In advance of my brief remarks i want to express gratitude to budget chair chan for her thorough review of these budget items and for her contribution making sure we keep the Treasure Island project on track and making sure we keep everything fiscal prudent as well. Thank you president peskin for wise council and support. Thanks to supervisor melgar now enduring the set of remarks i made in the last 8 days about Treasure Island. The items before you today are sponsored by mayor breed and myself and our hope is these keep the Treasure Island project on track with a number of amendments. The items insure the project momentum continues in the next Major Development stage and we deliver more Affordable Housing, Behavioral Health building and prepare for additional 13 units of housing. When complete, Treasure Island will be 27 percent affordable with high quality public realm that offer parks and open spaces, waterfront access and amenities, worthy of our world class city. Treasure island is home to resilliant community of 2 thousand resident a majority are low income and members of the recovery reentry communities making the most of Second Chances and many cases doing gods wurks to help others. Treasure island will hold a special place in my heart. Residents of Treasure Island have been waiting patiently, some more then 20 years for new units and new infrastructure slower to come online then many expected so with these changes we can full full our obigation tuesday the master developmenter and the broad vision, but make good on promises long made to current residents. Introducing the resolution i wanted to express this boards recognition for the hard work that went into creating the island aspirational statement and also put on the record supporting this vision for a neighborhood that is every bit as much as San Francisco neighborhood. In planning for the Development Successful inclusive mixed income community, tida, ticd and one Treasure Island contracted with the initial of mixed income communities to create plans that foster thriving diverse mixed income communities, through working group of stakeholders and community outreach, statement was created identifying shared values of inclusion and excuty, sustainability connection. These are not only Treasure Island but San Francisco values. Im excited about this work especially intersection with our ambishing endeavor to facilitate production of 82 thousand housing units. This aspirational statement San Francisco values at best and recognize the promise the vision that Treasure Island well represents. I want to acknowledge the words of supervisor dorsey and the work of the Budget Finance Committee under the leadership of chair chan. I say as a member of the capital plan planning committee, we are very close to reaching the ceiling of our capacity to issue certificates of participation, which is a funding strategy that the city uses particularly in fiscally tough times to fund all manners of Capital Improvement, hva c, street repaibing, you name it. While i support what we are doing today, i want to do it with the very clear acknowledgment that we will only subsequentially vote to issue certificates of participation if and only if there is sufficient cop capacity that does not compromise the rest of our capital plan
