In less then month we will host Asian Pacific Economic Cooperation in San Francisco so many city staff have been putting in tremendous amount of time to make plans for apec and i want to recognize all of them for their hard work. We also received tremendous amount of support from our business community. We set a goal of raising 20 million and we achieved that goal. We put out a call to get volunteers to help. We received over 1200 volunteers who are interested in helping us. People are excited for apec because it means the city we know and love will be on the world stage. Now, of course putting on Major International economic conference means there will be impacts to certain parts of our city. Last week the secret service along with ourpolice department discussed the areas directly impacted by apec and how we should be planning to manage this. There will be enhanced security in parts of downtown, especially around muconey sent r. Our office of economic and Workforce Development is leading Small Business and resident outreach in these efforts. They already started holding organizational Community Meeting and starting today they are going door to door. In fact, especially with many seniors who live in the area to insure that they have access to paratransit vehicle jz other resources they need to continue to go about their daily lives with minimal disruption. The department of Emergency Management will be running a joint Information Center to get information to our residents and the media on a continual basis. The first topic submitted by the member representing district 5, supervisor dean preston is Housing Element. Thank youed madam clerk and good afternoon madam mayor. My question concerns Affordable Housing and reaching our housing goals under the Housing Element and specifically, i arept to ask about Affordable Housing opportunity in my district stalled for nearly two decades. Parcel k, a paved lot at corner of hayes and octavia was transferred from the state to the city in 2003 with express purpose of developing 100 percent of Affordable Housing there. It has the capacity to create nearly 100 homes for low income san franciscans in a neighborhood where working People Struggle to find Affordable Housing. March this year following extensive advocacy by our office your office of housing and Community Development published a timeline for development with a public commitment to start the Development Process by issuing an rfq by august this year. Despite this promise, no rfq was issued in august and when we followed up with your office of housing we were informed there was no longer a timeline on this site, which is rather stunning given the previous promise. My question madam mayor, given our requirement under the Housing Element to produce 46 thousand Affordable Housing units in the next 8 years and given this is a city owned site that has been designated for Affordable Housing development more then 20 years, will you commit today to issuing the rfq for Affordable Housing on parcel k, the so called proxy site by thend of this calendar year . I dont have all the clear facts on this particular case and as i say every time during question time, when you ask a question, my office is open and available to talk about these particular things, but im not go toog answer a question on the spot until i have information clearly from my department and have a better understanding of exactly what happened with this project. Im happy to do follow through and to get the answer back to you at a later time, but unfortunately i just dont have the information necessary to make any commitments. Thank you mayor breed. We have been engaged regularly for over 3 years now with your office of housing and have elevated this repeatedly and i want to give a little more background and ask a followup question. For more then 2 decades this site has been designated for Affordable Housing. Earlier this year your office of housing promised the rfq by august and now mohcd has withdrawn any timeline. The original plan which currently operates the space was for the use to last 2 or 3 years. When you were district 5 supervisor you pushed for a 7 and a half year lease extension for that interim use for proxy in 2013. Blocking this from becoming Affordable Housing for years. When i talk office your Administration Proposed another longterm extension for the interim use to come i objected on grounds this was and is a site for desperately needed Affordable Housing. Since i took office i have convened many productive conversations with neighbors, with oewd, mohcd and at a previous question time i asked you about this in may of 2022 and i asked you about the timeline for creating Affordable Housing on this site at that time and you said you were not familiar with that site. That was about a year and a half ago. All these efforts culminated in office of housing finally publishing in march the timeline for development with commitment by issuing rfq by august this year and there is no revised timeline impt this commitment was made to our office which elevated this monthly three years now but also public presentations by office of housing to the community and still no rfq has been issued. I understand your invitation to provide still more information about this, but i justwe are in urgent situation needing Affordable Housing, this is city owned Affordable Housing site you are very familiar with from your time as supervisor and mayor and im asking for a commitment that the rfq is forthcoming and what the timeline is for that. First of all, let me just say that you are saying to me that my office promised something that i have not gotten communication from this office that they promised anything, so i do think it is appropriate that i have a conversation with the office of housing to understand what the facts are, not what you are saying, because you cant speak for them. You can only speak for yourself and your own experience as it relates to your office. On the one hand you said im not familiar with the project. Im very familiar i used to represent the district and i understand the decisions i made based on the surrounding community and what they wanted to see. There was in fact housing including Affordable Housing that has been built in this Community Already and there will continue to be additional Housing Units i believe from my understanding based on the commitments we made from this project to make it so. I want to get the facts of where things are and get a better understanding before i answer a question or provide a commitment, but separately from this particular project, there are a number of policy directives that i as mayor have pushed through the board of supervisors you serve on land use committee. The question is why isnt the mayor and mayor staff here and it should bow about the policy and what we are try toog push to meet the Housing Element. We need aggressive changes. It isnt just about this one project, it is about many projeblths including many Affordable Housing projeths all over the sit a eand county of San Francisco and my hope is that we dont use these projects as a opportunity to imply something that isnt necessarily the case. This is just an excuse for why we are not being more aggressive in passing changes to our housing policies that are truly going to help us reach a goal that we committed to that every member of the board of supervisors voted to support, so lets not speak out of both sides of our mouth. Letss polk make such in addition to this project and any other project and any other policy change necessary to move us forward with the Housing Element is also equally a part of the discussion. Yes, the next topic submitted by the member representing district 7, supervisor melgar is the Behavioral Health and Homeless Service for west side neighborhood. Please ask your opening question. Thank you president peskin. Good afternoon madam mayor. I would like to discuss Behavioral Health and homelessness in the west side of town. The bulk of services are concentrated downtown and on the east side of the city. We have seen a significant increase in people experiencing drug addiction and homelessinize on the west side, particularly on west portal avenue and other commercial corridors. We have all most no non profits that connect people to help and no regular outreach by the various city teams that address these issues. Some of the same people have been on the streets in the same spot sin i took office in 2021 and know by name. Would you please help us by dedicating staff to be assisting the Homeless People get off the streets and people with Behavioral Health needs on the west side of town and coordinate with other departments for badly needed support services . Madam mayor. Can i ask for clarification on a question . Sure. And, when you say significant increase, can you give me a ball park of where you were and where you are now . So, west portal avenue, which has seen the steepest increase, we had 2, 3 folks before the pandemic who were known and we know and know their stories. Now we are seeing between 15 and 20 folks regularly sleeping on the streets in the growth of addiction, which are very visible. Thank you supervisor. So, i am in touch withwe had this discussion about some of the challenges you face and one of the most recent incidents that occurred in west portal where a shop owner was attacked and the concern in terms of a elevation of the amount of violence that is occurring as a result of people who unfortunately suffer from Behavioral Health and Substance Use disorder. The city treats about 16. 500 people for Mental Health disorder and over 4500 individuals for Substance Use disorder. We know many of those services are cons traitsed in the center part of the city where we have sadly hundreds and thousands of people who suffer from these particular issues. I do want to work with you because i think working together is doable to try to combat some of these problems. I will tell you one of the Biggest Challenges that the teams wesent out to the area to deal with some of these issues is you know we cant force people to move, but we can try to continue to make sure we are doing a better job around outreach to the constituency to try to at least try to get them into services or treatment. If is complex, but im really grateful for the new tool that well have that well be able to use in january to really push for conservatorship for Behavioral Health challenges, which also now includes Substance Use disorder and our goal is to try and be a little more aggressive and pushing people into treatment and services. Right now the tool is not in effect, it should be january 1 and i already issued a executive directive so we can prepare for what may come when we try to address people who struggle from these two things so look forward working with you to try to address these challenges in the area.
