A special team within the sheriff’s office is looking into at least 21 deaths that could be related to the extreme cold or lack of heat. It’s also pursuing information from CPS Energy, the city-owned utility that shut off power to large swaths of Bexar County, Salazar said. He noted that investigators could find that all of the deaths were due to natural causes and unpreventable. He described the number as “unprecedented.”
