mean, in this time of strife and difficulty, this is one of those things that can get slid under the rug and nobody knows its happening. Im a big advocate for our special education students and especially our special education students of color. That is affecting our deaf and hardofhearing students. We want to keep these students in a safe environment that theyre used to. Thank you. This school is not only a place to go. My daughter is going to enjoy nature and be in a nature environment. There is diversity. Also as a resident of the presidio, i think it is something that brings value to be inside the park. I feel like we wont be able to work with you and try to work with the trust to try to work together. This is going to be a big loss for not only the presidio community, but the whole San Francisco<\/a> community. As a working mom, having a place that i can leave my young daughter there and knowing that i can pursue my own dreams and knowing this is the only place that you can find in San Francisco<\/a> is the Presidio School<\/a>. We have to keep education for the youngest levels to strive. This is the only Public School<\/a> in the city that takes Young Children<\/a> and infants. It also supports families in need. We have children from Different Levels<\/a> of society, which is amazing when they start in a good school at such an early age, it opens so many opportunities. [indiscernible] great [all talking at once]. Were going to go into the role of the Parent Advisory Council<\/a>, which is the p. A. C. The role is to represent parent voices and perspectives in order to inform board of education, policy discussions, and decisions. This report provides a summary of our work during the 20192020 school year. We would like to begin by acknowledging that we are living in extraordinary times in many ways. We celebrate our parents and these new circumstances. The p. A. C. Would like to express our sprooerks again for the efforts of everyone who works and continues to work to support our families throughout this school year in the spring and through the summer. We would like to extend our thanks to all students for completing this year, despite the obstacles. The p. A. C. Would also like to acknowledge the service, commitment, and contributions of the following p. A. C. Members whose terms will end in june, johnny, deny, rebecca, patricia, and sharin. These members have provided valuable insight to the issues that have been addressed. Their work has helped to inform the development of policy recommendations, new enrolment processes, the selection of food vendors, and so much more, as well as hearing the parents and families voice at district levels. We hope they will continue their advocacy efforts in other ways going forward. Thank you. Over the course of the year, the paths continued to be strengthened are a collaborative effort with the society as well as the partners [indiscernible] this helps us continue to support families, engaged parents, and Community Members<\/a> in meaningful conversations and gathered inputs to issue the [indiscernible] board of education to represent parent voice and include the experiences of the families in order to inform of the health of the sfusd policy as well as the implementation and importance of the district incentives. Met with district Staff Members<\/a>, Community Staff<\/a> leader, and received updates to provide family perspectives and feedback on specific projects, including educational placement west coast research, planning, assessment, student nutrition services, technology, and whole portfolio planning. [indiscernible] Community Policy<\/a> of planning teams including the local control Accountability Task<\/a> force, the equity Student Task Force<\/a> sorry, studies task force and Study Systems<\/a> redesigned and the School Planning<\/a> summit. [indiscernible] collaborative teams, bug annual [indiscernible] and the Community Partnership<\/a> and forum. The community worked with the sfusd advisory communities, including africanamerican Parent Advisory Council<\/a>, the community Advisory Community<\/a> of special education, the district learning Advisory Community<\/a>, and the new [indiscernible] sp young Youth Services<\/a> to ensure that together we are hearing from, reflective of local student and family populations. Due to the shelter in place, the p. A. C. March and april meetings were canceled until we could determine the best way to have an online forum format while still meeting legal requirements of an open meeting and ensuring that we could provide appropriate language interpretation and translation services. This also allowed the p. A. C. Members to settle into their new family routines from working and learning at home. At the main p. A. C. Meeting, we discussed the full impact of the closures on students and families, using questions developed from the California Department<\/a> of education from their School District<\/a>s and reports on covid19. The impact from the discussions is along with the input of the meeting with the a. A. P. A. C. , c. A. C. , and dlac. The school site was used to inform the joint advisory report of recommendations preparatoried on the may 25 meeting. [indiscernible] weve seen that many of our students and families have been in distance learning. Others are experiencing challenging in the necessary technology, tools, and reliable internet kerks connections. The ripple of the pandemic has impacted the ability to fu fundraise. [indiscernible] we will continue to we continue to work with the [indiscernible] spons sponsors [indiscernible] and our current founder, including evelyn and walter hash jr. Fund to study how to ensure the Financial Sustainability<\/a> of the pact. Despite the challenges facing this district in the coming years. We hope that the vital work of the pact will be supported [indiscernible] the pact takes its mission to support we are proud of our accomplishments over the past year and we use the cycle of Continuous Improvement<\/a> to reflect on ways to build our capacity and [indiscernible] we know the coming school year will many challenges and opportunities to the board and School District<\/a>s [indiscernible] for the policies and decisions that are in the best interests of our schools and families. As this School Year Comes<\/a> to a close, we look forward to working with the board over the summer and school year to [indiscernible] while also keeping our students, teachers, and other staff safe. I think we talk about this a lot. But there are parents who want to voice their concerns and be involved. Who attend your meetings, what people you see, who is in the outreach, through whatever method, could you share that . Yes, absolutely. I go to my daughters school, shes in Elementary School<\/a>. I post flyers on the office and doors of our school. I put up flyers. I go to the p. A. C. Meetings to get a sense of where the data is going and later finding out that most of it is going to the Health Department<\/a> that i currently work at. We do the local control and accountability budget. We go over that and discuss it at the monthly Board Meeting<\/a>s that happen on tuesday. We get a feel for socioeconomic environments that our children are in and ways that we can actually better their environments. We are firsthand communicators with the with dr. Matthews or the superintendent or anyone who can help out when it comes to extra communities for the children, programs that they qualify for. Like dlac, which is like second language learning. I can address that a little bit more. We network with the other advisories a lot. Oftentimes well have people attending our meetings that are currently attached to these things. Weve had those people come. Weve also had people come to have heard about it at a pa. C. Meeting. We reach out to school sites. We havent made a huge effort to draw large crude. I think the work may send to be focused on these are the current member representatives. These are the things we will work on and we will have guests come from different departments in sfusb. It basically is work that our Occupational Therapists<\/a> could do. I wonder why it adds to the further privatation in local 21. I just wanted to take this moment to raise some questions about this particular contract and ask why our workers cant do that work. Then also make the point that were at the point where it looks like the Occupational Therapy<\/a> program in the district is almost privatized because only three of the workers are actual district employees.
